Due to COVID-19, there was NO physical meeting location per WA Proclamation 20-28.

Mayor Severns noted Councilmember Woessner had informed he would not be present and requested
a motion to excuse him from the meeting.
Motion: Mayor Pro Tem Munns moved to excuse Councilmember Woessner, seconded by Coun-
cilmember Servatius. The vote on the motion passed unanimously.

Mayor Severns called for any suggested changes to the agenda. Hearing none, the agenda was ap-
proved as presented.

2. PRESENTATIONS
a. Proclamations
i. Garry Oak Society Presentation
Laura Renninger, President of the Oak Harbor Garry Oak Society provided a public statement regarding
the history of Oak Harbor and the Garry Oak Society. In 1851 Dr. Richard Lansdale bestowed the con-
temporary name of Oak Harbor upon the town. 2021 is the 170th anniversary of the naming. Ms. Ren-
ninger presented fun and interesting ways to celebrate 2021 as the Year of the Oak.
Mayor Severns thanked Ms. Renninger and the Garry Oakes Society for the presentation and their work
in the community. He introduced Mayor Pro Tem Munns to read a proclamation, declaring 2021 The
Year of the Oak.

3. CITIZEN COMMENT PERIOD
Mayor Severns explained citizens could comment on subjects of interest. Public comment could be
submitted electronically to the City Clerk at jlindsey@oakharbor.org or by calling 360-279-4539 after 5
p.m. on the Friday preceding the meeting and prior to 5:00 p.m. on the day of the meeting. To ensure
comments are recorded properly, callers are asked to please state their name clearly when leaving a
message and limit their comments to three minutes.
While not submitted as specific to this evening’s Council meeting, the City did receive six additional
comments since the February 16th Council Meeting regarding the Angel of Creativity Sculpture. These
comments are provided on screen as part of the meeting record and were forwarded to the City Council.
4. CONSENT AGENDA

Council Workshop
Mayor Severns called for any objections or changes to the consent agenda. Councilmember Servatius
requested discussion of item 4.b. Mayor Severns noted item 4.a. was approved as presented. Coun-
cilmember Servatius stated that in the February 16, 2021 Council Meeting, Presenter Richard Nash had
asked that a copy of his letter addressing points of discussion for the Angel of Creativity Sculpture which
he sent to Therese Kingsbury and was subsequently forwarded to the City Council, be included as an
attachment to the minutes. The City Clerk will add the attachment.
Motion: With discussion concluded, Councilmember Servatius moved to approve the minutes of Feb-
ruary 16, 2021 as amended. The motion was seconded by Mayor Pro Tem Munns and carried unani-
mously.

5. MAYOR, COUNCIL & STAFF COMMENTS
a. Mayor
Mayor Severns provided his respective comments and announcements.
Community Response to COVID-19
City facilities remain open, but there are many options to conduct business and connect with staff virtu-
ally. Electronic bill pay, virtual development application meetings, virtual boards and commissions meet-
ings, and an online comment portal are just a few of the ways the City has adapted to meet the needs
of the community during this pandemic. More details and resources about the local impact of COVID-
19 can be found on the City website, www.oakharbor.org/covid19.
Vaccinations
The Community Guidance from Island County Public Health shows that as of February 26, 2021:
12,490 individuals in Island County received their prime (first) dose of vaccine. There is a link to Island
County Public Health’s COVID-19 Vaccination Information page from the City website and Facebook
page.
Mayor Severns asked all to continue saving lives by practicing the three W’s
• Wear your mask.
• Watch your distance.
• Wash your hands.
And get tested if you have COVID symptoms or have been exposed.

8. CONTRACTS & AGREEMENTS
a. Professional Services Agreement: BHC for Building Official Services

Development Services Director Kuhl provided background regarding the proposed Agreement. He ex-
plained the purpose of the Agreement was to fill the gaps with a firm that can temporarily replace staff
shortages. The contract will include performance of building inspection and plan examiner duties. BHC
is a Washington firm based in Seattle, Washington, with one inspector who lives in Oak Harbor. They
will be able to provide inspections five days a week and examiner services online. Director Kuhl reviewed
the process for inspection requests and plan reviews. The department is holding staff training for all
aspects or permitting through the end processing of each project. All analysis’ will be reviewed together
as a team, and will allow the department to recruit, recoup and regrow together.
At this point in the meeting, City Hall experienced a power outage that suspended the meeting record-
ing.
With power restored, Mayor Severns confirmed that no public comments had been received regarding
this item.
Mayor Pro Tem Munns and Councilmembers Servatius and Mack provided their respective questions
and comments.
Motion: Mayor Pro Tem Munns moved to approve the contract with BHC for Building Official Ser-
vices. The motion was seconded by Councilmember Hizon and passed unanimously.
9. OTHER ITEMS FOR CONSIDERATION
a. Washington Cities Insurance Authority (WCIA) 2021 Risk Reduction Grant Application –
Parks and Marina Safety Cameras
Central Services Administrator Place reviewed the WCIA Risk Reduction Grant Program, intended to
supplement and support WCIA goals and members’ risk management programs, and reduce covered
liability exposures for members. The City’s 2021-2022 biennial budget includes eight security camera
capital projects for the Water Division, Public Works Department, Parks Division, and the Marina. Staff
is proposing to apply for this grant, which would help to offset costs for the eight projects, specifically
cameras at Parks and the Marina. If approved by Council, a request for proposals will be advertised next
week.
Mayor Severns confirmed no public comment was received regarding this item.
Mayor Pro Tem Munns provided her respective questions and comments.
Motion: Councilmember Hizon moved to authorize the Mayor to sign the WCIA 2021 Risk Reduction
Grant application for security cameras. The motion was seconded by Councilmember Servatius and
passed unanimously.
b. Washington Cities Insurance Authority (WCIA) 2021 Risk Reduction Grant Application –
Center Parking Lot Safety Improvements
Senior Services Administrator Lange reviewed the item for the Council. As noted with the prior item, this
grant application would seek to supplement and support WCIA goals, member risk reduction and reduce
covered liability exposures for members. The grant allows for each agency to submit two grant applica-
tions. This grant would help to offset costs specifically for safety improvements to The Center parking
lot to meet current ADA and safety standards, including two ADA ramps, construction of a raised asphalt
crossing and installation of handrails.

Mayor Pro Tem Munns provided her respective questions and comments.
Motion: Councilmember Wasinger moved to authorize the Mayor to sign the WCIA 2021 Risk Reduc-
tion Grant application for The Center safety improvements. The motion was seconded by Councilmem-
ber Servatius and passed unanimously.

Mayor Severns thanked any public viewing the meeting live for their patience during the meeting down
time caused by the power outage.
ADJOURN
Motion: There being no further business, Mayor Severns called for a motion to adjourn. Councilmember
Servatius moved to adjourn, seconded by Mayor Pro Tem Munns. The motion was approved by a unan-
imous vote, therefore the meeting adjourned at 7:26 p.m.
