Oak Harbor City Council Workshop Meeting Minutes Date April 28, 2021 CALL TO ORDER Mayor Severns called the meeting to order at 2:00 p.m. Due to COVID-19, per WA Proclamation 20-28. the physical meeting location was limited to City Council Members and certain members of staff. The meeting was viewable live via YouTube or Channel 10 and was telephonically available at (623)404-9000, Meeting ID: 149 766 1467 (NOTE: Audio only, No Comments. Public Comments are not normally included for Council Workshops). Communications Update and Island County PIO Support Communications and IT Manager Combs provided an update, highlighting a one-year milestone Workshop Meeting Minutes April 28, 2021 Page 1 of 3 with COVID-19 and the work done by the City during the pandemic to keep the community and employees informed while working in cooperation with state and local agencies and Island County. The City increased communication and combined outreach tools while increasing and improving opportunities for community feedback. Manager Combs also reviewed her roles in project management and community partnerships, as well as her assistance to Island County as a public information officer. She closed with providing a brief list of upcoming projects including the City’s website, policy updates, and increasing community engagement. DEVELOPMENT SERVICES a. Horizontal Mixed-Use Staff Presenter Associated Planner Ray Lindenburg provided an update, which he noted he had given to the Planning Commission the previous evening. The Horizontal Mixed-use and Land Use Matrix is a continuation of work done on the Central Business District and plans discussed previously regarding the other city commercial zone districts. The new matrix reduces land uses from 250 to 85 categories. He reviewed highlights and will bring a full presentation to Council at a future meeting. Mayor Pro Tem Munns and Councilmembers Woessner, Mack and Servatius provided their respective comments and questions. b. Draft Housing Action Plan Senior Planner Dennis Lefevre Staff provided an update on the Draft Housing Action Plan as a follow- up to the presentation by LDC, Inc. at the April 20, 2021 Council meeting. This plan was also presented to the Planning Commission last evening and will provide the City with improved tools for housing development. Mayor Pro Tem Munns and Councilmembers Woessner, Mack and Goebel provided their respective comments and questions. The Housing Action Plan will be brought forward at an upcoming Council meeting. c. Shoreline Master Program Periodic Review Senior Planner Dennis Lefevre reviewed the Shoreline Master Program for the Council. He noted this was in development parallel to the Housing Action Plan and was also presented to the Planning Commission last night. The Program has been submitted to the Department of Ecology who considers the submittal package complete and has begun their thirty-day review. Staff hopes to bring the Shoreline Master Program to the Council in June. There were no questions or comments from the Council. PUBLIC WORKS a. Purchasing Policies & Procedures Update Workshop Meeting Minutes April 28, 2021 Page 2 of 3 Central Services Supervisor Sandra Place reviewed the updates made from the last review with Council as well as questions on items still to be determined. The proposed updates would repeal the current Oak Harbor Municipal Code 2.360 – 2.390 and replace it with a new procurement chapter. Councilmembers Servatius provided his respective comments and questions. The final update will be brought forward at an upcoming Council meeting. ADMINISTRATION a. City Administrator’s Report City Administrator Oborn provided the following highlights to his monthly report. He introduced Alex Warner who was recently promoted to the position of City Engineer, following a laborious recruitment process. Councilmember Woessner participated in the selection process. The City is in the process of selecting a new Parks Manager as well. Councilmembers Goebel and Wasinger participated in this hiring process. The City hopes to announce the position as filled within a few weeks. Other highlights from his report included progress on the Acorn Sculpture Project, The Windjammer Park Pedestrian Bridge replacement, the American Rescue Plan, the Oak Harbor Main Street Association, the Anacortes Wet Fiber Project, and reports from Development Services and Senior Services, and the impacts of COVID-19 on travel in the community. Mayor Pro Tem Munns provided her respective comments and questions in regard to the wet fiber project. CITY COUNCIL There were no other comments from the Council.
