3. CITIZEN COMMENT PERIOD
Mayor Severns explained citizens could comment on subjects of interest. Public comment could be
submitted electronically to the City Clerk at jlindsey@oakharbor.org or by calling 360-279-4539 after
5 p.m. on the Friday preceding the meeting and prior 5 p.m. on the day of the meeting. To ensure
comments are recorded properly, state your name clearly when leaving a message and limit comments
to three minutes.
The City received one public comment from Laura Renninger, President of the Garry Oaks Society
noting activities celebrating the Year of the Oak. Her comment was provided on screen as part of the
meeting record.
4. CONSENT AGENDA

Mayor Severns called for any objections or changes to the consent agenda. Hearing none, the items
were approved as presented.

Community Response to COVID-19

Please Help Island County Remain in Phase 3
A number of counties have moved back to Phase 2 and become more restrictive once again. Please
help Island County to stay in Phase 3 by wearing masks, watching our distance and washing our
hands. Get tested if you have COVID symptoms or have been exposed.
Oak Harbor Fire Department Assisted in Vaccine Clinic
Thanks once again to our Oak Harbor Fire Department who assisted in a Mass Vaccination Clinic on
April 24th at the Oak Harbor High School. We appreciate this service to our community.
2021 is the Year of the Oak
We continue to celebrate the 170th Anniversary of the naming of our great City in honor of the Garry
Oak Tree each month through June. The City has a Chapter in the Municipal Code, Chapter 20.16,
protecting Garry Oak trees located inside the city limits. Check out special activities by the Garry Oak
Society on their website at ohgarryoaksociety.org
May the 4th Be With You
In his closing comments, Mayor Severns shared a Star Wars themed video, noting there would be a
fireworks display this year.

8. CONTRACTS & AGREEMENTS
a. Professional Services Agreement: Foster Garvey PC for Bond Counsel Services –
Finance Director Goldman presented the Agreement, joined by Stacie Amasaki of Foster Garvey, PC.
Director Goldman explained in March of 2011, the City took out $2,570,000 of Limited Tax General
Obligation (LTGO) Bonds for a twenty-year term for the purpose of dredging the Marina. The City has
the right to redeem or refund/refinance the outstanding amount of the bonds on or after June 1, 2021.
The outstanding amount of the bonds is $1,480,000 with a true interest cost of 4.03%, which is higher
than current rates ranging from approximately 2.25% - 2.75%. The City’s Debt Policy states the City
will refinance debt to achieve a true savings as market opportunities arise. Per the Debt Policy, all debt
issued by the City shall include a written option by a Bond Counsel and the City Council shall approve
the appointment of an independent financial advisory and bond counsel, both through a competitive
bid process involving a Request for Proposals or similar process in order to explore options for poten-
tial refinancing of the 2011 LTGO Bonds. Director Goldman and consultant Amasaki explained the
bond counsel portion of the process. Staff will bring an agreement for financial advisor services to the
next Council meeting.
Mayor Severns confirmed that no public comment was received regarding this item.
Mayor Pro Tem Munns and Councilmember Servatius provided their questions and comments.
Motion: Councilmember Servatius moved to authorize the Mayor to sign a Professional Services
Agreement with Foster Garvey, PC for Bond Counsel services in the amount of $15,000. Councilmem-
ber Hizon seconded the motion, which carried unanimously.

Motion: Motion by Councilmember Woessner to adjourn the regular Council meeting, second by
Councilmember Wasinger. Motion was approved by a unanimous vote, therefore the meeting ad-
journed at 6:23 p.m.
