1. APPROVAL OF AGENDA
Mayor Severns noted he had one suggested change to the agenda as he would like to recognize
outgoing Oak Harbor School District Superintendent Dr. Lance Gibbon as item 2.b. Honors & Recog-
nitions. Mayor Severns called for any additional changes to the agenda. Hearing none, Councilmem-
ber Servatius moved to approve the agenda as amended. Councilmember Wasinger seconded the
motion, which carried unanimously.

b. Honors & Recognitions
Mayor Severns noted he pleased to have in attendance Dr. Lance Gibbon, out-going Superintendent
of the Oak Harbor School District, who had led the district for the past eight years. During this time,
student enrollment and test scores increased substantially, multiple levies were approved, and schools
were upgraded. The Oak Harbor school district was the largest in Western Washington to re-open with
some in-person learning last fall.
Dr. Gibbon was named “best community leader” twice during his tenure, and he will certainly be missed
as he takes his leadership talents to the Snoqualmie Valley School District.
On behalf of himself and the City Council, Mayor Severns thanked Dr. Gibbon for all he has done for
our students and our district. Mayor Pro Tem Munns added her comments and thanks as well,
Dr. Gibbon thanked Mayor Severns and the Council for the partnership enjoyed with the City and the
support given for the betterment of the students. He also thanked the Oak Harbor community for
providing an incredible place to work and a school district that values both staff and schools. He noted
by example the remodeled Oak Harbor High School which shows students the value placed on edu-
cation by the community and encouraged all to support the school bond election in 2022. Dr. Gibbon
also praised the huge partnership enjoyed with the Navy and out-going based commander, Captain
Arny, observing that two-thirds of new school costs have been paid by the Navy at a value of approx-
imately $80 million, and the difference such a partnership makes in the lives of the students, both now
and for years to come. In closing, he thanked the students and staff and parents for championing a
culture that puts learning at the forefront and leading the way in Western Washington for in-person
learning during this challenging year.
Mayor Severns thanked Dr. Gibbon once again and wished him well in his new position as Superin-
tendent in Snoqualmie Valley.

3. CITIZEN COMMENT PERIOD
Mayor Severns explained citizens could comment on subjects of interest. Public comment could be
submitted electronically to the City Clerk at jlindsey@oakharbor.org or by calling 360-279-4539 after
5 p.m. on the Friday preceding the meeting and prior 5 p.m. on the day of the meeting. To ensure
comments are recorded properly, state your name clearly when leaving a message and limit comments
to three minutes.
The City received one public comment since the last Council meeting. This comment was forwarded
to Council and was displayed for the meeting record.

Mayor Severns called for any objections or changes to the consent agenda. Councilmember Servatius
requested to pull item 4.c. Contract Amendment No. 01 for David Evans & Associates – Harbor Heights
Sports Complex for discussion. Hearing no objections or discussion of any other consent agenda
items, May Severns announced items 4. a. and b. and 4 d. – h. were approved as presented.
Councilmember Servatius led a discussion of item 4.c. involving a traffic study produced by David
Evans & Associates, with Councilmembers Mack, Woessner, Mayor Pro Tem Munns, and Coun-
cilmember Hizon providing their respective questions and comments.
With discussion concluded, Mayor Severns called for a motion. Councilmember Woessner moved to
authorize the mayor to sign Contract Amendment No. 01 to the Professional Services Agreement with
David Evans & Associates for the Harbor Heights Property Master Plan and Phase 1, that adds $6,500
to the contract, increasing the total contract amount from $219,065 to $225,565, to provide a high-
level full buildout cost estimate and provide a comparative traffic impact analysis of Gun Club Road
and Elwha Street. Councilmember Hizon seconded the motion. The vote on the motion failed 4-3 with
Councilmembers Woessner, Goebel and Hizon in favor and Councilmembers Servatius, Wasinger,
Mack and Mayor Pro Tem Munns against.
5. MAYOR, COUNCIL & STAFF COMMENTS
a. Mayor - Mayor Severns provided his respective comments and announcements.
Memorial Day 2021 Service of Remembrance
Mayor Severns reported he enjoyed emceeing the third annual Memorial Day event at Maple Leaf
Cemetery yesterday and thanked all the sponsors, community members, and planners for putting to-
gether such a wonderful event.
Community Response to COVID-19
Details and resources about the local impact of COVID-19 and City responses can be found on our
website, www.oakharbor.org/covid19.
Moving forward to June 30th
The state is moving toward June 30th as the date Washington will fully reopen. State health officials
will continue to monitor Covid-19 and vaccination data over the coming weeks. The City will continue
to consult with legal counsel regarding resuming in-person meetings including any requirements for
continuing virtual meeting aspects.
Shipwreck Shores Splash Park Reopening
The City’s Parks Division in Public Works is planning to reopen the Shipwreck Shores Splash Park at
Windjammer Park on July 1st after the state’s reopening on June 30th.

Investment Committee Meeting
The City has several committees that involve both citizens and members of Council. We appreciate
this service and the time taken by committee members. Mayor Severns thanked Councilmember
Wasinger who recently helped to insure a quorum at our investment committee meeting.
b. Council Comments – Councilmembers Hizon, Servatius, and Mayor Pro Tem Munns
thanked staff and encouraged viewers to visit the City’s YouTube channel for videos recorded for
Public Works Week, showcasing the work performed by that multifaceted department. Mayor Pro Tem
Munns also added a shout out to the North Whidbey Help House and Whidbey Transit for food deliv-
eries.
6. PUBLIC HEARINGS & PUBLIC MEETINGS
a. Resolution 21-16: Adopting amendments to the Shoreline Master Program –
Mayor Severns opened the Public Hearing and introduced City Senior Planner Dennis Lefevre
who provided a review the Resolution and the Shoreline Master Program. He noted the City had been
working on this project for the past two years. The Shoreline Master Program requires periodic review
per WAC 173-26-090. Staff initiated the Program update in February 2019 and have coordinated with
the Department of Ecology. That agency’s periodic review was completed this month and recommen-
dations were provided to the City. Senior Planner Lefevre noted Ecology’s administration of the De-
termination of Consistency. Mr. Lefevre also explained that a SEPA Determination of non-significance
had been issued, the Department of Commerce had provided a 60-day review, and the Program had
come before the Planning Commission on May 25th, where it was recommended for approval. Mr.
Lefevre reviewed each of the Department of Ecology’s recommendations. Since the list was lengthy,
he advised that these be incorporated prior to adoption and recommended the public hearing be con-
tinued to the June 30, 2021 Workshop.
Mayor Severns confirmed no public comments were received and closed the public hearing.
Councilmembers Woessner, Servatius, Hizon, Mack and Mayor Pro Tem provided their respective
questions and comments.
Motion: Following discussion and input by legal counsel, Councilmember Servatius moved to continue
the public hearing to June 30, 2021 as an action item. The motion was seconded by Mayor Pro Tem
Munns and carried unanimously.
b. Resolution 21-17: Adoption of Housing Action Plan –
Mayor Severns opened the Public Hearing and once again introduced City Senior Planner Dennis
Lefevre who reviewed the Housing Action Plan, including the background on the process undertaken,
the purpose, and background. He noted the Washington State Legislature passed ESHB 1923 in 2019
which provided funds to help communities fund housing action plans. The City received funding from
the Department of Commerce and utilized the services of the firm LDC in creating the plan now before
the council. Their deliverables included a project charter, a public involvement plan, and a housing
needs assessment leading to the Housing Action Plan. Mr. LeFevre reviewed the Housing Action Plan
elements and next steps in the local adoption process. HE explained a SEPA Determination of Non-
significance had been issued and the Housing Action Plan had been approved at a public hearing of
the Planning Commission on May 25, 2021.

Councilmember Woessner provided his respective questions and comments.
Motion: Councilmember Woessner moved to adopt Resolution No. 21-17 adopting the City of Oak
Harbor Housing Action Plan. The motion was seconded by Councilmember Goebel and passed unan-
imously.

9. OTHER ITEMS FOR CONSIDERATION
9.a. Resolution 21-20: LTAC Recommendation for the 2021 Single Year Grant Awards.
Finance Director David Goldman provided background information and presented the Lodging Tax
Awards Recommendations. At their meeting of October 6, 2020, Council approved additional; funding
in the amount of $9,576 to be made available for grant applications received in 2021. The LTAC Com-
mittee met on May 12, 2021 and reviewed the tree applications received with a total requested amount
of $17,500. The resolution follows the recommended awards to:
$2,600 - Lynk Air for marketing.
$1,000 - Oak Harbor Main Street Association for downtown walking map marketing.
$5,976 - Whidbey Health Foundation for Tour de Whidbey.
These recommendations were consistent with the limitations imposed on the use of these funds
by state law:
• Tourism marketing.
• Marketing and operations of special events and festivals designed to attract tourists.
• Supporting the operations and capital expenditures of tourism-related facilities owned and
operated by a municipality or public facilities district; and
• Supporting the operations of tourism-related facilities owned or operated by a non-profit
organization
Mayor Severns confirmed no public comments were received for this item.
Motion: Hearing no discussion, Councilmember Servatius moved to adopt Resolution 21-20, approv-
ing the Lodging Tax Advisory Committee (LTAC) recommended awards for the 2% grant annual single
year applications for grant year 2021. The motion was seconded by Councilmember Wasinger and
passed unanimously.
Director Goldman thanked Councilmember Servatius, and staff Jessica Dela Cruz and Chas Webster
for their assistance.
10. REPORTS & ITEMS FOR DISCUSSION
a. Permitting Software and Implementation Authorization Update
Development Services Director Kuhl provided a brief update on the process of reviewing and selecting
permitting system software. Staff is reviewing four vendors, all highly qualified. He and Senior Planner
Kamak attended an MRSC seminar on paperless permitting and the efficiencies that it can create.

Director Kuhl reviewed staff’s next steps which included a review of references and a recommendation
to Council in July with a goal of having the new processes on-line in January 2022.
Councilmembers Mack and Servatius provided their respective questions and comments.
11. EXECUTIVE SESSION
Mayor Severns announced the Council would take a brief recess and then move into executive session
to discuss litigation or potential litigation with legal counsel per RCW 42.30.110 (1) (i). Expected dura-
tion was approximately 30 minutes. No action was anticipated. Executive Sessions are not open to
the public.
The Council entered into Executive Session at 7:50 p.m.
Extension of Executive Session - At 8:20 p.m. Mayor Severns announced the Executive Session would
be extended to approximately 8:40 p.m.
At 8:39 p.m. the Council came out of Executive Session and resumed the open session. Mayor
Severns noted no action would be taken at this time regarding the matter or matters discussed.
ADJOURN
Motion: Motion by Councilmember Woessner to adjourn the regular Council meeting, second by
Councilmember Servatius. The motion was approved by a unanimous vote, therefore the meeting
adjourned at 8:40 p.m.
