Oak Harbor City Council Special Meeting Minutes June 15, 2021 Due to COVID-19, there was NO physical meeting location per WA Proclamation 20-28. CALL TO ORDER Mayor Severns called the meeting to order at 11:30 a.m. ROLL CALL City Council Present: Videoconference Staff Present: Videoconference Mayor Robert Severns City Administrator Blaine Oborn Mayor Pro Tem Beth Munns Finance Director David Goldman Councilmember Tara Hizon Communications & IT Manager Sabrina Combs Councilmember Joel Servatius Senior Assistant to City Administrator Lisa Felix Councilmember Erica Wasinger City Clerk Julie Lindsey Councilmember Jim Woessner Councilmember Jeff Mack - Absent Councilmember Millie Goebel - Absent Also in attendance: City Attorney Grant Weed of Weed, Graafstra & Associates Mayor Severns announced that Councilmembers Goebel and Mack had notified him of their absence and requested a motion to excuse them. Mayor Pro Tem Munns moved to excuse Councilmembers Goebel and Mack, seconded by Councilmember Woessner. The vote on the motion passed unani- mously, 1. SPECIAL AGENDA Mayor Severns explained the purpose of the special meeting today was to consider approval of Res- olution 21-23: Accepting American Rescue Plan Funding and Designating an Authorized Representa- tive. This is a requirement for the City to receive funding. He introduced Finance Director Goldman to present the resolution and review the requirements of the American Rescue Plan. Mayor Severns noted City Attorney Weed was present as well to answer questions as needed. 1. Approval of Resolution 21-23: Accepting American Rescue Plan Funding and Designating an Authorized Representative Finance Director Goldman explained the acceptance documentation for funding was provided by the State of Washington Department of Commerce on June 7, 2021 with a return deadline of June 18, 2021, therefore a special meeting was requested in order to present the information to Council for their Special Meeting Minutes- June 15, 2021 Page 1 of 2 approval. He explained a selection of projects was not needed in order to accept and receive the funds. Recipients have until December 31, 2024 to obligate the funding. Director Goldman will provide an in-depth report on the American Rescue Plan Funding at the June 30, 2021 Council Workshop. Mayor Severns confirmed that no public comment had been received regarding this item. Mayor Pro Tem Munns provided her respective questions and comments. Motion: Councilmember Wasinger moved to Accept the American Rescue Plan funding in the amount oi $6,578,122 and designating the Finance Director as the Authorized Representative to sign docu- mentation including any required reporting documentation related to this funding, including approval of Resolution 21-23. Mayor Pro Tem Munns seconded the motion, which carried unanimously. COUNCIL COMMENTS Mayor Pro Tem Munns wished Mayor Severns a happy birthday. ADJOURN Motion: Motion by Councilmember Woessner to adjourn the regular Council meeting, second by Wasinger.
