Oak Harbor City Council Special Meeting Minutes November 22, 2021 Due to COVID-19, there was both a physical and a virtual meeting location per WA Procla- mation 20-28. Meeting was viewable live via YouTube at www.youtube.com/cityofoakharbor and on Cable Channel 10/HD 1090. CALL TO ORDER Mayor Severns called the meeting to order at 4:00 p.m.. ROLL CALL City Council Present: Videoconference Staff Present: Videoconference Mayor Robert Severns Finance Director David Goldman Mayor Pro Tem Beth Munns Finance & Performance Analyst Chas Webster Councilmember Tara Hizon Harbormaster Chris Sublet Councilmember Joel Servatius - Absent Senior Services Administrator Liz Lange Councilmember Erica Wasinger- Absent Parks Operations Manager Don Crawford Councilmember Jim Woessner Chief of Police Dresker Councilmember Jeff Mack - Absent Fire Chief Ray Merrill Councilmember Millie Goebel Communications & IT Manager Sabrina Combs Executive Assistant Macalle Finkle City Clerk Julie Lindsey Also in attendance: Interim City Attorney Alexandra Kenyon of Kenyon Disend, PLLC EXCUSE ABSENT COUNCILMEMBERS Mayor Severns announced that Councilmembers Mack, Wasinger and Servatius had notified him of their absence and requested a motion to excuse them. Mayor Pro Tem Munns moved to excuse Coun- cilmembers Mack, Wasinger, and Servatius, seconded by Councilmember Goebel. The vote on the motion passed unanimously. 1. SPECIAL AGENDA Public Hearings: Mayor Severns explained the purpose of the special meeting today was to continue the public hearings from November 19, 2021 to consider approval of Ordinance No. 1939: Budget Amendment No. 3 – American Rescue Plan Act Funding, and Ordinance No. 1940: Set Property Tax Levies for 2022 per RCW 84.52.020 and 84.52.070. Ordinance No. 1939: Budget Amendment No. 3 – Amending the 2021-2022 Biennial Budget and adopting an updated wage and salary schedule and plan of classification Special Meeting Minutes- November 22, 2021 Page 1 of 2 Finance Director David Goldman reviewed his presentation of the Ordinance. which included Ameri- can Rescue Plan Act Funding. Mayor Severns re-opened the Public Hearing. He confirmed no public comments were received. Hear- ing no comments from the public, the Public Hearing was closed. Councilmembers Hizon, Woessner, Goebel and Mayor Pro Tem Munns provided their questions and comments. Motion: Following discussion with staff on several items, Councilmember Hizon moved to adopt Ordi- nance No. 1939: Budget Amendment #3 amending the 2021-2022 Biennial Budget and adopting an updated wage and salary schedule and plan of classification. The motion was seconded by Mayor Pro Tem Munns and passed unanimously. Ordinance No. 1940: Setting Property Tax Levies for 2022 per RCW 84.52.020 and RCW 84.52.070 Finance Director David Goldman and Finance & Performance Analyst Chas Webster reviewed their presentation. Mayor Severns re-opened the Public Hearing; He confirmed no public comments were received. Hear- ing no comments from the public, the Public Hearing was closed. Mayor Pro Tem Munns provided her respective comments. Motion: Councilmember Goebel moved to adopt Ordinance No. 1940: Setting Property Tax Levies for 2022 per RCW 84.52.020 and RCW 84.52.070. Mayor Pro Tem Munns seconded the motion, which carried unanimously. Mayor Severns thanked the Council for their accommodation of the second special meeting. ADJOURN Motion: Motion by Mayor Pro Tem Munns to adjourn the special Council meeting, second by Coun- cilmember Goebel.
