Oak Harbor City Council Joint Meeting with the Planning Commission Special Meeting Minutes October 24, 2023 This was both a physical meeting location and a virtual meeting The meeting was viewable via YouTube www.youtube.com/cityofoakharbor, Facebook, and on Channel 10/HD 1090 following the meeting. CALL TO ORDER Planning Commission Chair Plumlee called the regular meeting of the Planning Commission to order at 6:00 p.m. Mayor Severns called the City Council special meeting to order at 6:00 p.m. ROLL CALL City Council Present: Staff Present: Videoconference Mayor Robert Severns City Administrator Blaine Oborn Mayor Pro Tempore Tara Hizon Deputy City Admin./Finance Director David Goldman Councilmember Beth Munns - absent Development Services Director David Kuhl Councilmember Jim Woessner Principal Planner Cac Kamak Councilmember Bryan Stucky Senior Planner Ray Lindenberg Councilmember Shane Hoffmire Senior Planner Dennis Lefevre Councilmember Eric Marshall Communications/IT Manager Sabrina Combs Councilmember Chris Wiegenstein City Clerk Julie Nester Senior Administrative Assistant Sarah Heller Planning Commission Present: Commission Chair Earl Plumlee Commission Vice-Chair John Chaszar Commissioner Kelly Beedle Commissioner Chloe Bonsen Commissioner Ryan Bradley Commissioner Elaine Gore Commissioner Joshia Engelbrecht PLANNING COMMISSION Planning Commission Chair Plumlee called the meeting to order for the Planning Commission, noting it was the Commission’s regular meeting and was a joint meeting with the City Council. He noted all Planning Commission members were present and welcomed newest Planning Commissioner Kelly Beedle. Special Meeting Minutes October 24, 2023, Page | 1 Commissioner Engelbrecht announced that he and Commissioner Bonsen were employees of Island County and would remove themselves from discussion and instead would observe and listen. MAYOR Mayor Severns called the meeting to order for the City Council, noting it was a special meeting for the Council and thanked the Planning Commission for agreeing to the joint meeting. Mayor Severns noted all members of council were present with the exception of Councilmember Munns who had asked to be excused. Mayor Pro Tem Hizon moved to excuse Councilmember Munns, seconded by Councilmember Hoffmire. The vote on the motion carried unanimously. Planning Commission Regular Agenda: The Planning Commission regular meeting agenda was reviewed and an opportunity for public comment was provided. Hearing no one wishing to address the Commission, the public comment period was closed. 1. 2024-25 Comprehensive Plan Update and Related Topics • County Wide Planning Policies • Accessory Dwelling Units and Residential Density Standards • The Central Development Area Development Services Director Kuhl provided an overview of the topics for discussion. He introduced Principal Planner Kamak and Senior Planner Lindenberg who provided background information and reviewed the 2024-2025 Comprehensive Plan and major topics, programs, and status, including: Active Transportation Plan (ATP) Alternative Street Connection Plan Land Use Changes – PIP, PBP and Implementation Capital Improvement Plan (CIP) Joint Planning Area JPA / Urban Growth Area (UGA) County Wide Planning Housing Allocations Growth Management Act Projected Housing Needs Housing Action Plan Implementation (HAPI) Accessory Dwelling Unit (ADU) Codes Multi-Family Tax Exemption (MFTE) House Bill 1100 requirements Downtown/Marina Redevelopment - now Central Development Area Planning Commissioners Chaszar, Gore and Plumlee provided their respective questions and comments. Special Meeting Minutes October 24, 2023, Page | 2 Mayor Pro Tem Hizon provided her respective questions and comments. ADJOURN Mayor Severns thanked the Planning Commission for hosting the meeting. Hearing no other discussions.
