OAK HARBOR CIVIL SERVICE COMMISSION May 18, 2023 MEETING MINUTES (In-Person) I N A T T E N D A N C E Commissioner Staff ☒ Sandi Peterson, Chair ☒ Chief Ray Merrill, Fire Chief ☒ Mary Anderson Kate Rose, Commissioner ☐ Chief Kevin Dresker, PD ☒ Dana Ledford, Commissioner ☒ Captain Mike Bailey ☒ Liflor Barrera, CS Secretary/Chief Examiner ☒ Emma House, HR Director The meeting was held at the City Hall in the Mayor’s conference room and was called to order at 12:59 P.M. Minutes: • For the minutes from March 16, 2023, the motion to approve the minutes was made by Chair Commissioner Peterson, seconded by Commissioner Rose. OLD BUSINESS: - none NEW BUSINESS: Human Resources: • Negotiation for the OHPD has started. Both parties have 30-45 days to prepare and return to the negotiation table. • Strongly focused on salary rate increases using comparable rates with other Washington Cities around the same population size as Oak Harbor. • HR is still on track with negotiating three (3) Civil Service Contracts and two (2) non-civil service contracts this year. Police Department: • Personnel Update  One (1) Patrol Officer is resigning effective May 23. The officer accepted a position with Island County Sheriff’s Office.  One (1) officer may take some sick time in July for medical issues. Not sure how long the officer will be out.  One (1) officer is in the academy right now & another is ready to go to the academy as soon as there is an opening. The tentative date to date is October 9.  An active background check is currently in place for one (1) candidate who has been given a conditional offer.  Interviews have been scheduled for potential applicants.  One (1) probationary lateral officer passed probation on May 1.
