Public Comment: • Mr. Skubi asked if staff had prepared a document showing the cost of the fish pen effort. o Mr. Sublet explained that he did not have time to complete the task and that he envisioned creating a spreadsheet showing the costs of the fish pens as well as OHYS and the Dragon Boat club. He continued to say that he may have it for the January meeting. 2. Review of the November 1, 2021, Meeting Minutes: • Mr. Hucke pointed out that the amount that was discussed to ask for from the City Council was 75% not 50% as was written in the minutes. • A motion was made to approve the minutes with an amendment to change the 50% to 75%. o The motion passed unanimously. 3. Marina Dredge Bond Rate Increase – Discussion Mr. Hulett introduced the agenda item and recapped the discussions on this item from the previous meetings. He also commented on the amount of money that was saved by refinancing the bond. He concluded by explaining that staff was looking for a formal recommendation from the MAC. Discussion The MAC discussed the stepped increase approach and if reserves should be used instead. They also discussed the 3% increase that is scheduled for April 1, 2022 and if the dredge fee increase should be included in that increase. The MAC determined that it would be easier on the tenants if the dredge fee increase was separate from the 3% increase. The motion was seconded and passed unanimously. 4. General Update • Mr. Sublet gave an update on the following: o November 15, 2021 windstorm o Previous breakwater repair efforts o Replacement Marina Maintenance I position interviews 5. MAC Comments • Mr. Jones asked if staff had a temperature on if the City Council would contribute money towards the next dredge effort. • Mr. Sublet replied that he had mentioned it at a workshop and received favorable feedback. • Mr. Hulett asked if staff would like to move the January meeting back a week to January 10, 2022. • Staff said that they would like to push the date out a week and the MAC members agreed. 6. These organizations typically store equipment and boats on the hard and in the water and are not charged for these services. The current nonprofit organizations that operate out of the marina are: • The Dragon Boat Club • Row on Whidbey • Oak Harbor Youth Sailing Recently staff has succeeded in reintroducing the salmon rearing program into the Oak Harbor Marina. As part of this restart there have been many expenses as well as donations to help offset the cost of restarting the program. Although this is not technically a nonprofit organization, it does have many similarities to the nonprofit organizations that operate out of the marina. At a recent Marina Advisory Committee meeting staff was asked to present the expenses related to the fish rearing program.
