PARK BOARD MINUTES Public Works Facility Conference Room 1400 NE 16th Avenue - Oak Harbor, WA 98277 Monday, February 8, 2021 11:30 AM  Tom Tveit, Chair  K.C. Call to Order Tom Tveit called the meeting to order. Members in attendance were Tom Tveit, Daisy Sapida, Rosemary Morrison and Judy Wagner. KC Pohtilla was excused. City staff members in attendance were Jesse Ott, Blaine Oborn, Cac Kamak, Sabrina Combs, Lisa Felix, and Amy Stevens. Richard Nash, Rodric Gagnon, Therese Kingsbury, Cynthia Mason, Vicki Graham and Emily Gilbert were also in attendance. 2. Approval of Minutes (January 11, 2021) MOTION: Moved by Daisy Sapida, seconded by Judy Wagner, the Park Board unanimously approved the minutes from their January 11, 2021 meeting. 3. Public Comments Jesse commented that an individual from the Redwing development asked to be involved in the survey process for the Harbor Heights project. Tom asked if the survey for Harbor Heights had been finalized. Sabrina is in the process of finalizing those results. Tom commended the Parks staff for their prompt attention to the bridge at Windjammer Park. Tom asked if there was a plan to dredge the lagoon side of Windjammer Park. Jesse confirmed that this project is on their agenda. 4. New Business a. Angel Sculpture Site Daisy asked Richard Nash if this sculpture had been purchased by Bellingham. Richard responded that it had not been sold, only investigated by Bellingham. Tom reviewed past proposed locations for this sculpture. He added that he had spoken to several citizens regarding the current proposed site of Windjammer Park, and did not receive favorable feedback, noting that those he spoke with would prefer a windmill art piece at that location. He asked for consideration of an alternate location. Richard stated that this is a world class sculpture and the Arts Commission has been working extensively on this piece. He continued to present the proposal to the Park Board and noted that the cost of the piece has been paid, needs installation and would be beneficial to the City of Oak Harbor. Rodric Gagnon added that the piece would not be installed at the site of the former windmill. PARK BOARD MINUTES Monday, February 8, 2021 Page 2 Tom expressed concern regarding the need for a sizeable foundation. Jesse stated that a structural engineer would need to be contacted as well as satisfying archaeology requirements. Blaine added that this project has been vetted with staff and reminded the Park Board of other art projects still in the process. Richard reviewed the engineering process and stated that installation of the sculpture is very achievable. Blaine explained that the City must be realistic about expenses, including unforeseen costs, storage and staff time. Richard stated that the sculpture is currently stored and will remain stored until the time of installation. He added that funds for transportation and installation have been secured. Tom asked if other parks or properties have been considered. Richard responded that the donor has approved Windjammer Park, near the water and he would have to approach the executor of the estate to request an alternate location. MOTION: Moved by Tom Tveit, seconded by Judy Wagner, the Park Board unanimously approved to table this item until alternate locations are proposed by Richard Nash and the Arts Commission. b. Temple Blue Site Jesse shared pictures of the proposed site location for the Temple Blue art piece of the Kinnebrew Collection. Following discussion about size and location, Jesse asked the Park Board if the pocket park beside State Route 20, adjacent to the old OfficeMax building would be an appropriate site for the piece. MOTION: Moved by Daisy Sapida, seconded by Judy Wagner, the Park Board unanimously approved to recommend to City Council the pocket park site, as proposed, for the Temple Blue art piece. 5. Unfinished Business a. Naming Resolution Update Jesse reviewed the naming resolution motion. He informed the Park Board that the resolution should be brought to City Council in March. b. Harbor Heights Update Jesse updated the Park Board of the Harbor Heights progression, including public outreach and preliminary concepts. More information should be available at the next meeting. Blaine reviewed the key areas of Phase I. 6. Announcements a. None. 7. Adjournment MOTION: Moved by Tom Tveit, seconded by Daisy Sapida, the Park Board unanimously approved adjournment of the meeting.
