PARK BOARD MINUTES Public Works Facility Conference Room 1400 NE 16th Avenue - Oak Harbor, WA 98277 Monday, March 8, 2021 11:30 AM  Tom Tveit, Chair  K.C. Call to Order Tom Tveit called the meeting to order. Members in attendance were Tom Tveit, Daisy Sapida, Rosemary Morrison and Judy Wagner. KC Pohtilla was excused. Joel Servatius, City Council Ex-Officio Member, was also in attendance. City staff members in attendance were Jesse Ott, Cac Kamak, Sabrina Combs, Gideon Cauffman, and Amy Stevens. Richard Nash, Rodric Gagnon, Therese Kingsbury and Emily Gilbert were also in attendance. 2. Approval of Minutes (February 8, 2021) MOTION: Moved by Judy Wagner, seconded by Rosemary Morrison, the Park Board unanimously approved the minutes from their February 8, 2021 meeting. 3. Public Comments Tom noted that citizens have requested dog collection bags be filled on a more frequent basis and to increase the number of dispensers and garbage cans on some sites. 4. New Business a. Garry Oaks and the History of Oak Harbor Presentation Technical difficulties tabled this item until the April meeting. b. Harbor Heights Survey Results Sabrina shared the details of the Harbor Heights survey with the Park Board. Several activities and amenities were listed, including naming options. Sabrina also presented a plan to conduct a virtual open house. She shared a brochure that will be available to the public. Cac reviewed the rezoning process to be able to make this land an official public park. Daisy commended Sabrina and staff for all of the extensive work on the survey project. Discussion was held about reaching out to the public. Tom asked if it was possible to use the windows at the Clean Water Facility as another method to reach the public. Parks Division Capital Projects Jesse reviewed the upcoming projects list, including preparing sports fields, coordinating between leagues, playground and art installations. The Rotary Bridge project is also a priority on the list. Several other projects were listed for the upcoming year. Tom asked if each of these projects are funded. Jesse confirmed all projects have been funded, with exception of the irrigation project, which still needs to be vetted. Tom asked the progress of the Flintstone Park bathrooms. Jesse confirmed the importance of correctly handling all issues involved so this project will take additional time. Daisy asked if there was information on the Oak Harbor School District reclaiming the fields at Fort Nugent park. Jesse responded that for the years of 2021 and 2022 the fields will remain under the Oak Harbor Parks Department. 5. Unfinished Business a. Angel Sculpture Site Jesse shared the potential site after a small meeting with the various groups. Tom asked why the west side was not considered for the sculpture. Rodric explained the proposed site is the primary area that the Arts Commission would like explored first. Tom is concerned with the maintenance and safety aspects of the sculpture and the accessibility for equipment at the proposed location. Richard indicated that the selected site is in close proximity to a parking lot and the commission feels this is a good location for those purposes. Jesse stated that either location would be accessible for cleaning and maintenance. Discussion of the vicinity relating to open space and water continued. Rodric recapped the commitment from the estate to cover all costs above $35,000, which the Arts Commission has budgeted. Richard further clarified that Sculpture Northwest will facilitate the entire project, keeping the City’s responsibility to a minimum. Daisy asked if the estate would cover the annual insurance costs. Rodric stated the creative arts fund should be able to cover those costs. Jesse added there will be ongoing maintenance costs as well. Gideon shared photos of the sculpture with the Park Board. Discussion was held regarding the base of the sculpture, the foundation and installation. Richard stated that additional inspections will be conducted and any damage is cosmetic and will be repaired prior to installation. MOTION: Moved by Daisy Sapida, seconded by Judy Wagner, the Park Board unanimously approved to recommend to City Council to approve the proposed location for the Angel of Creativity sculpture, upon completion of a thorough engineering review, allowing for an alternate site to the west of the proposed site with no cost liability to the City in excess of $35,000. b. Naming Resolution Jesse updated the Park Board of the status of the naming resolution. It should be included in an upcoming April City Council meeting. PARK BOARD MINUTES Monday, March 8, 2021 Page 3 6. Announcements a. Jesse announced that he plans to resign effective mid-March. Joel and the Park Board expressed gratitude to Jesse for all his hard work for the City of Oak Harbor and wished him the best in his future plans. 7. Adjournment MOTION: Moved by Tom Tveit, seconded by Judy Wagner, the Park Board unanimously approved adjournment of the meeting.
