PARK BOARD MINUTES Public Works Facility Conference Room 1400 NE 16th Avenue - Oak Harbor, WA 98277 Wednesday, March 17, 2021 11:30 AM  Tom Tveit, Chair  K.C. Pohtilla  Judy Wagner  Daisy Sapida, Vice Chair  Rosemary Morrison  Vacant  Joel Servatius, City Council Ex-Officio Member (Alternate Member) 1. Call to Order Tom Tveit called the meeting to order. Members in attendance were Tom Tveit, Daisy Sapida and Rosemary Morrison. Judy Wagner and KC Pohtilla were excused. Joel Servatius, City Council Ex-Officio Member, was also in attendance. City staff members in attendance were Blaine Oborn, Cac Kamak, Sabrina Combs, Alex Warner and Talmon Hucke. Jay Cochran was also in attendance. 2. Approval of Minutes No minutes to approve. 3. Public Comments Tom commended Parks staff for keeping Windjammer park mowed. It has been commented on by several citizens. He also wanted to remind staff that several trees by the Clean Water Facility have died and should be replaced. 4. New Business a. Harbor Heights Sports Complex Concepts Tom stated that there are two concepts to choose from. Daisy commended Sabrina on the virtual tour of the Harbor Heights Sports Complex. Sabrina explained that the survey is closed and presented the results. Tom informed the Park Board that though Judy Wagner was unable to attend today, she did convey her preference of Concept #2 to Tom. Tom agreed that Concept #2 had a better visual flow. Daisy also agreed with Tom and Judy. She added that the increased number of parking spaces is an important aspect. Daisy asked about the difference in the number of restrooms between Concept #1 and Concept #2. Alex explained that the concepts only show an approximation of the locations. Daisy asked why only a portion of the parking spaces are shown in phase one. Alex explained that because this phase is grant funded, it only includes 2 soccer fields and 50 parking spaces. Other considerations and impacts will be evaluated as the project progresses. Tom asked if bathrooms are included in the grant funding. Blaine confirmed that bathrooms are a priority and will be discussed with City Council. Rosemary stated she was also in favor of Concept #2. Tom asked the Board members to PARK BOARD MINUTES Wednesday, March 17, 2021 Page 2 comment on further recommendations to phase one of Concept #2. Daisy recommended portable bathrooms be addressed. Tom asked that wide trails and sidewalks, similar to those at Windjammer Park be considered. Tom also requested an area for an additional concession stand by the soccer fields. In addition, Tom suggested two locations designated for a future dog park, to avoid owners allowing their dogs on the ball fields. He reiterated the need for sufficient bathrooms and water fountains. Tom introduced Jay Cochran, Director, North Whidbey Pool, Park and Recreation District. Jay asked the Board to consider the option that provides the most parking. MOTION: Moved by Tom Tveit, seconded by Daisy Sapida, the Park Board unanimously approved to recommend to City Council to accept Concept #2, Phase One with soccer fields 1 and 2, including recommendations for future improvements such as adequate bathrooms, an additional concession stand, wide paths and a dog park area. 5. Adjournment MOTION: Moved by Daisy Sapida, seconded by Tom Tveit, the Park Board unanimously approved adjournment of the meeting.
