PARK BOARD MINUTES Public Works Facility Conference Room 1400 NE 16th Avenue - Oak Harbor, WA 98277 Monday, October 11, 2021 11:30 AM  Judy Wagner  Alexa Ochoa  Rosemary Morrison  Nancy Diamond  Kristina Mayhew  Vacant  Joel Servatius, City Council Ex-Officio Member (Alternate Member) 1. Call to Order Don Crawford called the meeting to order. Members in attendance were Rosemary Morrison, Judy Wagner, Nancy Diamond and Kristina Mayhew. Alexa Ochoa was excused. City staff members in attendance were Don Crawford and Sabrina Combs. Jay Cochran and Hal Hovey were also in attendance. 2. Approval of Minutes There was not a quorum at the time of this item. Approval of minutes moved to the November 8th meeting. 3. Public Comments Hal Hovey discussed picnic tables. He again noticed that they were crowded at Windjammer Park. He would like to see them spread out. Don Crawford explained the picnic tables are not secure so they get moved by the public, but staff does frequently move them back to their original locations. 4. New Business a. Welcome New Park Board Members and Recognize Existing Park Board Members Don welcomed the new Park Board members. Both Nancy Diamond and Kristina Mayhew gave brief summaries of their time in Oak Harbor and their interests in serving on the board. Judy Wagner also reviewed her time as a board member. b. Election of Board Chair, Vice and Secretary Elections will be postponed until the November meeting. PARK BOARD MINUTES Monday, October 11, 2021 Page 2 c. Gift Presentations Lonnie Schopen Terry Cays Don reviewed the ‘Parks Gifts and Memorials’ catalog. This document is used for the City to be able to receive gifts and memorials. It is from 2017 and will be updated in the next few months, with input from the Park Board. Currently there are two gifts requested for placement in city parks. One is a bench, a plaque and a tree in Windjammer Park adjacent to the Teacher’s Memorial Park. Another is two benches and a plaque in Windjammer Park next to the basketball courts. The Park Division will recoup all installation costs of the gifts. MOTION: Judy Wagner moved to accept the donations and approve the locations as requested. Seconded by Nancy Diamond. Nancy Diamond, Judy Wagner and Kristina Mayhew voted in favor. Rosemary Morrison abstained. The motion passed. d. Calendar of Park Board Meetings for Remainder of Year. Amy reviewed the upcoming meetings for 2021. Park Board meetings are held on the 2nd Monday of each month at 11:30 a.m. 5. Unfinished Business a. Update on Park Grant Submittals Don reviewed the several grants he has applied for. Unfortunately, the two from the Department of Fish and Wildlife were denied. b. Questions from Materials Sent for Training Don asked if there were any members who had questions regarding the materials or Park Board information in general. Nancy asked for a copy of the ‘Parks Gifts and Memorials’ catalog. 6. Announcements a. Don introduced Jay Cochran, North Whidbey Pool, Park and Recreation Director to the board. The City has a partnership for a joint venture in offering additional recreation to the community. b. Don reminded the board of open meeting laws. If members are communicated with via email, please remember not to ‘reply all’ as this constitutes an open meeting which has certain local, state and federal requirements. 7. Adjournment MOTION: Moved by Judy Wagner, seconded by Kristina Mayhew, the Park Board unanimously approved adjournment of the meeting.
