1. Call to Order
Judy Wagner called the meeting to order. Members in attendance were Judy, Nancy
Diamond and Kristina Mayhew. Rosemary Morrison and Alexa Ochoa were excused. Joel
Servatius, City Council Ex-Officio Member, was also in attendance. City staff members in
attendance were Don Crawford, Sabrina Combs and Gideon Cauffman. Hal Hovey was
also in attendance.
2. Approval of Minutes
MOTION: Moved by Nancy Diamond, seconded by Kristina Mayhew, the Park Board
unanimously approved the minutes from the August 9, 2021, October 11, 2021 and
November 8, 2021 meetings.
3. Public Comments
Hal Hovey asked if there was a plan to address the erosion at Windjammer Park. He also
thanked City Council Ex-Officio Member Servatius for his many years of service on the Park
Board and City Council.

5. New Business
a. T-Mobile Grant Award
Don explained the T-Mobile Grant program with the board. He plans on addressing the
program at the next City Council meeting. The grant will assist with refurbishing the
lagoon dock in Windjammer Park. The lagoon dock is a recreational feature used
frequently by the youth during summer. The new dock will be ADA compliant, will
stand inclement weather and will be fully accessible.

Nancy asked if there was a plan for T-Mobile signage. Don replied that T-Mobile will
pay for a plaque to be placed at the new dock.
MOTION: Moved by Kristina Mayhew, seconded by Nancy Diamond, the Park
Board unanimously approved to recommend to City Council to support awarding of
the T-Mobile grant.
b. Acorn Art Project Placement
Gideon shared a picture of the Acorn Art that was created using the Garry oak tree once
located by the Oak Harbor Post Office. He asked the board to recommend to City
Council to place the piece on Pioneer Way. Judy asked if this was a permanent
placement. Gideon explained that it will be temporary as the piece will at one point
need to be placed indoors.
MOTION: Moved by Nancy Diamond, seconded by Kristina Mayhew, the Park
Board unanimously approved to recommend to City Council to approve the
placement of the Acorn Art Project on Pioneer Way.
c. 2022 Master Fee Schedule Update
Don reviewed the Master Fee Schedule with the Park Board. Parks fees consist of
reserving space and use of our assets, including kitchens, covered areas and sports
fields. He determined that our rates are too low compared to locations around us. He
asked the board for comments. Nancy asked if it was possible to project the expected
revenue from raising the rates. Don will provide a copy of the proposal to the board.
MOTION: Moved by Nancy Diamond, seconded by Kristina Mayhew, the Park
Board unanimously approved to recommend to City Council to support the changes
to the Master Fee Schedule.

g. 2022 – 2023 OHParks Off Season Event Series
MOTION: Moved by Judy Wagner, seconded by Nancy Diamond, the Park Board
unanimously approved to move items d-g to future meetings.

unanimously approved adjournment of the meeting.
