REGULAR MEETING OAKDALE CITY COUNCIL June 9, 2020 CALL TO ORDER A regular meeting of the City Council of the City of Oakdale was held on Tuesday, June 9, 2020, at Oakdale City Hall, 1584 Hadley Avenue, Oakdale, Minnesota. The meeting was called to order by Mayor Paul Reinke at 7 PM. CALL OF ROLL On a call of roll, the following were present: Mayor Paul Reinke Council Members: Jake Ingebrigtson Susan Olson Colleen Swedberg Kevin Zabel Absent: None Also Present: Craig Dawson, Interim City Administrator Jim Thomson, City Attorney Brian Bachmeier, Public Works Director/City Engineer Susan Barry, City Clerk Alyssa MacLeod, Communications Specialist Chelsea Petersen, Administrative Services Director Bill Sullivan, Chief of Police PLEDGE OF ALLEGIANCE APPROVAL OF MINUTES: Workshop, April 14, 2020 Emergency Meeting, May 30, 2020 A MOTION WAS MADE BY COUNCIL MEMBER ZABEL, SECONDED BY COUNCIL MEMBER OLSON, TO APPROVE THE WORKSHOP MINUTES OF APRIL 14, 2020, AS PRESENTED. 5 AYES. A MOTION WAS MADE BY COUNCIL MEMBE ZABEL, SECONDED BY COUNCIL MEMBER OLSON, TO APPROVE THE EMERGENCY MEETING MINUTES OF MAY 30, 2020, AS PRESENTED. 5 AYES. OPEN FORUM a) Roettger – Certificate of Appreciation Mayor Reinke presented a Certificate of Appreciation to James Roettger for his service on the Parks and Recreation Commission since 2018 (Mr. Roettger was not able to attend). REGULAR MEETING June 9, 2020 Page Two b) Acorn Awards Mayor Reinke announced the winning properties of the 2020 Acorn Awards that recognizes well maintained properties in the city: Public Category: Apostolic Bible Institute and Church, 6944 Hudson Boulevard Residential Category: Lori Krause, 2671 Gresham Avenue CONSENSUS MOTIONS In reference to item b, Council Member Swedberg stated that the city allows only bows to be used for the deer reduction program. Council Member Zabel asked that item c be pulled for discussion. Mayor Reinke read a comment submitted by a resident supporting item d. A MOTION WAS MADE BY COUNCIL MEMBER ZABEL, SECONDED BY COUNCIL MEMBER INGEBRIGTSON, TO APPROVE THE FOLLOWING CONSENSUS MOTIONS: a) Waive reading and adopt Resolution 2020-55, Approving the hiring of Michael Pierre as probationary patrol officer for the Police Department, effective June 10, 2020, at a rate of pay consistent with the existing labor agreement. b) Waive reading and adopt Resolution 2020-56, Authorizing the agreement with MBRB and exemptions to the Code of Ordinances, Section 12-19(a) –Parking Restrictions and Sections 13-6(a) and 13-15 (a-e) – Weapons – Unlawful Discharge and Target Ranges. d) Authorize a temporary drive-in cinema permit to Marcus Theater, 5677 Hadley Avenue, subject to conditions. e) Waive reading and adopt Resolution 2020-57, Designating Maintenance Employee Jon Anderson as a regular, full-time employee in the Public Works Department, Streets Division, effective May 28, 2020. f) Waive reading and adopt Resolution 2020-58, Designating Maintenance Employee Tyler Anderson as a regular, full-time employee in the Public Works Department, Streets Division, effective June 3, 2020. 5 AYES. CONSENSUS ITEM C: HALLMENTUM IT SERVICE Administrative Services Director Petersen provided an overview of a request to approve the proposal from Hallmentum to research IT services and provide a recommendation. REGULAR MEETING June 9, 2020 Page Three Council Member Zabel requested that the item be tabled to June 23 to allow additional time for the new city administrator to review the proposal and provide input. A MOTION WAS MADE BY COUNCIL MEMBER ZABEL, SECONDED BY COUNCIL MEMBER SWEDBERG, TO TABLE CONSENSUS ITEM C – HALLMENTUM IT SERVICES PROPOSAL TO THE JUNE 23 CITY COUNCIL MEETING. 5 AYES. ADVISORY BOARDS AND COMMISSIONS a) Economic Development Commission: Reappointment of Commissioners A MOTION WAS MADE BY COUNCIL MEMBER ZABEL, SECONDED BY COUNCIL MEMBER INGEBRIGTSON, TO REAPPOINT THE FOLLOWNG TO THE ECONOMIC DEVELOPMENT COMMISSION: BILL BURNS TERM TO EXPIRE: JUNE 30, 2023 FRANK ORSELLO TERM TO EXPIRE: JUNE 30, 2023 BOB STIGLICH TERM TO EXPIRE: JUNE 30, 2023 5 AYES. PUBLIC WORKS DIRECTOR/CITY ENGINEER a) TH 36 and Hadley Avenue Landscaping Agreement with Washington County Public Works Director/City Engineer Bachmeier requested approval to enter into a cooperative agreement with Washington County relating to construction costs of landscaping on County State Aid Highway 13 and Hadley Avenue at TH 36. He added that a similar agreement with the State of Minnesota would come before the City Council on June 23. In response to questions from Council Member Zabel, Public Works Director/City Engineer Bachmeier explained that there is no increase in the landscaping estimate compared to the original budget, as the engineer/construction costs were included and that the Minnesota Department of Transportation had always planned to cover $100,000 of the landscaping costs. A MOTION WAS MADE BY COUNCIL MEMBER ZABEL, SECONDED BY COUNCIL MEMBER SWEDBERG, TO WAIVE READING AND ADOPT RESOLUTION 2020-59, APPROVING THE PLANS AND AUTHORIZING THE APPROPRIATE CITY OFFICIALS TO ENTER INTO THE COOPERATIVE AGREEMENT BETWEEN THE CITY OF OAKDALE AND WASHINGTON COUNTY FOR CONSTRUCTION COSTS OF LANDSCAPING ON COUNTY STATE AID HIGHWAY 13/HADLEY AVENUE AT TH 36. 5 AYES. REGULAR MEETING June 9, 2020 Page Four CITY ATTORNEY a) Remote Meetings The City Council asked the city attorney whether the Tree Board could continue to hold their quarterly meetings remotely. City Attorney Thomson explained that such meetings are currently allowed at this time only under special authority relating to the COVID-19 emergency. He further explained that once the emergency has ended, holding meetings via interactive television would still be allowed; however, they are not intended to be held on a routine basis. COUNCIL PRESENTATIONS Mayor Reinke congratulated all 2020 graduates. Mayor Reinke expressed appreciation to the Police, Fire, Public Works, and Administration departments as well as Washington County law enforcement for maintaining peace and order during the recent protects and unrest due related to the George Floyd matter. CLAIMS A MOTION WAS MADE BY COUNCIL MEMBER ZABEL, SECONDED BY COUNCIL MEMBER INGEBRIGTSON, TO APPROVE THE CLAIMS FOR THE PERIOD OF MAY 23 TO JUNE 5, IN THE AMOUNT OF $1,156,481.38. 5 AYES.
