REGULAR MEETING OAKDALE CITY COUNCIL January 11, 2022 CALL TO ORDER A regular meeting of the City Council of the City of Oakdale was held on January 11, 2022, at Oakdale City Hall, 1584 Hadley Avenue, Oakdale, Minnesota. The meeting was called to order by Mayor Paul Reinke at 7:00 PM. OATH OF OFFICE Police Chief Nick Newton introduced new patrol officers Dylan Elstrom and Daniel Gehrz. Mayor Reinke swore in both officers. Pictures with the council and the officer’s families followed. OPEN FORUM Les Larson who lives on 2731 Grisham and has lived in Oakdale for twenty years, spoke against some of the language in the proposed Chapter 4, Animals and Fowl Ordinance, specifically with regard to pigeons. He has chickens and pigeons and teaches programs at the Discovery Center on keeping and caring for pigeons and chickens. Mayor Reinke asked staff to bring the ordinance back to council while considering additional edits at the next council meeting. A MOTION WAS MADE BY COUNCIL MEMBER INGEBRIGTSON TO TABLE CONSENT AGENDA ITEM I UNTIL THE NEXT COUNCIL MEETING, SECONDED BY COUNCIL MEMBER ZABEL. 5 AYES. a) It is requested that the City Council designate the Saint Paul Pioneer Press as the official newspaper for the City of Oakdale for calendar year 2022. b) It is requested that the City Council of the City of Oakdale not waive the statutory tort limits relating to the liability coverage provided by the League of Minnesota Cities Insurance Trust. c) Waive reading and adopt Resolution 2022-xxx, Designating the official depositories and investment brokerages for the City of Oakdale for calendar year 2022; d) Waive reading and adopt Resolution 2022-xxx, Delegating authority to the Finance Director to make electronic fund transfers; e) It is requested per City Code, Chapter 2, Article IV, Sec.2-36 (c) and per City Personnel Policy PE-031, Section 5.0, that the City Council appoint Daniel Gehrz as a full-time probationary Patrol Officer effective January 12, 2022 , at a rate of pay consistent with the existing labor agreement; It is requested per City Code, Chapter 2, Article IV, Sec.2-36 (c) and per City Personnel Policy PE-031, Section 5.0 that the City Council, appoint Dylan Elstrom as a full-time probationary Patrol Officer effective January 12, 2022, at a rate of pay consistent with the existing labor agreement; f) It is recommended the City Council waive reading resolution 2022-xxx designating the Mayor and City Administrator as official signatories for 2022;  REGULAR AGENDA January 11, 2022 Page Four g) Per City Code, Chapter 2, Article IV, Sec.2-36 (c) and per City Personnel Policy PE-031, Section 5.0, that the City Council appoint Jim Romanik as a full-time Public Works Manager effective January 12, 2022, at a rate of pay consistent with the city base pay schedule; j) It is requested per City Code, Chapter 2, Article IV, Sec.2-36 (c) and per City Personnel Policy PE-031, Section 5.0, that the City Council appoint Madeline Peterson as Building Supervisor for the Recreation Department at a pay rate of $13 per hour. k) It is requested per City Code, Chapter 2, Article IV, Sec.2-36 (c) and per City Personnel Policy PE-031, Section 5.0, that the City Council appoint Robert Gallas as Ice Rink Attendant for the Recreation Department at a pay rate of $13 per hour. l) Per City Code, Chapter 2, Article IV, Sec.2-36 (c) and per City Personnel Policy PE-031, Section 5.0, that the City Council appoint Katie Robinson as a full-time probationary Licensing Clerk/Deputy City Clerk effective January 31, 2022, at a rate of pay consistent with the city base pay schedule. ADVISORY BOARD/COMMISSION Gary Livingston has resigned from the Economic Development Commission effective January 12, 2022. Council Member Swedberg requested that the language in the City Council Action Requested be changed from “…the City Council accept the resignation of Gary Livingston…” to “…the City Council receive the resignation of Gary Livingston…” A MOTION WAS MADE BY COUNCIL MEMBER SWEDBERG THAT THE CITY COUNCIL RECEIVE THE RESIGNATION OF GARY LIVINGSTON FROM THE ECONOMIC DEVELOPMENT COMMISSION EFFECTIVE JANUARY 12, 2022, SECONDED BY COUNCIL MEMBER ZABEL. 5 AYES. STAFF REPORTS Nothing to report. CITY ATTORNEY Nothing to report. ADMINISTRATOR REPORT City Administrator Volkers reported that OSHA is requiring all employers with 100 or more employees be fully vaccinated for COVID-19, or provide a weekly negative test and wear a face covering while working. REGULAR AGENDA January 11, 2022 Page Five The city could face fines of $14,000 per occurrence, per day if found in violation. This goes into effect on February 9, 2022. If the Supreme Court overturns this ruling, this topic will come back to the Council and it can be repealed. A MOTION WAS MADE BY COUNCIL MEMBER ZABEL, SECONDED BY COUNCIL MEMBER SWEDBERG, THAT CITY COUNCIL ADOPT POLICY NUMBER PE-033, COVID-19 PROOF OF VACCINATION, TESTING AND FACE COVERING POLICY WITH AN EFFECTIVE DATE OF JANUARY 10, 2022. 4 AYES – ZABEL, OLSON, SWEDBERG, REINKE 1 NAYS – INGEBRIGTSON City Administrator Volkers asked that the Council approve a one-time exception to PTO Policy PE- 020 to be considered for two very long-term employees. These employees have a significant excess of unused PTO. These individuals gave the city four and five months’ notice of retirement in order to accommodate changes at City Hall and assist with the transition. COUNCIL PRESENTATIONS Bi-annually, the City Council selects from its members, those to serve as liaisons for the city’s five advisory bodies. A discussion was had by the Council. MAYOR REINKE MADE A MOTION TO DESIGNATE COUNCIL MEMBER INGEBRITSON AS ACTING MAYOR FOR 2022.
