REGULAR MEETING OAKDALE CITY COUNCIL February 22, 2022 CALL TO ORDER A regular meeting of the City Council of the City of Oakdale was held on February 22, 2022, at Oakdale City Hall, 1584 Hadley Avenue, Oakdale, Minnesota. The meeting was called to order by Mayor Paul Reinke at 7:00 PM. CALL OF ROLL On a call of roll, the following were present: Mayor Paul Reinke Council Members: Jake Ingebrigtson Colleen Swedberg Kevin Zabel Absent: Susan Olson Staff Present: Christina Volkers, City Administrator Joe Sathe, City Attorney (filling in for Jim Thomson) Kathy Laur, City Clerk Nick Newton, Police Chief Jason Zimmerman, Finance Director Kevin Wold, Fire Chief Jim Romanik, Public Works Manager Andrew Gitzlaff, Community Development Director Todd Blank, Interim City Engineer Loren Cota, Forestry/Environmental Services Division Superintendent PLEDGE OF ALLEGIANCE APPROVAL OF THE AGENDA A MOTION WAS MADE BY COUNCIL MEMBER ZABEL, SECONDED BY COUNCIL MEMBER INGEBRIGTSON, TO APPROVE THE AGENDA FOR THE MEETING OF FEBRUARY 22, 2022, AS PRESENTED. 4 AYES. APPROVAL OF MINUTES: A MOTION WAS MADE BY COUNCIL MEMBER INGEBRIGTSON, SECONDED BY COUNCIL MEMBER ZABEL TO APPROVE THE WORKSHOP MINUTES OF FEBRUARY 8, 2022, AS PRESENTED. 4 AYES. REGULAR AGENDA February 22, 2022 Page Two A MOTION WAS MADE BY COUNCIL MEMBER SWEDBERG, SECONDED BY COUNCIL MEMBER INGEBRIGTSON, TO APPROVE THE REGULAR MEETING MINUTES OF FEBRUARY 8, 2022 AS PRESENTED. 4 AYES. OATH OF OFFICE Mayor Reinke led the swearing-in of three new captains in the Oakdale Fire Department; firefighters Trent Christensen, Joshua Elverum and Mark Tiffany were all recently promoted. OPEN FORUM CONSENSUS MOTIONS a) Waive the reading and adopt Resolution 2022-xxx approving the plans and specifications for City Project 2021-02; Lift Station 6, Relocation/Rehabilitation and authorize the advertisement for bids. b) Per City Code, Chapter 2, Article IV, Sec.2-36 (c) and per City Personnel Policy PE-031, Section 5.0, that the City Council appoint Lori Pulkrabek as a full-time probationary Communications Manager effective March 1, 2022, at a rate of pay consistent with the city base pay schedule. c) The City Council authorize the Mayor and City Administrator to sign and execute a one-year service agreement with AGC Networks, starting March 3, 2022. d) The City Council repeal previous Policy FR-007 and amend Policy FR-007 – Investments and Cash Management. e) Waive reading resolution 2022-xxx authorizing an interfund transfer from the General Fund to the Special Projects Fund retroactive to December 31, 2021. f) The City Council authorize the Mayor and City Administrator to enter into a contract with Fresco in the amount of $41,700. g) The City Council approve Policy FR-022 - Purchasing Cards. h) The City Council authorize the Mayor and City Administrator to enter into a contract with Border States Electric in the amount of $141,636.00. A MOTION WAS MADE BY COUNCIL MEMBER INGEBRIGTSON TO APPROVE THE CONSENT AGENDA ITEMS, SECONDED BY COUNCIL MEMBER SWEDBERG. 4 AYES REGULAR AGENDA February 22, 2022 Page Three ADVISORY BOARD/COMMISSION Community Development Director Gitzlaff requested that the City Council approve Willowbrooke’s Fifth Addition and Final Plat. The resolution in the packet needed to be amended as conditions were added. COUNCIL MEMBER INGEBRIGTSON MADE A MOTION TO ADOPT RESOLUTION 2022-xxx, APPROVING THE FINAL PLAT FOR THE WILLOWBROOKE FIFTH ADDITION AS SHOWN. Council Member Ingebrigtson then changed his motion to include the amended resolution. AN AMENDED MOTION WAS MADE BY COUNCIL MEMBER INGEBRIGTSON, SECONDED BY COUNCIL MEMBER SWEDBERG TO REFLECT NEW RESOLUTION 2022-xxx, WITH CONDITIONS APPROVING THE FINAL PLAT FOR THE WILLOWBROOKE FIFTH ADDITION AS SHOWN. ENVIRONMENTAL MANAGEMENT COMMISSION It was requested that the City Council acknowledge the resignation of Gretel Fink from the Environmental Management Commission. The Mayor thanked Ms. Fink for her service to the commission and to the City of Oakdale. PARKS AND RECREATION COMMISSION It was requested that the City Council acknowledge the resignation of Jenny Cook from the Parks and Recreation Commission. The Mayor thanked Ms. Cook for her service to the Commission and to the City of Oakdale. A meeting was held on February 15, 2022. Council Member Ingebrigtson is the liaison for this commission and had nothing new to report. ECONOMIC DEVELOPMENT COMMISSION (no meeting) PLANNING COMMISSION (no meeting) TREE BOARD (no meeting) STAFF REPORTS Community Development Director Gitzlaff asked the City Council to approve an encroachment agreement between Minnesota Pipe Line Company LLC, Metropolitan Council and the City for the METRO Gold Line Bus Rapid Transit (BRT). He explained that there will be a pipeline that will need to be crossed. Some of these encroachments will be temporary and other encroachments will need to be permanent. REGULAR AGENDA February 22, 2022 Page Four In the future, it would be the Metropolitan Council and the City’s responsibility to cover any costs associated with repairing areas within the encroachment that are disturbed, if Flint Hills Pipe Line Company LLC needed to repair, maintain or upgrade the pipeline. A separate operation and maintenance agreement will be needed between Metropolitan Council and the City to determine the share of responsibility between the two entities. A MOTION WAS MADE BY COUNCIL MEMBER INGEBRIGTSON REQUESTING THAT THE CITY COUNCIL AUTHORIZE THE CITY ADMINISTRATOR AND MAYOR TO SIGN THE ENCROACHMENT AGREEMENT BETWEEN MINNESOTA PIPE LINE COMPANY LLC, METROPOLITAN COUNCIL AND THE CITY OF OAKDALE FOR THE METRO GOLD LINE BRT PROJECT. 4 AYES. FORESTRY/ENVIRONMENTAL SERVICES Forestry/Environmental Services Division Superintendent Cota explained to the Council that the city has had an agreement with Rainbow Treecare for several years to treat the city’s infected emerald ash trees. Mr. Cota was able to secure a two-year deal with the company so we have some consistency over the next two years. The city has been proactive in removing infected ash trees from city right-of-way’s and parks. Public Works continues to remove trees with Emerald Ash Borer (EAB). EAB is throughout the city but not all trees have been infected. Forester Cota told the Council that residents should treat their ash trees this year if possible. Council member Zabel said it was well worth it to treat ash trees under this city led contract. He has a large ash tree in his own yard that he had treated for $120 under the umbrella of this contract. The tree is treated every other year. A MOTION WAS MADE BY COUNCIL MEMBER ZABEL REQUESTING THE CITY COUNCIL AUTHORIZE THE MAYOR AND CITY ADMINISTRATOR TO SIGN THE AGREEMENT BETWEEN RAINBOW TREECARE AND THE CITY OF OAKDALE. 4 AYES.
