SPECIAL MEETING OAKDALE CITY COUNCIL November 16, 2022 CALL TO ORDER A special meeting of the City Council of the City of Oakdale was held on November 16, 2022, at Oakdale City Hall, 1584 Hadley Avenue, Oakdale, Minnesota. The meeting was called to order by Mayor Paul Reinke at 5:30 PM. CALL OF ROLL On a call of roll, the following were present: Mayor Paul Reinke Council Members: Jake Ingebrigtson Susan Olson Colleen Swedberg Kevin Zabel Absent: None Also Present: Christina Volkers, City Administrator Sara Ludwig, City Clerk Katie Robinson, Deputy City Clerk Lori Pulkrabek, Communications Manager PLEDGE OF ALLEGIANCE Mayor Reinke explained that Council Member Zabel used the word ‘table’ in the motion that was made during the November 15, 2022 Special Meeting, however his intent was to use the word ‘continue’. APPROVAL OF MINUTES A MOTION WAS MADE BY COUNCIL MEMBER ZABEL, SECONDED BY COUNCIL MEMBER INGEBRIGTSON, TO APPROVE THE SPECIAL MEETING MINUTES OF NOVEMBER 15, 2022. 5 AYES. CONTINUATION OF NOVEMBER 15, 2022 SPECIAL COUNCIL MEETING TO CANVASS VOTES FROM NOVEMBER 8, 2022 GENERAL ELECTION A MOTION WAS MADE BY COUNCIL MEMBER ZABEL, SECONDED BY COUNCIL MEMBER INGEBRIGTSON, TO WAIVE READING AND ADOPT RESOLUTION 2022-118 CANVASSING THE RETURNS OF THE NOVEMBER 8, 2022 GENERAL ELECTION. SPECIAL MEETING MINUTES NOVEMBER 16, 2022 PAGE TWO Mayor Reinke provided clarity on the canvassing of the votes stating that they would include the Mayor and two Council Member terms, as well as City Question 1 and City Question 2 on Local Option Sales Tax. 5 AYES. ADJOURNMENT A MOTION WAS MADE BY COUNCIL MEMBER SWEDBERG, SECONDED BY COUNCIL MEMBER ZABEL, TO ADJOURN THE SPECIAL MEETING HELD NOVEMBER 16, 2022, AT 5:33 PM. 5 AYES. (Abstract of Votes Sent Prior to meeting). Adjournment SPECIAL MEETING OAKDALE CITY COUNCIL November 15, 2022 CALL TO ORDER A special meeting of the City Council of the City of Oakdale was held on November 15, 2022, at Oakdale City Hall, 1584 Hadley Avenue, Oakdale, Minnesota. The meeting was called to order by Mayor Paul Reinke at 5:30 PM. CALL OF ROLL On a call of roll, the following were present: Mayor Paul Reinke Council Members: Jake Ingebrigtson Susan Olson Colleen Swedberg Kevin Zabel Absent: None Also Present: Sara Ludwig, City Clerk Andy Morcomb, Council Member Elect Kevin Wold, Fire Chief PLEDGE OF ALLEGIANCE CANVASS OF VOTES FROM NOVEMBER 8, 2022 GENERAL ELECTION Mayor Reinke stated that there were technical difficulties with the County and asked that a motion be made to recess the meeting until the abstract of votes could be presented. A MOTION WAS MADE BY COUNCIL MEMBER ZABEL, SECONDED BY COUNCIL MEMBER INGEBRIGTSON, TO RECESS THE MEETING UNTIL THE ABSTRACT OF VOTES COULD BE PRESENTED. 5 AYES. The meeting was recessed at 5:32 PM. The meeting was reconvened at 5:42 PM. Mayor Reinke explained that the abstract of votes is the document that assures the tabulations were accurate. He stated that the County was still experiencing technical difficulties so the meeting and consideration of the resolution would be continued until November 16, 2022. Respectfully submitted, Sara Ludwig, City Clerk City of Oakdale RESOLUTION 2022-118 CANVASSING THE RETURNS OF THE NOVEMBER 8, 2022 GENERAL ELECTION Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of Oakdale was held at the Oakdale Municipal Building, 1584 Hadley Avenue North, Oakdale, Minnesota on the 16th day of November, 2022 at 5:30PM with the following members present: Mayor Paul Reinke, Council Members Jake Ingebrigtson, Susan Olson, Colleen Swedberg, and Kevin Zabel, and the following members absent: none. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Oakdale that it is hereby found, determined, and declared that the General Election held in and for said city on November 8, 2022, was in all respects duly and legally called and held and the returns thereof have been duly canvassed and the votes cast at said election for and against are as follows: Mayor Name Vote Totals (Four-Year Term) Kevin Zabel 8,076 WRITE-IN 145 Council Member Name Vote Totals (Four-Year Term) Andy Morcomb 3,792 Colleen Swedberg 3,580 Susan Olson 3,708 Lisa Behr 3,486 WRITE-IN 94 CITY QUESTION 1 (OAKDALE) Considering Sales Tax for Construction of New Public Works Facility Shall the City of Oakdale be authorized to impose a temporary sales and use tax to finance all or a portion of the cost of constructing a new Public Works Facility, in an amount equal to one-half of one percent (0.5%) for a period of twenty-five (25) years or until $22,000,000 plus the costs of collecting and administering the tax and the costs of issuing any bonds including interest is collected, provided that such tax shall terminate sooner if the City Council determines that all such costs have been paid? The total sales and use tax approved by voters at this election to finance this project and any other project will not exceed one-half of one percent (0.5%). YES 5,766 NO 5,425 CITY QUESTION 2 (OAKDALE) Considering Sales Tax for Expansion and Remodel of Police Facility Shall the City of Oakdale be authorized to impose a temporary sales and use tax to finance all or a portion of the cost of construction and rehabilitation and associated building costs of the Oakdale 1 Police Department Facility, in an amount equal to one-half of one percent (0.5%) for a period of twenty-five (25) years or until $15,000,000 plus the costs of collecting and administering the tax and the costs of issuing any bonds including interest is collected, provided that such tax shall terminate sooner if the City Council determines that all such costs have been paid? The total sales and use tax approved by voters at this election to finance this project and any other project will not exceed one-half of one percent (0.5%). YES 6,213 NO 4,992 NOW, THEREFORE, BE IT FURTHER RESOLVED by the City Council of the City of Oakdale that Kevin Zabel is hereby elected Mayor and Andy Morcomb and Susan Olson are hereby elected Council Members for four-year terms commencing the first Council meeting of January 2023 or January 10, 2023, term to expire January 2027; NOW, THEREFORE, BE IT FURTHER RESOLVED by the City Council of the City of Oakdale that both City Question 1 and City Question 2 are hereby approved.
