CALL TO ORDER
A regular meeting of the City Council of the City of Oakdale was held on November 22, 2022, at Oakdale
City Hall, 1584 Hadley Avenue, Oakdale, Minnesota. The meeting was called to order by Mayor Paul
Reinke at 7:00 PM.

PUBLIC HEARING
a) Public Hearing – Amendments to Article III of Chapter 9 of City Code
Mayor Reinke opened the public hearing for Amendment to Article III of Chapter 9 of City Code, and
asked for public comment. He explained the public hearing process and asked again for public
comment. No comments were heard. Mayor Reinke closed the public hearing.
A MOTION WAS MADE BY COUNCIL MEMBER ZABEL, SECONDED BY COUNCIL MEMBER SWEDBERG TO
WAIVE READING AND ADOPT ORDINANCE NO. 887, APPROVING THE AMENDMENTS TO ARTICLE III OF
CHAPTER 9 OF THE CODE OF ORDINANCE FOR THE CITY OF OAKDALE PERTAINING TO THE REGULATION
OF TOBACCO.

b) Public Hearing – Intent to Purchase and Implement Body Worn Cameras
Mayor Reinke opened the public hearing for the intent to purchase and implement Body Worn Cameras.
He asked for public comment. He explained the public hearing process and asked again for public
comment. No comments were heard. Mayor Reinke closed the public hearing.
A MOTION WAS MADE BY COUNCIL MEMBER ZABEL, SECONDED BY COUNCIL MEMBER INGEBRIGTSON
TO AUTHORIZE THE MAYOR AND CITY ADMINISTRATOR TO SIGN AND EXECUTE THE AGREEMENT
BETWEEN MOTOROLA AND THE CITY OF OAKDALE.

c) Public Hearing – TIF Spending Plan
Mayor Reinke opened the public hearing for the TIF Spending Plan. He asked for public comment. He
explained the public hearing process and asked again for public comment. No comments were heard.
Mayor Reinke closed the public hearing.

WAIVE READING AND ADOPT RESOLUTION 2022-121, APPROVING THE TIF DISTRICT 1-4 AND 1-6
SPENDING PLAN.

OPEN FORUM (Maximum time of three minutes per person)*
County Commissioner Stan Karwoski presented Council Member Colleen Swedberg with the
Commissioner Service Award to recognize her great work on the Council over the last four years.
County Commissioner Stan Karwoski also presented Mayor Reinke with the Commissioner Service
Award to recognize the development that has taken place in the City of Oakdale during his time of
service. He also praised the Mayor’s leadership over his 18 years of service which included various
transitions within the Council.
CONSENSUS MOTIONS
a) Request that the City Council waive reading and adopt Resolution 2022-123 designating 2023
polling locations, per Minnesota Statutes 204B.16.
b) Request that the City Council waive reading and adopt Resolution 2022-119 authorizing the
2040 Comprehensive Plan Text Amendment to be submitted to the Metropolitan Council.
c) Request that the City Council approve the following concept plans for each park:
x Commons Park – Base Plus Concept
x Neighborhood Park West – Base Concept
x Neighborhood Park North – Base Concept (elevate the more basic nature-based play
equipment with some higher end, more complex pieces of equipment mixed in.)
Request that the City Council approve an overall preliminary budget of $5,451,000 for the three
parks consistent with the draft Capital Improvement Plan.
d) Request that the City Council waive reading and adopt Ordinance No. 889, approving an
Amendment to Chapter 10 of the City of Oakdale Code of Ordinances
Request that the City Council waive reading and adopt Ordinance No. 900, approving an
amendment to Chapter 25 of the City of Oakdale Code of Ordinances.
e) Request per City Code, Chapter 2, Article IV, Sec.2-36 (c) and per City Personnel Policy PE-031,
Section 5.0 that the City Council appoint Michael Streff as full-time probationary
Firefighter/Paramedic effective November 29, 2022, at a rate of pay consistent with the City
base pay schedule.
f) Request that the City Council approve proposed policy revision to Policy MIS-015 Small
Unmanned Aerial Systems (sUAS) Operations to replace the existing drone policy in whole.
g) Request that the City Council authorize the Mayor and City Administrator to sign and execute the
agreement between the Axtell Group and the City of Oakdale for the police staffing assessment.
h) Request that the City Council waive reading and adopt Resolution 2022-122, authorizing
summary publication of City tobacco Ordinance 887.

Council Member Zabel reported that the 2023 Work Plan was reviewed and approved. They are
giving special focus to opportunities that are coming by way of increased federal funding.
Planning Commission (no meeting, Council Liaison Colleen Swedberg)
Parks and Recreation Commission (met on 11/15/22, Council Liaison Jake Ingebrigtson)
Council Member Ingebrigtson reported that they discussed park updates, fall clean up, and the
Richard Walton baseball fields 5 through 8 electricity repair.

COUNCIL PRESENTATIONS
Mayor Reinke thanked the Oakdale residents for voting in favor of both L.O.S.T. ballot questions on
election day. He announced the Oakdale Indoor Market will take place on Saturday, November 26, 2022,
at the Discovery Center from 9 AM – 1 PM. Also, on Thursday, December 8, 2022, Santa will be visiting
on a decorated firetruck from 6:00–7:30 PM. The schedule of stops is available on the City’s website.
Lastly, he shared the Oakdale Winter Wonderland taking place on Saturday, December 17, 2022, at the
Discovery Center from 9 AM – 1 PM. He wished everyone a Happy Thanksgiving on behalf of the City
Council and all the staff of the City.
