CALL TO ORDER
A regular meeting of the City Council of the City of Oakdale was held on June 27, 2023, at Oakdale City
Hall, 1584 Hadley Avenue, Oakdale, Minnesota. The meeting was called to order by Mayor Kevin Zabel
at 7:00 PM.

PUBLIC HEARING:
a) Amendment to the Willowbrooke Planned Unit Development (PUD) to Allow Accessory Apartments as
Accessory Uses on Certain Single-Family Lots
City Planner Luke McClanahan explained that due to subsequent discussions that came out of the
June 13, 2023 workshop meeting, staff is requesting additional time to research the PUD
amendment, and postpone action on the request until the July 11, 2023 City Council regular
meeting.
Mayor Zabel opened the public hearing and welcomed comments from the audience. No
comments were heard. Mayor Zabel closed the public hearing.

WILLENBRING TO POSTPONE ACTION ON THE REQUEST UNTIL THE JULY 11, 2023 CITY COUNCIL
REGULAR MEETING.

Mayor Zabel invited comments from the audience. No comments were heard.
CONSENSUS MOTIONS
Mayor Zabel pulled consensus item b) and placed it under the Oath of Office agenda item.
Council Member Willenbring pulled consensus item c) to reserve her right to vote ‘no’.

MORCOMB TO APPROVE CONSENSUS ITEMS A, D, AND E AS PRESENTED:
a) Request that the City Council approve the reappointment of the below noted individuals to their
respective advisory body commission, with the term to expire June 30, 2026.

d) Request that the City Council authorize the Mayor and City Administrator to enter into a contract
with Tokle Inspections to provide electrical inspection support services for the City of Oakdale.
e) Request that the City Council authorize the Mayor and City Administrator to enter into the
agreement with Braun Intertec Corporation for geotechnical evaluation in accordance with the
proposal dated June 20, 2023 and to enter into further consultant agreements necessary for
City Project B2024-01; Public Works New Facility, provided that those agreements are within the
budgeted amounts for the project.

Consensus item c) Request that the City Council authorize the Mayor and City Administrator to enter into
an agreement with the MBRB and exempting Sections 13-6(a) and Section 13-15 of the City Code, during
specified times listed in the agreement.

OATH OF OFFICE
Police Chief Nick Newton addressed the council by introducing Erika Lagoon. Erika grew up in the City of
Oakdale, attended Tartan High School, and went on to graduate from the University of Wisconsin – River
Falls with a bachelor’s degree in Sociology and Criminology. Chief Newton recommended the appointment
of Erika Lagoon as a probationary Police Officer effective June 28, 2023.
Consensus item b) Request per City Code, Chapter 2, Article IV, Sec.2-36 (c) and per City Personnel Policy
PE-031, Section 5.0, that the City Council appoint Erika Lagoon as a probationary Police Officer effective
June 28, 2023, at a rate of pay consistent with the City base pay schedule.

Tree Board (met on 6/20/23, Council Liaison Willenbring)
Council Member Willenbring reported that the Tree Board had an Arbor Day and Spring Planting
debrief, and she wanted to remind everyone of the tentative date for the Buckthorn Removal on
October 14, 2023. Additionally, the Tree Board also reviewed their 2024 Work Plan.

a) Tahara Conditional Use Permit – Additional Accessory Structure at Parcel ID 1902921230032
Mr. McClanahan addressed the Council by recapping the discussion that took place at the June
27, 2023 workshop meeting earlier that evening on this topic.

INGEBRIGTSON TO WAIVE READING AND ADOPT RESOLUTION 2023-68, APPROVING A CONDITIONAL USE
PERMIT FOR AN ADDITIONAL ACCESSORY STRUCTURE AT PARCEL #1902921230032, WITH
CONDITIONS INCLUDED IN THE ATTACHED RESOLUTION, OPTION A.

POLICE
a) Donation to the City – Police Department, from Kia America
Chief Newton explained that since the June 13, 2023 City Council meeting, the Police Department
had made contact with Kia America. They generously donated 50 steering wheel locks to be
distributed to Kia owners living in the City of Oakdale. Council Member Morcomb asked if Kia will
provide more steering wheel locks if need be. Chief Newton confirmed they are willing to donate
more if needed.

INGEBRIGTSON TO WAIVE READING AND ADOPT RESOLUTION 2023-66, ACCEPTING A DONATION FROM
KIA AMERICA FOR 50 STEERING WHEEL LOCKS.

a) Donation to the City – Recreation Department, from Larry and Vickey Eberhard of Keller Williams
Realty
Recreation Superintendent Julie Williams explained that Larry and Vickey Eberhard of Keller
Williams Realty offered a donation to sponsor the Oakdale Nature Preserve 5K at Summerfest.

LARRY AND VICKEY EBERHARD OF KELLER WILLIAMS REALTY, IN THE AMOUNT OF $1,500, FOR
SPONSORSHIP OF THE OAKDALE NATURE PRESERVE 5K.

ADMINISTRATOR'S REPORT
a) Repeal City Policy EPB-011: Signs – Real Estate
City Administrator Chris Volkers explained that the City Code covers the same language and therefore
supersedes this City policy and therefore recommends repealing this City Policy EPB-011.

COUNCIL PRESENTATIONS
Council Member Ingebrigtson extended his thanks to all who planned and came out to participate in
Summerfest. He also wanted to highlight a special thanks to the Police and Fire Departments mentioning
he has received very positive feedback on everything.
Council Member Morcomb said Summerfest turned out great, congratulated the medallion winners, and
added his thanks to the Public Works Department for managing the event.
Council Member Willenbring extended a thank you to everyone who worked on the planning and execution
of Summerfest.
Mayor Zabel made announcements about the following:
• 40th Street is now open. Residents are encouraged to drive down the road and see the
development projects that are currently going on. Thank you to the City’s residents for their
patience during the construction of this road.
• Extended gratitude to the residents who came out to participate in Summerfest and a special
appreciation to Oakdale Summerfest Community Organization (OSCO) for sponsoring the event.
• Congratulations to siblings Lauren, Brett, and Lisa Berfeldt for being the 2023 medallion finders.
The three siblings are avid medallion hunters and have been participating since 2015. The
medallion was found at Oak Lustre Park shortly after the final clue was revealed. Thank you to
Oakdale Area Chamber of Commerce for sponsoring the event.
• Voting for the Spring Photo Contest ends on Friday, June 30th.
• Nominations for the Acorn Award are due by Friday, June 30th.
• City Offices will be closed on Tuesday, July 4th in observance of Independence Day.
