REGULAR MEETING MINUTES OAKDALE CITY COUNCIL September 24, 2024 CALL TO ORDER A regular meeting of the City Council of the City of Oakdale was held on September 24, 2024 at Oakdale City Hall, 1584 Hadley Avenue North, Oakdale, Minnesota. The meeting was called to order by Acting Mayor Jake Ingebrigtson at 7:00 PM. ROLL CALL On a call of roll, the following were present: Acting Mayor Jake Ingebrigtson Council Members: Andy Morcomb Susan Willenbring Staff Present: Jake Foster, Assistant City Administrator Sara Ludwig, City Clerk Jim Thomson, City Attorney Brian Bachmeier, Consulting City Engineer Andy Gitzlaff, Community Development Director Nick Newton, Police Chief Lori Pulkrabek, Communications Manager Kyle Stasica, Finance Director Kevin Wold, Fire Chief Others Present: Juan Esquivel, Guest (Council Candidate) Kari Moore, Guest (Council Candidate) Ryan Schroeder, Oakdale Resident Michelle Stoltz, Oakdale Resident Absent: Mayor Kevin Zabel Council Member Noah Her PLEDGE OF ALLEGIANCE APPROVAL OF THE AGENDA A MOTION WAS MADE BY COUNCIL MEMBER MORCOMB, SECONDED BY COUNCIL MEMBER WILLENBRING TO APPROVE THE AGENDA AS PRESENTED FOR THE MEETING OF SEPTEMBER 24, 2024. 3 AYES APPROVAL OF THE MINUTES: Workshop, September 10, 2024 Regular Meeting, September 10, 2024 A MOTION WAS MADE BY COUNCIL MEMBER MORCOMB, SECONDED BY COUNCIL MEMBER WILLENBRING TO APPROVE THE WORKSHOP MEETING MINUTES OF SEPTEMBER 10, 2024. 1 3 AYES A MOTION WAS MADE BY COUNCIL MEMBER MORCOMB, SECONDED BY COUNCIL MEMBER WILLENBRING TO APPROVE THE REGULAR MEETING MINUTES OF SEPTEMBER 10, 2024. 3 AYES PUBLIC HEARING a) New Off-Sale Intoxicating Liquor License Request: Discount Spirits Inc. dba Oak Liquor Assistant City Administrator Jake Foster explained that the applicants have purchased the former Oak Liquor Inc. dba Oak Liquor at 1801 Geneva Ave N, but are under a new incorporation – Discount Spirits Inc. dba Oak Liquor. The licensing request requires a public hearing. Mr. Foster reported that the applicants passed their most recent background investigation and staff recommends approval. Acting Mayor Ingebrigtson opened the public hearing and welcomed comments from the audience. No comments were heard. Acting Mayor Ingebrigtson closed the public hearing. A MOTION WAS MADE BY COUNCIL MEMBER MORCOMB, SECONDED BY COUNCIL MEMBER WILLENBRING TO APPROVE THE ISSUANCE OF A NEW OFF-SALE INTOXICATING LIQUOR LICENSE TO DISCOUNT SPIRITS INC. DBA OAK LIQUOR AT 1801 GENEVA AVE N FOR THE CURRENT TERM WHICH EXPIRES ON MARCH 31, 2025. 3 AYES OPEN FORUM a) Proclamation: Dyslexia Awareness Month Acting Mayor Ingebrigtson proclaimed October as “Dyslexia Awareness Month”. b) Proclamation: Domestic Violence Awareness Month Acting Mayor Ingebrigtson proclaimed October as “Domestic Violence Awareness Month”. Acting Mayor Ingebrigtson invited comments from the audience. Ryan Schroeder, 329 Geneva Ave N #204, shared concerns about the current Tanners Lake redevelopment project. He requested that the comments from Lakeview Terrace residents be heard and actively considered before any development approvals are scheduled. Michelle Stoltz, 329 Geneva Ave N #306, echoed the concerns shared by Mr. Schroeder. CONSENSUS MOTIONS a) Request that the City Council waive reading and adopt Resolution 2024-75, approving the appointment of election judges for the General Election being held November 5, 2024. 2 b) Request that the City Council approve a new Tobacco Sales License to Discount Spirits Inc. dba Oak Liquor at 1801 Geneva Avenue for the current term which expires on December 31, 2024. c) Request that the City Council waive reading and adopt Resolution 2024-73, approving an on-site gambling premises permit for Hill Murray Fathers Club at Gold Nugget Grill LLC dba Oakdale Burrow located at 7053 10th Street North. d) Request that the City Council waive reading and adopt Resolution 2024-77, setting public hearing for proposed certification of delinquent utilities and inactive accounts to Washington County for inclusion on 2025 property taxes. e) Request per City of Oakdale Code of Ordinances, Chapter 2, Article IV, Sec. 2-36 (c) and per City Personnel Policy PE-031, Section 5.0, that the City Council appoint Kara Hoier as full-time probationary Administrative Assistant - Building Inspections and Code Enforcement effective September 25, 2024, at a rate of pay consistent with the City base pay schedule. f) Request per City of Oakdale Code of Ordinances, Chapter 2, Article IV, Sec. 2-36 (c) and per City Personnel Policy PE-031, Section 5.0, that the City Council appoint Brady Spets and Grant Kalka as part-time probationary Community Service Officers effective September 25, 2024, at a rate of pay consistent with the City base pay schedule. g) Request that the City Council waive reading and adopt Resolution 2024-80, Supplementing and Restating a Resolution Authorizing the Sale of General Obligation Improvement, Abatement, Sales Tax and CIP Bonds, Series 2024A, Subject to Certain Parameters; Fixing Their Form and Specifications; Directing Their Execution and Delivery; and Providing for Their Payment. h) Request that the City Council authorize the Mayor and City Administrator to enter into an agreement for final design and construction administration services between the City of Oakdale and SRF Consulting Group, Inc. for an amount not to exceed $194,971.25. i) Request that the City Council waive reading and adopt Resolution 2024-79, accepting a grant from Washington County for the purchase of SCUBA Equipment, authorizing the City Administrator to sign applicable documents, and amending the 2024 General Fund Budget to increase revenues and expenditures in a total amount not to exceed $12,990. j) Request that the City Council amend City Policy MIS-021: Social Media. k) Request per City of Oakdale Code of Ordinances, Chapter 2, Article IV, Sec. 2-36 (c) and per City Personnel Policy PE-031, Section 5.0, that the City Council appoint Chris Audet as full-time probationary Building and Code Compliance Coordinator effective September 27, 2024, at a rate of pay consistent with the City base pay schedule. l) Request that the City Council waive reading and adopt Resolution 2024-76, accepting the improvements and authorizing final payment to Miller Excavating, Inc. for work on City Project R2023- 01, 2023 Street Reconstruction in the amount of $41,459.03. A MOTION WAS MADE BY COUNCIL MEMBER MORCOMB, SECONDED BY COUNCIL MEMBER WILLENBRING TO APPROVE CONSENSUS MOTIONS A-L, AS PRESENTED. 3 AYES 3 ADVISORY BOARDS AND COMMISSIONS Economic Development Commission (no meeting, Council Liaison Her) Environmental Management Commission (9/16/24 meeting cancelled, Council Liaison Zabel) Planning Commission (no meeting, Council Liaison Ingebrigtson) Parks and Recreation Commission (met on 9/17/24, Council Liaison Morcomb) Council Member Morcomb reported that the Parks and Recreation Commission held their meeting outside at Walton Park to solicit further resident engagement. One Tartan High School student provided feedback about City parks. The Commission would like to hold another outdoor meeting again next year. Tree Board (met on 9/17/24, Council Liaison Willenbring) Council Member Willenbring reported that the Tree Board discussed the 2025 Pete Graske Arbor Day Tree Giveaway and the Tree Trek at the Oakdale Nature Preserve. AWARD OF BIDS None STAFF REPORTS None CITY ATTORNEY No report ADMINISTRATOR'S REPORT No report COUNCIL PRESENTATIONS Acting Mayor Ingebrigtson made announcements about the following: • The Oakdale Farmers Market continues this Wednesday from 2 PM – 6 PM in the City Hall parking lot. There are only three markers left for the season. • The City is seeking community feedback about two different Tanners Lake Park concepts that explore different mixes of site amenities. Visit www.oakdalemn.gov to take the survey by September 30th. • The City is offering complimentary curbside collection of buckthorn this fall. The remaining collection dates for 2024 are Tuesday, October 8th and Tuesday, October 22nd. To learn more about the pickup guidelines and to complete the waiver form, visit www.oakdalemn.gov. • Volunteers are needed for the Scott Carver Buckthorn Removal Project on Saturday, October 12th from 9 AM – 12 PM at the Discovery Center. For more information and to sign up, visit www.oakdalemn.gov. • The grand opening for the newest City park, Willowbrooke Commons, is Saturday, October 12th, from 1 PM – 3 PM.
