WORKSHOP MINUTES OAKDALE CITY COUNCIL SEPTEMBER 24, 2024 The City Council held a workshop on Tuesday, September 24, 2024 at Oakdale City Hall, 1584 Hadley Avenue North, Oakdale, Minnesota. The meeting began at 6:00 PM. Present: Acting Mayor Jake Ingebrigtson Council Members: Noah Her (virtual) Andy Morcomb Susan Willenbring City Staff Members: Jake Foster, Assistant City Administrator Sara Ludwig, City Clerk Brian Bachmeier, Consulting City Engineer Andy Gitzlaff, Community Development Director Nick Newton, Police Chief Lori Pulkrabek, Communications Manager Kyle Stasica, Finance Director Kevin Wold, Fire Chief Others Present: Juan Esquivel, Guest (Council Candidate) Kari Moore, Guest (Council Candidate) Absent: Mayor Kevin Zabel Christina Volkers, City Administrator Council Member Her stated that he is attending the meeting virtually from the Radisson Hotel Duluth – Harborview. FUTURE OF THE ACORN AWARD City Clerk Sara Ludwig explained that this discussion pertains to the future of the Acorn Award for 2025 and beyond. In response to Council Member Morcomb’s question about the number of nominations that were made by Council Members, Ms. Ludwig stated at least half, if not more. Council Member Willenbring shared her desire to keep the City Council as the Acorn Award Committee, but look for ways to engage the community to submit nominations. In her opinion, the City Council should not submit nominations. Acting Mayor Ingebrigtson mentioned that photos be submitted as part of the nomination process. Ms. Ludwig noted that currently it is optional to submit nomination photos, but it could be a requirement in the future. WORKSHOP MINUTES SEPTEMBER 24, 2024 PAGE TWO Council Member Morcomb stated that advisory body members could be asked to submit nominations. Acting Mayor Ingebrigtson added that each advisory body could take a turn on a yearly basis and be tasked with submitting nominations. Council Member Her was supportive of continuing with the Acorn Award, but noted that it was cumbersome to visit all of the nominated properties. He was also supportive of requiring photos with the nomination. Council Member Willenbring noted that it might be difficult to require photo submissions. To recap, Ms. Ludwig clarified that the City Council would remain as the Acorn Award Committee, but that the advisory bodies would be tasked with submitting nominations. The Council was in agreement. Council Member Willenbring would like to explore ways to better engage the community to solicit nominations. Ms. Ludwig asked if the nomination period should open up earlier, or stay open longer. The Council was comfortable with the timing of the nomination period, but was open to keeping it open longer. Council Member Her suggested using a rating system as part of the nomination form so that it is quicker to fill out. Council Member Willenbring added that having less written comments makes sense for the rating worksheets as well. Council Member Morcomb pointed out that SeeClickFix could be an option as a way to make submitting nominations easier for residents especially when it comes to photo submissions. Assistant City Administrator Jake Foster offered to look into this as an option. MANAGEMENT DISCUSSION – COMMUNICATIONS MANAGER Communications Manager Lori Pulkrabek reported that the Communications Division is a team of two, herself and Communications Specialist Sara Quinnell. Ms. Pulkrabek highlighted several items from the Council Memorandum including the creation of a special 50th anniversary logo, the installation of the video conferencing systems, and upgrading the City Hall digital sign to a cloud-based technology. Ms. Pulkrabek also went over ongoing and upcoming projects including the upgrading of Council Chambers AV equipment, the creation of a monthly internal newsletter, and the triannual creation of the Oakdale Update newsletter. In response to Acting Mayor Ingebrigtson’s question about whether the City’s social media traffic is in line with comparable cities, Ms. Pulkrabek confirmed, and stated there are times when traffic spikes but it is usually tied to a specific post or event. She also confirmed that Facebook has higher traffic than the other social media sites. WORKSHOP MINUTES SEPTEMBER 24, 2024 PAGE THREE In response to Council Member Willenbring’s question about the cost of social media accounts, Ms. Pulkrabek stated that Twitter/X is the only account the City pays for. Council Member Willenbring noted that the Monday Morning Minute Facebook metrics have decreased from 2023 to 2024 and was unsure of the reason. Council Member Morcomb asked for further details of the planned upgrades in the Council Chambers. He suggested having a light that Council Members use to indicate they would like to speak. Ms. Pulkrabek said that the current plans include monitors being placed inside the dais so as not to be seen. Additionally, the AV equipment inside the control room is due for an upgrade. In reference to the possible logo and brand refresh, Council Member Willenbring said that she likes the current brand colors. In response to Council Member Morcomb’s question about the Local Sales Tax campaign, Ms. Pulkrabek stated that staff are following the same campaign formula as 2022. The social media campaign will start approximately one month before Election Day. Council Member Her requested additional signage or promotion of the City-Wide Clean Up Event in future years as some residents were not aware of it. ADMINISTRATION UPDATE – ASSISTANT CITY ADMINISTRATOR JAKE FOSTER Mr. Foster reported that updated materials from the Strategic Planning sessions will be sent to the Council in the next week or two. COUNCIL TOPICS Acting Mayor Ingebrigtson mentioned a letter written by an outside city council member to a neighboring city council regarding a disagreement in policymaking. He encouraged the Council to think about how they might respond if such a letter were sent to them. In response to Council Member Willenbring’s question about whether or not there will be a trail from the Oakdale Commons site to Hy-Vee, Community Development Director Andy Gitzlaff said that the details are still being worked out, but it was a condition of approval. He added that the project will be completed in the next month or two. Council Member Willenbring brought up the possibility of having a translation service available to staff when assisting non-English speaking residents. In response to Council Member Willenbring’s question, Chief Newton confirmed that it is legal to live trap animals in Oakdale, but there are guidelines that must be followed. He added that it is hard to enforce the guidelines if illegal behavior is not reported. WORKSHOP MINUTES SEPTEMBER 24, 2024 PAGE FOUR Council Member Morcomb mentioned the possibility of a feedback mechanism for businesses regarding the licensing process. Specifically, as it relates to established business owners in good standing, he suggested that they go through the licensing process every other year to avoid a process that may not be needed in those cases. Council Member Her announced that this will be his last City Council meeting. He thanked the City Council for their guidance and friendship, and City staff for their positivity and support. He asked that Council continue to explore turf volleyball courts in parks. The Council thanked Council Member Her for his service. ADJOURNMENT The workshop was adjourned at 6:39 PM. Volkers, City Administrator Date: September 10, 2024 Subject: Future of the Acorn Award BACKGROUND At the January 23, 2024 City Council workshop, the Council discussed the current Acorn Award process and determined that the City Council would take on the role of the Acorn Award Committee for 2024, with the future of the award to be discussed at a future workshop. At this time, the 2024 Acorn Award process has been completed. It would be timely for the Council to discuss the future of the Acorn Award for 2025 and beyond. For reference, the current process is outlined below. Current Process Starting in May each year: • City staff schedules a one-hour tour with the City Council to visit the winning properties for a future date in early August. • Nominations are accepted from June 1st through June 30th through the City’s website. The nomination form does not require property owner name or phone number, and can be submitted anonymously. There are three nomination categories: Business/Commercial, Public, and Residential. All nominations need to be visible from a public street. City staff promotes the nomination period via the City’s social media pages and with a newsflash on the City’s website. • As nominations are submitted, City staff reaches out to the property owners via mail to inform them of the nomination and ask if they are willing to be considered for the award. • Currently, properties that have previously won cannot be considered again for at least five years after winning; and preference may be given to properties that have not previously won an Acorn Award. • City staff then prepares rating forms for the Acorn Award Committee members to use during the two-week judging period. The rating forms and nomination tracker are sent to the Committee members in early July. The Acorn Award Committee visits and rates the nominated properties that have agreed to participate. Once all the rating sheets have been returned, City staff compiles them into a single document. • In late July, the Committee reviews the nominations and ratings at a workshop meeting and selects a winning property in each category. The winning property owners are notified of the next steps. • Winning property owners are provided an Acorn Award sign to be placed on the property for a few weeks, a scheduled visit from the City Council and photo opportunity, and an invitation to attend a future City Council meeting to receive a certificate of recognition. • In August, City staff updates the Acorn Award page on the City’s website with the winning properties, in addition to acknowledging them on the City’s social media pages, and in the Oakdale Update newsletter. COUNCIL DIRECTION REQUESTED Staff is requesting that Council discuss the current Acorn Award process and provide feedback for the future of the Acorn Award program.
