REGULAR MEETING MINUTES OAKDALE CITY COUNCIL January 14, 2025 CALL TO ORDER A regular meeting of the City Council of the City of Oakdale was held on January 14, 2025 at Oakdale City Hall, 1584 Hadley Avenue North, Oakdale, Minnesota. The meeting was called to order by Mayor Kevin Zabel at 7:02 PM. OATH OF OFFICE City Administrator Chris Volkers administered the Oath of Office to the members of Council elected on November 5, 2024 to serve their term 2025-2028: • Kari Moore as Council Member • Gary Severson as Council Member 1 APPROVAL OF THE AGENDA A MOTION WAS MADE BY COUNCIL MEMBER MORCOMB, SECONDED BY COUNCIL MEMBER MOORE TO APPROVE THE AGENDA AS AMENDED FOR THE MEETING OF JANUARY 14, 2025. 5 AYES APPROVAL OF THE MINUTES: Workshop, December 10, 2024 Regular Meeting, December 10, 2024 A MOTION WAS MADE BY COUNCIL MEMBER MOORE, SECONDED BY COUNCIL MEMBER MORCOMB TO APPROVE THE WORKSHOP MEETING MINUTES OF DECEMBER 10, 2024. 4 AYES 1 ABSTENTION – SEVERSON A MOTION WAS MADE BY COUNCIL MEMBER MORCOMB, SECONDED BY COUNCIL MEMBER WILLENBRING TO APPROVE THE REGULAR MEETING MINUTES OF DECEMBER 10, 2024. 4 AYES 1 ABSTENTION – SEVERSON INTRODUCTIONS a) Scouts BSA Troop 580 Mayor Zabel recognized Scouts BSA Troop 580 and each made an introduction with their name and scout rank. Each scout member was presented with a City lapel pin. PUBLIC HEARINGS a) 3M/Imation Planned Unit Development Amendment – 4Front Pylon Sign Community Development Director Andy Gitzlaff explained that the request is for a Planned Unit Development (PUD) amendment to allow the installation of a new pylon sign at 3490 Hayward Avenue North. The purpose of the sign is to improve visibility from nearby Interstate 694. Mr. Gitzlaff noted that the sign's placement is away from existing signage, its design is consistent with the campus, and it plays a role in enhancing the overall branding and navigation of the campus. The Planning Commission held a public hearing on December 5, 2024 with no objections, and they recommended approval. Mr. Gitzlaff concluded that City staff also recommends approval, provided the applicant complies with necessary building permit requirements and ensures illumination is at reasonable levels to avoid distracting drivers. Mayor Zabel opened the public hearing and welcomed comments from the audience. No comments were heard. Mayor Zabel closed the public hearing. A MOTION WAS MADE BY COUNCIL MEMBER WILLENBRING, SECONDED BY COUNCIL MEMBER SEVERSON TO WAIVE READING AND ADOPT ORDINANCE NO. 943, PERTAINING TO THE 3M/IMATION PLANNED UNIT DEVELOPMENT TO ALLOW A PYLON SIGN AT 3490 HAYWARD AVE N. 5 AYES 2 OPEN FORUM a) Proclamation: National Law Enforcement Appreciation Day Mayor Zabel proclaimed the date of January 9 as “National Law Enforcement Appreciation Day”. He thanked the Police Department for their work and dedication. b) Recognition of Outgoing Parks and Recreation Commissioner: Kari Moore Mayor Zabel thanked Kari Moore for her service on the Commission and presented her with a certificate of recognition. c) Recognition of Outgoing Economic Development Commissioner: Gary Severson Mayor Zabel thanked Gary Severson for his service on the Commission and presented him with a certificate of recognition. Mayor Zabel invited comments from the audience. No comments were heard. CONSENSUS MOTIONS a) Request that the City Council designate the St. Paul Pioneer Press as the official newspaper for the City of Oakdale for calendar year 2025. b) Request that the City Council waive reading and adopt Resolution 2025-04, delegating authority to make electronic fund transfers. c) Request that the City Council waive reading and adopt Resolution 2025-03, designating official depositories and investment brokerages for the City of Oakdale for calendar year 2025. d) Request that the City Council waive reading and adopt Ordinance No. 944, Amending Ordinance No. 891 of the City of Oakdale, Minnesota, Relating to Local Sales and Use Tax. e) Request that the City Council authorize the ordering and execution of the purchase of police radio equipment, as noted. f) Request that the City Council waive reading and adopt Resolution 2025-02, ordering City Project R2025-02 (2025 Street Overly Project), and Municipal State Aid (MSA) advance request. g) Request that the City Council approve the group 3 Police Lexipol policies as presented. h) Request that the City Council authorize the Mayor and City Administrator to sign the Encroachment Agreement between Minnesota Pipe Line Company LLC, and the City of Oakdale for the Willowbrooke 10th Addition public improvements. Request that the City Council authorize the Mayor and City Administrator to sign the Permitted Facilities Agreement between BP Midwest Product Pipelines Holdings LLC and the City of Oakdale for the Willowbrooke 10th Addition public improvements. 3 i) Request per City of Oakdale Code of Ordinances, Chapter 2, Article IV, Sec. 2-36 (c) and per City Personnel Policy PE-031, Section 5.0 that the City Council appoint Andrew Zieman and Ethan Thao as Seasonal Ice Rink Attendants at a rate of pay equal to $16.00 per hour. j) Request per City of Oakdale Code of Ordinances, Chapter 2, Article IV, Sec.2-36 (c) and per City Personnel Policy PE-031, Section 5.0, that the City Council appoint Bryson Scott and Kevin Richardson as full-time probationary Police Officers effective January 15, 2025, at a rate of pay consistent with the City base pay schedule. k) Request per City of Oakdale Code of Ordinances, Chapter 2, Article IV, Sec.2-36 (c) and per City Personnel Policy PE-031, Section 5.0, that the City Council appoint Joshua Radmanovich as full-time probationary Police Sergeant effective January 15, 2025, at a rate of pay consistent with the City base pay schedule. l) Request per City of Oakdale Code of Ordinances, Chapter 2, Article IV, Sec.2-36 (c) and per City Personnel Policy PE-031, Section 5.0, that the City Council appoint Mike Birkenmayer as full-time probationary Environmental Services Maintenance employee effective January 15, 2025, at a rate of pay consistent with the City base pay schedule. A MOTION WAS MADE BY COUNCIL MEMBER MORCOMB, SECONDED BY COUNCIL MEMBER WILLENBRING TO APPROVE CONSENSUS MOTIONS A-L, AS PRESENTED. 5 AYES ADVISORY BOARDS AND COMMISSIONS a) Acting Mayor Designation and Board and Commission Assignments for 2025 Mayor Zabel mentioned that the City Council discussed the Acting Mayor designation and advisory body assignments for 2025 during the Workshop earlier this evening. A MOTION WAS MADE BY MAYOR ZABEL, SECONDED BY COUNCIL MEMBER WILLENBRING TO AFFIRM THE 2025 APPOINTMENTS FOR COUNCIL LIAISONS, AND DESIGNATE COUNCIL MEMBER MORCOMB AS ACTING MAYOR FOR 2025, AS NOTED IN THE ATTACHED. Economic Development Commission (no meeting, Council Liaison [vacant]) Environmental Management Commission (no meeting, Council Liaison Zabel) Planning Commission (01/02/2025 meeting cancelled, Council Liaison [vacant]) Parks and Recreation Commission (no meeting, Council Liaison Morcomb) Tree Board (no meeting, Council Liaison Willenbring) AWARD OF BIDS None STAFF REPORTS COMMUNITY DEVELOPMENT 4 a) Cha Conditional Use Permit – Home Occupation at 4066 Goodwin Ave N Mr. Gitzlaff explained that the request is for a Conditional Use Permit (CUP) for a home occupation dental workshop at 4066 Goodwin Avenue N. The applicant seeks approval to continue operating a dental workshop in their garage, with no customer visits to the site. The Planning Commission held a public hearing on December 5, 2024 where they recommended approval of the request. Mr. Gitzlaff concluded that staff also recommends approval with conditions, including operational hours from 9:00 a.m. to 5:00 p.m., no more than one outside worker, compliance with sign ordinances, and necessary State or federal licenses for operation. A MOTION WAS MADE BY COUNCIL MEMBER WILLENBRING, SECONDED BY COUNCIL MEMBER MOORE TO WAIVE READING AND ADOPT RESOLUTION 2025-01, APPROVING A CONDITIONAL USE PERMIT FOR A HOME OCCUPATION (DENTAL WORKSHOP) AT 4066 GOODWIN AVENUE NORTH, WITH CONDITIONS INCLUDED IN THE ATTACHED RESOLUTION. 5 AYES CITY ATTORNEY No report. ADMINISTRATOR'S REPORT a) Approve City of Oakdale 2025 Legislative Priorities Ms. Volkers noted that language in the Local Government Aid (LGA) section had been updated from past tense to present tense. Assistant City Administrator Jake Foster went over the changes that were discussed at the December 10, 2024 Workshop, noting these changes clarify and refine the City’s legislative priorities and needs for the upcoming session. A MOTION WAS MADE BY COUNCIL MEMBER MOORE, SECONDED BY COUNCIL MEMBER SEVERSON TO APPROVE THE CITY OF OAKDALE 2025 LEGISLATIVE PRIORITIES AS OUTLINED IN THE ATTACHED DOCUMENT. 5 AYES COUNCIL PRESENTATIONS Council Member Morcomb reported that Oakdale City Hall, in partnership with Washington County, now has a prescription drug drop off box. Mayor Zabel made announcements about the following: • This is the first City Council meeting of 2025, and on behalf of the City, we wish you a happy, successful, and prosperous year! • Three Oakdale skating rinks are now open – Eastside Park Rink, Walton Pleasure Rink, and Walton Hockey Rink. All Oakdale outdoor rinks are maintained, supervised rinks with heated warming houses. Warming house hours are Monday through Friday: 4–8 PM, Saturday: 12–8 PM, and Sunday: 12–7 PM. 5 • The Oakdale Indoor Market is open on Saturday, January 25th from 9 AM to 1 PM at the Discovery Center. • A new transit option, Metro micro, is now available through Metro Transit. Metro micro is a shared ride service, using ADA-accessible minibuses. For more information, visit www.metrotransit.org/micro-woodbury • Public Works is still disposing of natural Christmas trees for residents through January 31st. The disposal cost is just $3 per tree. Drop off hours are Monday through Friday from 7 AM to 3:30 PM at 1900 Hadley Avenue N. • City offices and facilities will be closed on Monday, January 20th, in observance of Martin Luther King Jr. Day. • Congratulations and thank you to all newly elected officials! CLAIMS A MOTION WAS MADE BY COUNCIL MEMBER MORCOMB, SECONDED BY COUNCIL MEMBER SEVERSON TO APPROVE CLAIMS FOR THE PERIOD DECEMBER 11, 2024 TO DECEMBER 24, 2024 IN THE AMOUNT OF $1,526,157.96. 5 AYES A MOTION WAS MADE BY COUNCIL MEMBER MORCOMB, SECONDED BY COUNCIL MEMBER MOORE TO APPROVE CLAIMS FOR THE PERIOD DECEMBER 25, 2024 TO JANUARY 14, 2024 IN THE AMOUNT OF $8,014,370.28. 5 AYES Washington County Commissioner Stan Karwoski congratulated new Council Members Moore and Sev- erson, and expressed good wishes to all for the new year.
