SPECIAL WORKSHOP OAKDALE CITY COUNCIL November 30, 2021 The City Council held a workshop on Tuesday, November 30, 2021, at Oakdale City Hall, 1584 Hadley Avenue North, Oakdale, Minnesota. The meeting began at 5:33 PM. Michael Salt, Norhart, Inc. Principal Architect Mike Keading, Norhart Inc. Civil Engineer HELMO STATION MIXED USE DEVELOPMENT (R5 PARCEL) Marie Dickover of Norhart, Inc. introduced the proposed project. Michael Salt, the architect for the project discussed his vision of the development and presented their concept plan and how it would affect the existing neighborhood. He reviewed a thorough PowerPoint on the proposed project. Included was the conceptual site plan and initial renderings of the building. The mayor and council asked questions and showed general support for the project. PLANNING AND ZONING TRAINING John Shardlow, Oakdale’s interim Community Development Director, did a presentation on planning and zoning training for the city council. AGENDA Special City Council Workshop Workshop November 30, 2021 Council Chambers 5:30 PM Helmo Station Mixed Use Development (R5 Parcel) 6:20 PM Planning and Zoning Training Adjournment COUNCIL MEMORANDUM To: Honorable Mayor and City Council From: Erin Perdu, AICP, Interim City Planner Date: 11/30/2021 Subject: Helmo Station Mixed Use Development (R5 Parcel) At the November 30th City Council Special Workshop, representatives from Norhart Development will present their concept for development of the R5 parcel in the Helmo Station PUD area. Attached to this memo are the conceptual site plan and initial renderings of the building. Norhart will be developing both the R5 and R6 parcels in the area but is initially proposing just one mixed-use building on the R5 parcel. The building will include apartment units on the upper floors; retail, restaurant and office space on the ground floor; and several levels of parking. Below is the adopted Helmo Station BRTOD Plan showing planned land use for the area. The R5 and R6 parcels are planned for high-density residential with ground level commercial along Helmo Avenue. There are some areas where the proposal deviates from the requirements of the Helmo Station PUD (HS-PUD). The proposed building is seven stories in height, one story greater than the maximum allowed in the HS-PUD. The proposed number of units and density are also in excess of what is permitted in the HS-PUD. The developer states that the density will be approximately 100 units per acre, where the HS-PUD permits a maximum 50 units per acre. The HS-PUD district anticipates a maximum of 594 housing units on the high-density parcels to the east of the BRT Guideway. The developer is proposing approximately 520 units on the R5 and R6 parcels alone. The developer will be prepared to discuss these issues and provide a visualization of how the building would impact surrounding residential areas. The developer will be looking for your feedback prior to making a formal submittal. We anticipate this project coming before the Planning Commission in January. Volkers, City Administrator Date: 11/30/2021 Subject: Planning and Zoning Training John Shardlow, FAICP, Senior Principal at Stantec is our interim Community Development Director working with Oakdale on development projects. Mr. Shardlow has provided training for elected and appointed officials through Government Training Service for over 35 years and has offered to do the same for City of Oakdale staff and elected officials. Mr. Shardlow will review the role of applicable governing documents such as small area plans, zoning ordinance(s), comprehensive plan, plats, conditional use permits and other tools for the city to plan and zone. He will review the hierarchy of the development and planning process from source, limitations, authority, site plan review, to development. Mr. Shardlow will outline general responsibilities of staff, commissions, and elected officials in this process. He will review the important community planning process planning and zoning ordinance considerations along with environmental considerations. Mr. Shardlow will also review the standard 60 day rule. We hope this training will assist us in effectively leading the community through the many current and pending projects in Oakdale.
