COUNCIL SPECIAL MEETING MINUTES
June 2, 2020

2020 Ward 4 Exterior Maintenance Program
Council reviewed ten applications for the Ward 4 Exterior Maintenance Program with $26,268.75 in total. The
total fund consists of $26,145.50.
Program Review
Warren. The Mayor indicated with the economy; he will review the project. The developer has not started
structural activity yet but hoped to begin in July. Rogers: Although a few people asked me about extending the
deadline to July 15th, I have not really advertised it. Hardin asked about the project requirements. Warren:
The original cut off was a little early, so the Building Dept. requested the cut-off date to be extended because
the applications were slow in coming in. Rogers: May 15th deadline was mailed out to residents. Warren: It
was originally May 15th but they did not have enough applicants for the funding. Hardin: We have met the
dollar amount. Are we saying we are not taking any more applications since the funding is used this year?
Rogers: We need to speak to the Mayor next week. Hardin mentioned $80,000 expended in 2019 and
$148,750 each year thereafter until 2023. We do not have that money. Rogers: Originally the Mayor told
everyone it would be $135,000 but he then stated the first year would be $80,000 since there was no
construction started. Going forward, I spoke with him; and amended the other years to $148,750. Warren:
When we meet on Tuesday, we will get a clear understanding from the Mayor’s meeting with the developer.
Covid-19 hit and compromised development all over the country. Hardin asked about the number of houses in
Ward 4 and the figures. Warren: There will be a cut-off at some point. It is on a first come first serve basis
based on funding available to the residents. Hardin: There is no reason to have the projected dollar amount
based on the number of people using it. Rogers: Let’s not worry about the amount at this point, we will wait to
see what the Mayor has to say. Williams: I am confused. I asked if there would be a lapse. Is he saying, he will
speak with the developer who may put in the funds for this program next year? Warren: The $80,000 must be
reimbursed and we need to see where the developer is regarding his contribution moving forward with this
grant. Williams: Is this in addition to the summer camp donation? Warren: Yes.
Motion to approve all ten recommendations of the Building Dept. made by Rogers seconded by Williams
YES VOTES: Warren, Gaither, Callender, Hardin, Rogers, Williams
