Call To Order and Roll Call Present Vice Chair Shari Ausley Jane Cosand Holland Drake Christina Snook Ira Holmes Tom McCullough Chairperson James Richard Ted Smith Absent Michelle Partin 2. Public Meeting Notice Acknowledgement The public notice for the Ocala Historic Preservation Advisory Board meeting was posted on September 28, 2022. 4. Certificates of Appropriateness Attachments: 122 SE Wenona mtg pckt Ms. Breah Miller commented the applicant completed the vinyl exterior porch and painted the railing. She presented several property photos of the completed work. The original natural wood porch flooring was replaced with vinyl flooring, without a COA or building permit, and the original railing was painted black. Edwin Torres, 1318 Montgomery Avenue, Wesley Chapel, FL, commented through his interpreter Catalina Escobar, that the wood vinyl flooring was there after he bought the property. Mr. Richard noted the property owner must come before the Board for any exterior improvements. Mr. Torres stated he will not make any more renovations to the exterior of the house. Mr. Richard noted the applicant is seeking approval for the flooring. He asked if the railing is new. Mr. Edwin Torres responded he painted the original railing. Ms. Miller noted the applicant painted the original railing. Ms. Ausley stated the selected flooring material does not preserve the historic nature of the entrance. The flooring does not match the character of the house. Ms. Jane Cosand concurs with her fellow Board Members. She noted the moisture is lifting the flooring in the photos. Mr. Tom McCullough suggested the applicant choose a more authentic flooring material to compliment the home. Mr. James Richard asked what is beneath the vinyl flooring. Mr. Edwin Torres responded new plywood flooring is underneath the vinyl flooring. The original wood flooring was removed due to termites. Mr. James Richard stated the vinyl flooring is not visible from the stairs and has zero concerns regarding the flooring. Ms. Jane Cosand expressed concern the vinyl flooring will lift from the moisture. Ms. Shari Ausley commented the Board should apply the standards to historic properties. Mr. Tom McCullough concurs with Ms. Shari Ausley’s comments regarding property standards. The property owners are responsible for preserving the historic nature of the property. Mr. James Richard asked if the Board previously discussed flooring. Mr. Gus Gianikas responded the Board never discussed the flooring. Mr. James Richard asked if the flooring was completed with the fence. Mr. Edwin Torres responded yes, the flooring and fence were completed at the same time. Mr. Ira Holmes stated the property owner should use similar materials that preserve the historic nature of the home. Mr. James Richard asked why the applicant choose to apply for a CA. Mr. Gus Gianikas responded the matter is part of a Code Enforcement case. Mr. Holland Drake noted the Board is not responsible for enforcing colors. Mr. Gus Gianikas responded the Board has no authority over painting colors; however, the Board has control over chosen material colors. Mr. Holland Drake noted more properties are using modern materials. Mr. Ted Smith stated the chosen modern material does not match the historical nature of the house. Mr. Tom McCullough noted the house is considered an investment property. Mr. Edwin Torres stated he plans on operating the property as a rental and requested approval to keep the vinyl flooring. Mr. Tom McCullough spoke on preserving the historic structure. Ms. Jane Cosand requested the applicant replace the flooring with similar materials. Mr. James Richard asked if the applicant plans on operating the property as a rental and changing the flooring later on. Mr. Edwin Torres responded yes, he plans on operating the property as a rental and will replace the flooring later on to save money. Ms. Shari Ausley stated the applicant was unaware of the guidelines for exterior alterations of historic properties. She made a motion to deny the application, and requested the applicant replace the porch flooring with a more suitable material. Furthermore, she approves the black painted railing. No public comments. No letters of objection. Mr. Holland Drake noted the applicant can choose to install solid color decking. Mr. Tom McCullough stated the issue is regarding the use of vinyl flooring, not the multicolor pattern. The applicant can receive a staff CA, by replacing the porch flooring with a similar material and design. Mr. Ira Holmes commented property owners should be allowed to use composite decking in the Historic District. He noted the Board is opposed to the texture and pattern of the current flooring. Mr. Tom McCullough reiterated the applicant should install similar materials when improving the porch flooring. Mr. Holland Drake spoke on maintaining the visual appearance to preserve the historic character of the house. He questioned if the previously enclosed porch is considered an interior room. Mr. Tom McCullough commented the porch is considered a conveyance (exterior portion of the house). Ms. Jane Cosand commented the goal is to maintain the historic flooring on the property. Ms. Shari Ausley commented the porch flooring should have a straight run design. Mr. James Richard asked if the Board would like staff to make the final decision. Mr. Ira Holmes stated the same visual appearance requires staff approval, not Board approval. Ms. Shari Ausley suggested adding visual appearance language to the motion. Mr. Tom McCullough reiterated the applicant must install a similar porch flooring design that compliments the historic home. Ms. Jane Cosand stated the Board should consider the type of material installed. Ms. Shari Ausley suggested having the applicant comeback before the Board. Mr. Jerry Stevens, 933 SE 12th Place, Ocala, FL, stated the original flooring was a ¼ tongue & groove pinewood. He noted vinyl flooring should never be installed on top of pinewood. He provided a brief overview on tongue & groove flooring installation. The Board agreed to have the applicant comeback before the Board. Mr. Edwin Torres requested more information regarding the porch flooring. Mr. Gus Gianikas requested the applicant meet with City staff and submit specifications/illustrations for staff to review. Mr. Holland Drake noted ceramic tile cannot be installed over plywood. Mr. Holmes reiterated staff approvals will not come before the Board. Mr. Edwin Torres agreed to meet with Mr. Gus Gianikas to further discuss the porch flooring. He presented several photos of the property. The insurance company insists the property owner replace the roof with architectural shingles. Ms. Stacy Cruz, 205 SE Sanchez Avenue, Ocala, FL, stated she plans on replacing the roof with identical colored shingles with a different material. The State Farm Insurance company requested the property owner replace the roof; however, a historic roofer stated the roof will last another 5-years. Ms. Jane Cosand asked Ms. Stacy Cruz if she consulted with other insurance companies. Ms. Stacy Cruz responded yes. Ms. Shari Ausley stated insurance companies cannot refuse to issue/renew homeowners’ insurance solely because of the roof age. She suggested Ms. Stacy Cruz consult another attorney. Ms. Stacy Cruz commented the insurance company is siding with the original home inspector, who stated the roof is only good for one-year. She disagrees with the insurance companies’ decision and plans on switching insurance companies. Mr. Ira Holmes discussed a Bill passed by the Florida Legislator on May 26th, which prohibits insurance companies from demanding roof replacements due to the roofs age. She presented several photos of the property and setback area. He provided a brief overview of the kitchen addition and variance. Ms. Jane Cosand stated she favors the proposed project. Old Business Attachments: METAL ROOFS Full HPB Item with Approved Colors Mr. Gus Gianikas provided a brief overview of Gainesville’s ordinance regarding metal roof colors. Mr. Ira Holmes suggested adding language regarding “other similar colors”. Mr. Gus Gianikas noted the City would like the metal roof colors to be reviewed/approved by the Board. The applicant will be able to use the color chart as a guide when choosing a metal color. Ms. Shari Ausley suggested the Board create an internal guide to streamline the process. Mr. Ira Holmes concurs with Ms. Shari Ausley. Mr. Gus Gianikas noted the fence regulations have been added to the Ocala Code. Mr. Ted Smith suggested creating a guideline booklet for the Board to utilize for application requests. Ms. Shari Ausley suggested creating an email with links to each file. Page 6 of 8 Historic Preservation Advisory Board Minutes October 6, 2022 Mr. Ira Holmes requested the City draft an ordinance. The Board agreed with drafting an ordinance. Ms. Shari Ausley suggested crossing the green colors out. The City should identify three major metal roof providers in the area and review their color charts. Mr. Gus Gianikas commented the goal is to prevent shiny metal roofs. Ms. Jane Cosand suggested the City choose colors similar to Gainesville. Mr. Holland Drake recommended the Board choose earth tone colors. Mr. Ira Holmes suggested copying the following paragraphs: 2,3,4, and 5. He noted the legislative review and insurance industry information is not necessary. The City should create a 2-page document. Mr. Gus Gianikas stated the City will prepare a draft for the Board to review. 7. New Business Mr. Gus Gianikas announced National Historic Preservation Week is scheduled on April 24-28, 2023. He invited the Board Members to participate in the event planning. Ms. Jane Cosand suggested hosting a window demonstration at the event. Mr. Gus Gianikas responded will do. 01:18:10 Unidentified Speaker suggested inviting a guy from Tampa, FL, that rebuilds windows to the event. Ms. Shari Ausley stated she is interested in attending the planning meeting for the event. Mr. Ira Holmes noted the City of Ocala will be hosting the Annual Meeting of The Florida Historic Preservation at the end of July 2023. Mr. Gus Gianikas commented the City will send event information to the Board. 3. Review of Meeting Minutes Motion to approve October 2021 - December 2021 and January, February, April and May 2022 minutes. There being no further discussion the motion carried by roll call vote.
