2. Proof of Public Notice
The public notice for the Ocala Historic Preservation Advisory Board meeting was posted on
October 25, 2022.

Ms. Shari Ausley said she had one correction to the minutes. The following words from
agenda item four, paragraph two, second sentence need to be removed "porch flooring
was replaced with natural wood" and replaced with "the original natural wood porch
flooring was replaced with vinyl flooring, without a COA or a building permit".
Motion made to approve the minutes as amended.

Ms. Breah Miller reported the applicant is requesting approval to install a 37" wooden
balustrade around the front porch. She presented several photos of the existing front
porch and the proposed balustrade design.

Ms. Nicole Clinton, 719 SE Tuscawilla Avenue, Ocala, FL, commented the proposed
railing will promote safety and comply with homeowner insurance requirements. The
property will operate as a 6-unit Airbnb in the community.
Ms. Jane Cosand stated the proposed design does not meet the historic requirements
regarding front facade. Mr. Gus Gianikas responded the building code requires a railing
for buildings over a certain amount of units. Furthermore, the Zoning Department has no
jurisdiction over Airbnb operations according to Florida’s State Law.
Motion to approve COA 22 45011, 719 SE Tuscawilla Avenue; to install a railing
around the porch. It was noted to the property owner that a building permit is required.

Ms. Shari Ausley recused herself from the case because she is the applicant.
Mr. Ira Holmes assumed duties as Chairman.
CRA Manager Gus Gianikas reported the applicant is requesting re-approval of an
expired COA granted in February 2021 to develop a single-family residence. He
provided a brief overview of the proposed site plan, front elevation, and sample photos.
Ms. Shari Ausley, 516 SE 12th Avenue, Ocala, FL, commented the site plan will be
modified to include an iron balustrade, if the installation cost is within budget. She
assured Ms. Jane Cosand pictures of the iron balustrade will be submitted to the Board.

5. Affirmative Maintenance
122 SE Wenona Avenue
Mr. Gus Gianikas reported the Board denied the applicants flooring request. The applicant
recently chose a new complying floor material, and staff will issue a CA for new porch decking.
716 SE Wenona Avenue
Door and carport trellis
Mr. Gus Gianikas reported the Board approved a trellis enclosure in October. He presented
several photos of the property.
Ms. Evelyn Bell, property owner, 716 SE Wenona Avenue, Ocala, FL, stated she is the
applicant.
Mr. Ezra Richard, contractor for property owner, discussed his email communications with the
City. The original aluminum structure was never removed from the property, and the planter
bags hanging on the door have been irrigated.
Mr. Gus Gianikas commented the issue before the Board should consider is the door/gate facing
Wenona Avenue.
Ms. Jane Cosand suggested the applicant remove the door and leave the three sides up.
Motion to approve COA21-44319, 716 SE Wenona Avenue; door and carport trellis. It was
noted to the property owner that a building permit is required.

Mr. Gus Gianikas reported the Board requested the applicant choose a door that complements
the building design.
Mr. Tom McCullough noted the Board did not favor the steel door design.
Ms. Jane Cosand stated the door design matches with the property’s window pattern.

Certificate of Appropriateness requirement
Mr. Gus Gianikas commented the property owner is selling the property. He provided a brief
overview of the property’s history and shared several historical photos. To note, the property has
an open code case with the City, and previously applied for COA’s have expired.
Ms. Deana Vaughn, 1450 SE 8th Street, Ocala, FL, stated she is very interested in purchasing
the property. She expressed concern regarding the incurring City fines (totaling $27,000).
Mr. Andrew Macintosh, Agent representing the property owner, stated the incurring City fines
are impeding the sale of the property. Ms. Jane Cosand responded the Board can make a
recommendation to the Municipal Code Enforcement Board regarding the fines.
Mr. Gus Gianikas commented the property is incurring daily fines due to the condition of the
building (affirmative maintenance); and reiterated no COA’s are required at this time.
A motion was made that no COA's are required at this time because they have all expired.

Code Enforcement Board waiver of fines
Motion stating no COA's are required at this time and recommending the Code Enforcement
Board waive Code Enforcement fines so 119 SE Sanchez can be purchased by applicant.

6. Old Business

Mr. Gus Gianikas reported staff is drafting guidance for metal roofs for the Board to
consider. He presented several photos of metal roof colors. He requested feedback from
the Board.
The Board agreed not to include green as an approved color.
Ms. Shari Ausley commented the Board will make a recommendation for adoption at the
next scheduled meeting.
Mr. Ira Holmes noted language changes to paragraph two and four. The City should cite
the Historic Preservation Code/Ordinance in the guide.
7. New Business
Mr. Gus Gianikas commented the City will invite the Board to the pending Historic Week
meeting. The Historic Week event will take place the last week of April 2023.
