Certificates of Appropriateness Attachments: Staff Report Packet Master File Ms. Miller reported the applicant is requesting to replace the roof on the house and accessory structure (carriage house), with a clay-colored Ultra RIB metal roof. Ms. Rebecca Drake, 211 SE Sanchez Avenue, Ocala, FL, stated the original roofing is unknown; and the plan is to replace the roof with a flat color. Currently, the roof is a mix of metal and asbestos shingles. The roofer recommended installing metal roofing, which is lighter, protects the structural integrity of the home, and is cost effective. Ms. Miller noted the shingle dimensions are ¾” high rib and 36” net coverage. Page 1 of 4 Historic Preservation Advisory Board Minutes April 6, 2023 Ms. Cosand questioned if the house located on the corner of Fort King, has the same metal roofing. She requested the applicant present an architectural shingle to mimic the existing asbestos shingles. Mr. McCullough and Ms. Ausley agreed, a shingle roof replacement is more appropriate to preserve the historic structure. Ms. Cosand suggested the applicant consider a staggered architectural shingle. Ms. Drake commented the insurance company requested an immediate roof replacement to avoid a policy cancellation. Furthermore, the metal roof is very cost effective and has a longer life span. Ms. Ausley cited Roof Guidelines - (SOI pg.15); Ocala HPDG pg. II-2. 7. Mr. McCullough recommended tabling the case to allow the applicant to submit shingle quotes. Mr. Richard said the property located at 733 SE Fort King, underwent a metal roof replacement that simulated clay tiles. The metal roof design on the property does not look like metal roofing. Mr. McCullough stated there are metal roof designs that look like shingles. Mr. Gianikas stated the applicant has several options: request an architectural shingle (certificate of appropriateness) or provide evidence showing the original roof was metal, as is being proposed or provide a more appropriate metal design. Mr. Smith stated he favored a shingle roof replacement. Ms. Megan McBride, 727 SE 3rd Street, Ocala, FL, stated she is representing her brother Mr. Seth Mcbride. Page 2 of 4 Historic Preservation Advisory Board Minutes April 6, 2023 Mr. Smith said the proposed window design lacks three-dimensional features, which is not acceptable. Ms. McBride stated the window expert told her the design is considered to be a comparable in quality to a name brand designs. Ms. Miller said she anticipates all the window screening will be removed for consistency. Ms. Ausley stated the proposed window design will not preserve the historic structure. Mr. Gianikas advised the applicant should take into consideration the design of the existing windows when choosing a window replacement. Mr. Comas stated the proposed design looks like a modern vinyl window. He stated many manufacturers make the same window with a flange or flangeless. The Board agreed to table the item. Affirmative Maintenance None 6. Old Business None 7. New Business Attachments: Staff Report Packet Ms. Miller presented a Preliminary Conference to propose a new construction build. She provided a brief overview of the following: current conditions, variance, and design plan and the applicant is proposing a historic house design. Mr. McCullogh recommended the applicant install siding instead of stucco. Ms. Ausley requested the applicant submit an architectural rendering. Mr. Comas agreed with Ms. Ausley and said the structure dimensions are very strange. Page 3 of 4 Historic Preservation Advisory Board Minutes April 6, 2023 Mr. Gianikas and Mr. Smith requested the applicant submit a plan showing side the elevations. Ms. Miller stated the applicant does not meet the setback requirements and will need to maintain front and rear yard setback of 18’. She clarified the height limitations for R-3 zoning. Mr. McCullough suggested using the Israel Brown house located at 119 NE Sanchez, as a conceptual idea for architectural style. Ms. Ausley suggested the applicant reevaluate the scale of the project. Ms. McBride said the shed permit was removed; and the remaining outstanding issue is the shared driveway. Ms. Miller provided a brief overview of the property’s history regarding the driveway and explained the Board may need to make a recommendation for variances. Mr. McCullough stated he does not favor the proposed dimensions. Rebecca Drake, 211 SE Sanchez Ave, Ocala, FL, spoke in opposition of the new construction project. She expressed concern regarding the scale of the proposed project,.and added she favors the Israel Brown house concept. Ms. McBride stated the applicant is in Belize doing mission work and will be returning in June. She said the applicant is open to other styles. Ms. Miller commented the City will send the applicant a summary of the hearing. The applicant submitted five different options to the City. The City will take new pictures of the property for the Board to review. Ms. Ausley requested the applicant submit more information. 8. Adjournment The meeting adjourned at 5:09 pm. Page 4 of 4
