Public Meeting Notice Acknowledgement The public notice for the Ocala Historic Preservation Advisory Board was posted on February 21, 2023. 3. Review of Meeting Minutes February 2, 2023 Minutes Attachments: Draft Minutes 2-2-23 Ms. Cosand and Mr. Holmes expressed concern regarding findings of fact and citing of guidelines. Mr. Gianikas clarified the motion procedure for government meetings. He noted, the meeting minutes are performed by a vendor. Ms. Ausley noted Robert's Rules states discussions are not required, only motions. Mr. Holmes stated he favors the minutes process. The minutes summarization includes significant details. Mr. Gianikas noted the meeting recordings are available online. Certificates of Appropriateness Page 1 of 5 Historic Preservation Advisory Board Minutes March 2, 2023 Attachments: 613 Tusc pckt for mtg COA23-45080 Stormant letter Mr. Gianikas reported the applicant is requesting approval for a 6-foot privacy fence around the perimeter of the property, which has already been installed. To note, the south boundary of the property abuts an unimproved alley. Ms. Ausley read a letter submitted by an adjacent property owner. Mr. Gianikas stated he received a phone call from the adjacent property owner to the north regarding the fence gap. He confirmed the Board is only evaluating the appropriateness of the fence. Mr. Harry Dalbow, 6600 E. Mobile Street, Inverness, FL, stated the previous tenants bent the existing fence post and removed the fence. The new fence was properly installed on the subject property; and the fence is not blocking the alley. Mr. Gianikas confirmed the shed is not blocking the alley. Ms. Snook noted the fence guidelines state the maximum fence height allowed is 4-feet, for fences facing the street. Mr. Gianikas stated the fence height is up to the Board's discretion. Mr. McCullough noted the alley is vacant; and no fencing is located in front of the subject property. Mr. Gianikas confirmed the 6-foot fence can go up to the front façade. To note, the new fence was built without a COA (certificate of appropriateness); fine was paid. Motion to approve Case File #133; COA23-45080, 613 Tuscawilla Ave.in accordance with Sec.94-86 Fences. She provided a brief over view of the approved project improvements. Mr. Jerry Stevens, 933 SE 12th Pl, Ocala, Fl, stated he is representing the applicant. He Page 2 of 5 Historic Preservation Advisory Board Minutes March 2, 2023 provided a brief overview of the property’s history, and the improvement plan. The plan includes the installation of a picket fence on the subject property. Motion to approve Case File #181, COA23-45099, 1137 SE 7th St.,.in accordance with Sec. 94-82 Alterations and additions. RESULT: APPROVED MOVER: Jane Cosand SECONDER: Ira Holmes AYE: Cosand, Holmes, McCullough, Smith, Comas, Chairperson Ausley, and Vice Chair Snook ABSENT: Drake, and Richard Attachments: Staff Packet FMSF Ms. Miller commented the Board previously approved a pool for this site. The applicant is prohibited from installing a fence on a public alley. The applicant addressed the issue by submitting a modified site plan. Mr. Gianikas clarified the gate height regulations. The applicant is proposing to install a picket fence on the subject property. Ms. Ausley read a letter submitted by an adjacent property owner. Motion to approve Case File # 14; COA23-45102 in accordance with Sec. 94-86 Fences. RESULT: APPROVED MOVER: Christina Snook SECONDER: Jane Cosand AYE: Cosand, Holmes, McCullough, Smith, Comas, Chairperson Ausley, and Vice Chair Snook ABSENT: Drake, and Richard Attachments: Staff Report Packet Master File The Board tabled discussion to the next scheduled meeting. RESULT: TABLED MOVER: Ira Holmes SECONDER: Tom McCullough AYE: Cosand, Holmes, McCullough, Smith, Comas, Chairperson Ausley, and Vice Chair Snook ABSENT: Drake, and Richard 5. Affirmative Maintenance Mr. Gianikas provided a brief update regarding the property located at 119 NE Sanchez. The new homeowner hired a contractor to complete property Page 3 of 5 Historic Preservation Advisory Board Minutes March 2, 2023 improvements. He requested feedback regarding the draft guidelines for the metal roofs. The Board recommended the following: alternative materials, dark/natural/muted colors, and replace the word "silver" with reflective/bright/shiny/distracting metal roofs. Mr. Gianikas requested feedback from the Board regarding replacement requests for existing metal roofs. Mr. McCullough suggested evaluating the replacement of metal roofs on a case-by-case basis. Ms. Ausley concurred and said the request should be considered by the Board. Mr. Gianikas stated neighborhood settings regarding fences will be addressed at the next scheduled meeting. Mr. Holmes made a motion for the metal roofs recommendations go to City Council for consideration and approval. Seconder, Ms. Jane Cosand. There being no further discussion the motion carried by roll call vote. Election of Chair and Vice Chair Mr. Gianikas requested Chair nominations from the Board. Mr. Holmes made motion to nominate Shari Ausley for Chair; Mr. Smith second. The Board nominated Christina Snook as Vice Chair. There being no further discussion the motion carried by roll call vote. New Business Mr. Gianikas stated the Board can provide feedback for the events planned for Historic Month. The next meeting is scheduled on March 8, 2023, at 9 am. Mr. Smith requested the City invite the principal from the Ambleside High School to do a short presentation on the restoration of the building.
