2. Proof of Publication
The public notice for the Ocala Historic Preservation Advisory Board was posted on January 24,
2023.
3. Review of January 5, 2023 Meeting Minutes
Ms. Shari Ausley suggested the property attachments reference the property address.
Mr. Ted Smith suggested including the case file number; and noted the minutes verbiage is brief.
Ms. Jane Cosand noted two corrections (page 2 and 3). She confirmed she did not state the
“fence material was not approved” or “the Board approved double hung windows only”.
Furthermore, Chuck Holland’s last name is misspelled on page 3.
There being no further discussion the motion carried by roll call vote.

Ms. Breah Miller reported the applicant is proposing to convert the porch into an office.
She presented several photos of the property. Furthermore, the applicant plans on
replacing the front door and windows.

Ms. Noelle Smith, 1237 SE 8th ST, Ocala, FL, confirmed the existing windows facing
8th Street do not have a grill pattern; only the large front double-pane windows have a
grill pattern.
Ms. Jane Cosand stated the modern front door and store front windows will change the
nature of the house.
Ms. Noelle Smith noted they chose to replace the front windows with energy efficient
store front windows, due to inventory availability at this time. The remaining windows
on the property are considered Jalousie windows.
Ms. Shari Ausley stated the front door and window replacements present a modern
appeal. Furthermore, the store front windows are not consistent with the architecture of
the home.
Mr. Holland Drake suggested the applicant consider installing residential windows with
a mole bar.
Ms. Noelle Smith stated she will review the Andersen windows brand. She plans on
replacing all the windows on the property in the future.
Mr. Gus Gianikas stated the Board must determine if the proposed changes are
consistent/compatible with the style of the home. The Board is prohibited from
recommending window brands.
Mr. James Richard commented the Board cannot say the chosen replacements diminish
the historical architectural character of the building.
Ms. Shari Ausley recommended the applicant choose a window that is consistent with
the home design.
Mr. Gus Gianikas noted simulated grills can be attached to the window to create a
multi-pane design.
The Board agreed to table discussion; and requested the applicant submit information to
the City regarding the proposed home design.

Ms. Breah Miller provided a brief overview of the site plan for the proposed four lot
three-story subdivision. She confirmed each lot will have the same layout.
Mr. Jerry Stevens, SPAA, 1515 E. Silver Springs Blvd, Suite 100 East, stated the
backyard pools are optional. He noted the development project will not affect the Old
Stagecoach Wall.
Mr. Holland Drake confirmed the development project will not disrupt the historic wall.
Mr. Jerry Stevens addressed property height concerns. The properties are setback 35-feet
from the property line, and considered 2.5-stories, not 3-stories. Furthermore, a 6-foot
privacy wall will be installed on each lot.
Mr. James Richard read several emailed public comments into the record.
Mr. Holland Drake provided a brief overview of the historic wall.
Ms. Lela Curly, 1214 SE 7TH Street, stated HOPS (Historic Ocala Preservation Society)
expressed great interest in the subdivision development project. She expressed concern
regarding the following: design consistence in the Historic District, wall/building height,
proposed materials, and privacy.
Mr. Sol Anker, 930 SE 5TH Street, expressed concern regarding the construction phases,
and building design.
Mr. Holland Drake commented the goal is to build a four-lot subdivision with a modern
farmhouse appeal. The plan is to market the lots next quarter, and buyers will be able to
customize the interior. He anticipates the development project could take up to 5-years to
complete. To note, lot construction will start once the lot is sold.
Ms. Shari Ausley confirmed the Board will only consider the facade and materials.
Mr. Jerry Stevens provided a brief overview of the guidelines.
Mr. Ted Smith, Ms. Shari Ausley, and Mr. James Richard favor the proposed
development project.
Mr. Mark Grow, 705 SE 4TH Street, complimented the developer for pursuing
development of the mentioned vacant lots. Furthermore, he expressed concern regarding
the height of the privacy fence.
Mr. Holland Drake confirmed the existing block wall is approximately 6-feet with Ms.
Christina Snook.
Mr. Jerry Stevens stated the proposed site plan design creates ample privacy for each lot.
Mr. Ira Holmes stated he favors the proposed development project; however, he

expressed concern regarding yearly construction. Mr. Gus Gianikas responded the Board
has no say regarding the construction timeline.
Ms. Breah Miller confirmed the fence height information is located on Drake letterhead
in the packet with Ms. Shari Ausley.
Mr. Jerry Stevens presented construction project renderings of the 6-foot wall.
Motion to approve 4 three story home facade for new construction for 932 SE 5th Street,
Section 94-82.

Ms. Breah Miller reported the applicant is proposing to convert the porch into a
sunroom.
Mr. Steve Kern, 704 SE Wenona Avenue, stated the Board previously approved window
replacements 6-years ago, and 22 historic windows remain on the property. The plan is to
maintain the existing deck foundation; and the design will tie into the existing mudroom.
Furthermore, flat soffit will be installed underneath to enclose the roof.
Mr. Ted Smith noted a discrepancy on the site plan regarding the existing roof line.
Furthermore, he requested more information regarding the roof line.
Mr. Steve Kern commented the roof line will extend out 6-inches, and the new roof line
will extend out as far as needed.
Ms. Jane Cosand stated she favors approving the application.
Ms. Shari Ausley questioned how the deck will tie into the existing structure. She
requested the applicant install a similar awning with brackets to preserve the historic
appeal.
Mr. Ted Smith requested the applicant submit drawings to the City regarding the roof
lines and wall connections.
Mr. Gus Gianikas requested the Board consider if the proposed improvements affect the
character of the building.
Mr. Steve Kern confirmed the renderings were from an architect firm.

Ms. Shari Ausley stated the architect drawings do not line up with the site plans.
Ms. Breah Miller clarified the plan discrepancy.
Mr. Steve Kern spoke on the existing design of the deck.
Ms. Shari Ausley addressed concerns regarding the Boards authority to consider the back
of a property.
Mr. Ted Smith requested the applicant submit new drawings clarifying the intersection of
the existing wall and roof line, for both corners.
For the record, Mr. Ted Smith’s motion failed, and Ms. Jane Cosand’s motion passed.

Mr. Gianikas reported the applicant is proposing to replace the second-floor balcony roof
with an aluminum roof. Furthermore, install new columns and railings.
Mr. Jody Lumel, 732 SE 13th Street, confirmed the second-floor balcony has an existing
metal roof. The plan is to replace the aluminum awning with a silver metal roof.
Mr. Tom McCullough favors the matching metal roof design.
Ms. Christina Snook requested the Board add language stating they are approving a
matching metal roof.
Motion to approve to remove aluminum roof over second floor balcony and replace with
wood shed roof for 621 E. Fort King St. Section 94-82.

5. Affirmative Maintenance
Mr. Gus Gianikas provided an update regarding the property located at 119 NE Sanchez. The
buyer stated they are closing on the property and hired a contractor. The Code Enforcement
Department will work with the buyer to remedy the outstanding property fines.

Mr. Gus Gianikas stated the City mailed letters to historic property owners and updated the COA
application. Furthermore, the City updated the website; and Historic Preservation Month is
scheduled in May. The next planning meeting is scheduled on February 22, 2023. He provided a
brief overview of the agenda for the upcoming meeting. To note, reappointments are going to
City Council on February 21, 2023, and new terms will start on March 1, 2023.
