Certificates of Appropriateness Attachments: Staff Report Application packet Mater Site File Ms. Miller provided a brief overview of an application submitted for the property located at 1140 E Fort King Street. The applicant is requesting to install a 4-foot simulated wrought iron fence along SE 11th and a 4-foot masonry/simulated wrought iron fence along E. Fort King Street. Mr. R.J. Jenkins, 1140 E. Fort King Street. Ocala, FL., provided a brief overview of the fence installation plan. The goal is to maintain the historic character of the property. The applicant is proposing several property improvements: fencing, windows, doors, porch, and roof/trimming. Ms. Miller mentioned the applicant is proposing to install MI brand windows or similar product. Mr. Smith requested the applicant provide more information regarding the windows. Mr. Jerry Stevens, 933 SE 12th Place, Ocala, FL., confirmed dimensional windows will be installed, and a sample will be submitted to the City. Mr. Drake asked to see the site plan for the variance. Ms. Miller said it will be 5-feet in between the garage and the property line and a request for a 20-foot variance will need to be approved by the Board of Adjustment. Mr. Stevens clarified the non-conforming/variances on the property. Motion to approve the renovations, Section 94-86 Fences, Section 94-82 Exterior Alterations, table the windows, and recommend a approval for a variance for 222 SE 13th Avenue. The applicant is proposing several property improvements: fencing, shed, driveway, and patio with pavers. She discussed the community outreach to stop work being done before COA approval. Motion to approve Section 94-82 Fences and Exterior Alterations for 721 SE 3rd Street. The applicant is requesting to replace the clay roofing tiles with traditional architectural asphalt shingle roofing. Mr. Steve Rogers, 1138 SE 5th Street, Ocala, FL, stated the house was built in 1963. He discussed the condition of the roof. The traditional architectural asphalt shingle roofing is financially feasible. Mr McCullough stated he favors a shingle roof. He said shingle roofs are very common with that type of architectural design. Motion to approve Section 94-82 Exterior Alterations for 1138 SE 5th Street, Ocala, FL. Affirmative Maintenance 6. Old Business Ms. Miller provided a brief overview on a previously approved application for 315 SE Watula Avenue. Due to the board liking how the windows turned out at 315 SE Watula Avenue, 620 SE Page 3 of 6 Historic Preservation Advisory Board Minutes July 6, 2023 Sanchez will come before the board at the next meeting. 7. New Business Ms. Miller discussed an application submitted for the Israel Brown house located at 1415 SE 8th Street. The applicant is proposing to replace the metal roof with a different metal roof color; the gutters will be replaced to match the new roof. The Board must consider if a Certificate of Appropriateness (COA) is appropriate, or if the request must go before the Board. Mr. Jon Von, 1415 SE 8th Street, Ocala, FL, stated the leaky roof needs to be replaced as soon as possible, to prevent further property damage. Ms. Miller requested the Board consider if a COA is appropriate for the gutters. Mr. Holmes suggested the City issue a COA for the gutters. Mr. McCullough and Mr. Drake favor the gutters request going before the Board. Mr. Smith and Mr. Richard noted the proposed gutter material is different from what was previously approved. Mr. McCullough commented the new gutter material will have to go before the Board; however, if the applicant does not change the gutter material staff can issue a COA. The Board agreed to extend the 6-month extension. There being no further discussion the motion carried by roll call vote. She provided a brief overview of the site plan. Mr. Joe Carvalho, 727 SE 3rd Street, Ocala, FL, stated the goal is to build a structure that contributes to the historic character of the district. He said they plan on using restored/savaged windows. Mr. McCullough favors the use of restored/savaged windows. Mr. Jim Drake, 211 SE Sanchez, Ocala, FL., expressed concern the pergola and pavers extend to the property line. He questioned why the applicant is requesting a 15-foot setback. Ms. Miller explained the pergola is not attached to the roof, it is considered an accessory Page 4 of 6 Historic Preservation Advisory Board Minutes July 6, 2023 structure with a 3-foot rear property line requirement. Mr. John Tory, 1229 E. Fort King Street, Ocala, FL., stated he supports the empire house development project. Mr. Carvalho clarified the 3-foot setbacks for the pergola. Ms. Lila Curly, Ocala Preservation Society, stated the proposed empire design does not fit with the surrounding historic properties. Mr. Carvalho mentioned the proposed height is 26-feet. Mr. Comas suggested the applicant modify the design to fit with the historic character of the community. Ms. Miller cited Section 94-82 of the City regulations. Mr. Drake stated new construction must fit the historic character of the community. Mr. Smith requested the applicant submit panoramic pictures of the surrounding properties. Mr. Carvalho provided a brief overview of the neighborhood survey. Mr. McCullough spoke on the importance of building a structure that contributes to the historical character of the community. Ms. Miller said she would email the Board the addresses of the houses around the area and she will take pictures of surrounding properties for the next meeting. Mr. Holmes commented the goal is to find a design that is visibly compatible with the community. Mr. Smith suggested the applicant modify the landscape design. Mr. Comas said the chosen design lacks a porch. Mr. Carvalho commented the National Guidelines state the house should be distinguishable, not replicate an historic home. Ms. Miller noted the City is working on codifying the City Code with the National Guidelines. Mr. Holmes anticipates height and density will be a concern in the future.
