Public Meeting Notice Acknowledgement The public notice for the Ocala Historic Preservation Advisory Board was posted on August 3, 2023. 3. Review of July 6, 2023 Meeting Minutes There being no further discussion the motion carried by roll call vote. RESULT: APPROVED MOVER: Holland Drake SECONDER: Ira Holmes AYE: Cosand, Drake, Holmes, McCullough, Smith, Comas, Chairperson Ausley, Richard, and Vice Chair Snook 4. Certificates of Appropriateness a. Attachments: Staff Report Application Packet Master Site File Ms. Miller provided a brief overview of the application submitted for the property located at 1241 E Fort King Street. Mr. John Torrey, 1229 East Fort King, Ocala, FL, stated they plan on installing a freestanding porte cochere, redoing the curb cut and the low slope will be located at the top window for maintenance purposes. Mr. Jerry Stevens, 933 SE 12th Place, Ocala, FL, provided a brief overview of the site plan and said the proposed roof will have a low slope membrane. Attachments: Staff Report Application Packet Master Site File Ms. Miller provided a brief overview of the application submitted for the property located at 211 SE Sanchez Avenue. Mr. Drake and Mr. Comas favor the dark gray color. Ms. Rebecca Drake, 211 SE Sanchez, Ocala, FL, stated the dark gray material is not shiny. Motion to approve Section 94-82 (g) (1) Exterior Alterations for 211 SE Sanchez Avenue. Attachments: Staff Report Application Packet Master Site File Ms. Miller provided a brief overview of the application submitted for the property located at 620 SE Sanchez Avenue. Mr.Smith said the vinyl windows have no wood sub frame. Ms. Miller said the applicant will recess the windows like the ones located at 315 S. Watula Avenue. Seth McBride, 8440 SE 21st Avenue, Ocala FlL, stated the vinyl windows will replicate the existing historic window design. Mr. Smith and Ms. Cosand agreed the proposed window design diminishes the architectural and historical character of the building. Mr. Drake stated the windows have depth. Mr. Comas stated the applicant followed the Boards orders. Motion to approve the MI windows to be recessed a minimum of 1 1/2 inches from the face of the trim and sills added. Section 94-82 (g) (1) for 620 SE Sanchez Avenue. Attachments: Staff Report Application Packet Master Site File Ms. Miller provided a brief overview of the application submitted for the property located at 720 E Fort King Street. Mr. Philip Glassman, 720 E. Fort King Street, Ocala, FL, stated a temporary 1 ½ inch wood vinyl grid was added to the window. He explained the challenges with the window and the contractor. Mr. Smith stated the applicant has demonstrated improvement. He suggested the applicant consider a double or single hung window design. Mr. Drake stated the muntins will be attached to the window. Ms. Ausley stated she does not favor the gap in the window design, and cited Section 94-82 (g) (1). Mr. Comas noted the muntins will prevent opening the window. Mr. Drake stated he favors the proposed window design. He noted the applicant can adjust the muntin depth. Mr. Glassman suggested installing wood muntins to create dimension. Page 3 of 6 Historic Preservation Advisory Board Minutes August 3, 2023 Mr. Drake stated the muntin depth should match the window frame depth. Furthermore, add an ogee profile. Ms. Cosand stated she does not favor a flat muntin. Motion to approve muntins 1 1/2 inch wide, fastened to the glass, the depth of the muntins is the depth of the framing, in composite material and ogee profile, per Section 94-82 (g) (1) for 720 E. Ms. Jill Cronkrite, 714 NE 2nd Street, Ocala, FL, stated she was unaware approval was needed by the City to install a standalone deck. She confirmed the fence existed before she purchased the property. Ms. Ausley said the deck does not diminish the historical character of the property. Ms. Miller mentioned the fence was included in the COA. Motion to approve Section 94-82 (g) (1) Exterior Alterations with a recommendation to paint the fence white. Mr. Jerry Stevens, 933 SE 12th Place, Ocala, FL, stated the plan is to restore the property back to its original historical character with an open porch. Mr. Denice Deluna, 10005 NE 28th Place, Ocala, Fl, confirmed the new door will match the existing door. Motion to approve Section 94-82 (g) (1) for 720 East Fort King Street. Attachments: Staff Report Application Packet Ms. Miller provided a brief overview of the new construction application submitted for parcel number 2820-028-009. The staff report included project material details. Mr. Joe Carvalho, 727 SE 3rd Street, Ocala, FL, provided a brief overview of the single-family construction project. The plan is to install restored windows and doors. The home will consist of three bedrooms and two bathrooms. Mr. Comas said the applicant made a great improvement to the design. Mr.Carvalho clarified the slate roof design and slab front door in the report. Ms. Ausley requested the applicant submit information regarding the roof and door. Ms. Kathleen Wilson, 624 SE Broadway Street, Ocala, FL, asked if the applicant plans on installing a screened or enclosed porch. Mr. Carvalho responded they plan on installing an enclosed porch. Mr. John Tory, 1229 Fort King Street, Ocala, FL, stated the empire style house would be a great addition to the Southeast District. Motion to approve the New Construction Design, but comeback to the board for roofing materials, front door and all windows and fencing. Section 94-82 New Construction for Parcel # 2820-028-009. Affirmative Maintenance 6. Old Business a 317 SE Wenona Avenue Update Ms. Miller provided a brief overview of an application submitted for the property located at 317 SE Wenona Avenue. The applicant has purchased the seals and painted the exterior. She said the permit was pulled for the side garage and will verify if the Board approved the doors that are on the house. 7. New Business a Florida Trust for Historic Preservation Conference- Ira Holmes b. Preservation on Main Street Conference Presentation - Ira Holmes Mr.Holmes gave a brief presentation of the Preservation on Main Street Conference. The conference discussed the following topics: teamwork, endangered locations, and historic homes. c. OHPAB Roundtable Ms. Miller explained the Boards role and how they should review facts and only discuss what is being presented. She said concerns should be voiced during Roundtable. Ms. Ausley spoke on the importance of following standard protocol. 8. Adjournment The meeting adjourned at 6:10 PM. There being no further discussion the motion carried by roll call vote.
