Discussion: Mr. Fred Roberts, 40 SE 11th Avenue, Ocala, FL, provided a brief overview of the development project. The plan is to add outdoor storage for third party users to accommodate business needs. No board discussion or public comment. Motion to approve ZON23-45261 to rezone from M-1, Light Industrial, to M-2, Medium Industrial, for a portion of the property located in the 3000 block of NE 36th Ave, between NE 25th Street and NE 33rd Street (Parcel 24236-000-00), approximately 2.12 acres. Page 4 of 9 Planning & Zoning Commission Minutes August 14, 2023 Discussion: Ms. Miller confirmed the items will be permitted by right in the OP zoning. The applicant must go through the site plan review process to pursue a multifamily development. Mr. Jimmy Gooding, 1531 SE 36th Avenue, Ocala, FL, stated a site plan was submitted for the daycare; the applicant will not receive an incentive for multifamily. The apartment development in the area will be performing transportation improvements, and the traffic study determined that no additional improvements were needed for the daycare center, and the existing abandoned right-of-way will be used as a buffer. Mr. Kesselring mentioned the rezoned PD parcel on the south and a larger buffer was included on the west side. Mr. Kesselring asked if they were doing a buffer between 25th and Woodland Village. Mr. Jameson Frederick, 1700 SE 17th Street, Ocala, FL, said further south, there is a buffer between the existing right of way and Woodland Village. Mr. Gooding stated the City helped the property owner acquire the 44-foot strip buffer, but there is no additional buffer. Ms. Constance Kuigley, 2314 18th Circle, Ocala, FL, asked when the intersection improvements will start. She requested the applicant improve the intersection before building the daycare center. Ms. Debra Griffin, 2415 SE 23rd Street, Ocala, FL, expressed concern regarding the roundabout improvement, traffic impacts, zoning, and increased crime. Mr. Gooding stated the plans are under review by Department of Transportation (DOT). Mr. Fred Roberts, 40 SE 11th Avenue, Ocala, FL, provided a brief overview of the final improvements. He anticipates DOT may perform their own improvements. Mr. Gooding stated the 25th Avenue improvements must be completed before receiving a CO (certificate of occupancy). The City executed a development agreement regarding the anticipated improvements. The applicant is requesting to change the zoning to allow a daycare center. Motion to approve rezone from OP, Office Park, and O-1, Office, to OP, Office Park, for property located approximately 520 feet southeast of the intersection of SE Maricamp. Ms. Madraveren said the setbacks and buffers depend on the type of development, but it would be 20-foot landscape buffer or 10-feet with a wall. Discussion: Mr. Lopez asked if the request was to get rid of the alley and rebuild. Ms. Govindaraju said yes they are asking to abrogate the 12-foot wide alley and portion of SW 13th Street. The alley way is privately owned by Marion County Hospitals and SW 13th Street is a public right-of-way. Mr. Kesselring asked if a specific motion was needed to address the utilities that have to be removed. The document is considered a long-term planning document insuring the City is complying with statutory requirements. Ms. Johnson gave an overview of the City of Ocala Comprehensive Plan while providing staff comments and the findings of fact. Discussion: Mr. Rudnianyn asked about 300 ERU and 167. Ms. Johnson said it was data that was collected by Water Resources. No public comment. Motion to approve a request to amend the City of Ocala Comprehensive Plan to approve the Water Supply Facilities Work Plan by reference; and amend associated Goals, Objectives, and Policies.
