Ms. Johnson explained and provided an overview of the request to amend the City's
Future Land Use Element of the Comprehensive Plan.
Jon Harvey, Tillman & Associates, 1720 SE 16th Avenue, Building 100, Ocala, FL, said
they have also submitted an application to rezone back to M-1 to be consistent with
everything on the south side of 24th Street.
Mike Finn, 2500 NE 38th Court, Ocala, FL, said he was familiar with the property and
did not see a problem with the request.
Motion to amend the City's Future Land use Element of the Comprehensive Plan by
deleting Policy 18.7 relating to development conditions for property located southwest of
the intersection of NE 24th Street and NE 36th Ave, north of the CSX railroad (Parcel #
244272-001-00); approximately 11.61 acres.

Mr. Rudnianyn asked why the buffer was set at 300 feet. Mr. Kesselring responded that
there was a lot of discussion regarding the buffer and now it is 150 feet.
Fred Roberts, 40 SE 11th Avenue, Ocala, FL, said it was originally approved at 150 feet
by Planning and Zoning Meeting, but it was vetoed by the Mayor at City Council. It was
later approved to be a 300 feet buffer. The development agreement has to be amended
for the right-of-way provision and match the buffer for the M-1 to make all the
boundaries consistent.
Motion to amend Chapter 163 Development Agreement, dated September 14, 2021, and
recorded in Official Records Book 7570, Page 306, which relates to the operation and
development of the subject properties as a C&D Landfill. The proposed amendments
include the future dedication of a fifteen (15) foot right-of-way along NW 28th Street to
the City; and the replacement of Exhibits B, C-1, C-2, and C-3 which will effectively
increase the Construction and Demolition (C&D) Landfill portion of the property from
approximately 48.36 to 54.14 acres, increase the drainage retention area from 2.27 to
2.43 acres, and decrease the perimeter vegetative buffer width from 300 to 150 feet
(decreasing the total buffer acreage from 17.54 to 11.12 acres). The remainder of the
restricted use areas and all other terms of the original Development Agreement are to
remain the same.

Ms. Campbell mentioned a school was in the process of being built near to the Winding Oaks
PD, which is beneficial because of the impact of the 500 homes coming to the area.
Mr. Kesselring asked about including past minutes from previous Planning and Zoning meeting
regarding Friends Recycling. Ms. Madraveren responded yes, previous minutes can be included
in the future.
