Page 2 of 5 MINUTES Ocean Shores Planning Commission Regular Meeting Tuesday, 1/25/2022 – 2:00 p.m. Meeting held at Ocean Shores Library 573 Point Brown Ave NW, Ocean Shores, WA 98569 Minutes taken by Commissioner Wills 1. Call to Order Chair Dan Bricker called the meeting to order at 2:00 p.m. 2. Roll Call Planning Commissioners present: Dan Bricker, Greg Cox, Eleanor Dorman, Richard Wills, Pat Brunstad, Gary Pease City Staff present: Mayor Jon Martin, City Planner Marshall Read, City Clerk Sarah Logan 3. Approval of Meeting Agenda • Commissioner Dorman moved to approve the meeting agenda. • Commissioner Wills seconded the motion. The motion passed unanimously. 4. Approval of Minutes • Commissioner Dorman moved to approve the meeting minutes from Tuesday, 1/11/2022. • Commissioner Wills seconded the motion. The motion passed unanimously. 5. Public Comments No public comments 6. Reports: No reports 7. Continued Business: • Commissioners discussed the use of tents/membrane structures in any business district. • Commissioner Dorman moved to approve and send the draft letter regarding the Planning Commission’s recommendation to not allow permanent tents in any business district. • Commissioner Brunstad seconded the motion. The motion passed unanimously. 8. New Business: Mayor Jon Martin attended the meeting primarily to discuss four issues: • Mayor Jon Martin led a discussion about the impact of dissension among Planning Commissioners on the credibility of the commission with City Council members. • Consensus was reached that decisions and PC action follow the democratic process. Significant dissenting opinions will be included in the action communication to the mayor. • Commissioners can use the mayor’s open-door policy if they feel a need to explain a dissenting opinion. • Creating a special zone to allow nightly rentals in the current B-1 zone between the Mt. Olympus bridge and Albion but limit or prohibit more extensive commercial development. • Allowing camping in commercial zones. 9. Members of the Commission Reports • None 10. Page 3 of 5 • Chair Dan Bricker appointed Commissioner Brunstad as secretary for the 2/8/2022 Meeting. 11. Future Meetings • Next meeting is at 2:00 p.m. on 2/8/2022. The library meeting room is unavailable from February 4th through April ??. The library meeting room is reserved for income tax filing assistance. • The next planning commission meeting will be held at 130 Oyhut Bay Blvd. Suite 102, the retail space next to the yoga studio in the Oyhut development. 12. Page 4 of 5 Good Afternoon Scott, I have researched you questions and believe the issue is not a rezone but rather amending the zoning code to allow camping for owners of property in the B-1 Zone. If this is the case, then like we amended the zoning code to permit homeless shelters in certain zones, we can amend that portion of the zoning code defining permitted and conditional uses in the B-1 zone wherein camping can be a permitted use. I would suggest that the Planning Commission review this change. At the very least, camping in the B-1 Zone should be a conditional use (as opposed to a permitted use) and then city staff can set review standards to issue the conditional use permit for camping. If folks wanted to take their property out of the B-1, then we would be rezoning their properties and that brings in a whole different set of issues. In that case, the landowners should approach the city about rezoning their property into a zone that allows camping. Nevertheless, it still involves Planning Commission review and council approval.
