Page 2 of 8  MINUTES Ocean Shores Planning Commission Regular Meeting Tuesday, 7/12/2022 – 2:00 p.m. Ocean Shores Public Library Meeting Room 573 Point Brown Ave NW, Ocean Shores, WA Minutes taken by Commissioner Wills 1. Call to Order Chair Gary Pease called the meeting to order at 2:00 p.m. 2. Roll Call Planning Commissioners present: Gary Pease, Dan Bricker, Eleanor Dorman, Richard Wills, Thorn Ward, Planning Commissioners absent: • Commissioner Brunstad had a pre-excused absence. • Commissioner Bachman had an unexcused absence. City Staff present: City Planner, Marshall Read; City Clerk, Sara Logan 3. Approval of Meeting Agenda • Commissioner Ward moved to approve the meeting agenda. • Commissioner Bricker seconded the motion. The motion passed unanimously. 4. Approval of Minutes • Commissioner Wills moved to approve the corrected meeting minutes (Commissioner Bricker was inadvertently identified as chair who closed the meeting) from 6/28/2022. • Commissioner Bricker seconded the motion. The motion passed unanimously. 5. Public Comments • Marshall Read’s presentation during the 11 July 2022 city council meeting, where he provided answers to questions presented at the public hearing on 8 July 2022, was excellent and will prove helpful to future resident discussions. 6. Continued Business: • None 7. New Business: • Planning Commission Member Discipline Verbiage • The need for, potential language of, and possible steps for dismissing a sitting commissioner were discussed. • Livable City Initiative • The purpose of this discussion is to help foster a sense of community. • All commissioners should come prepared to discuss specific ideas to help Ocean Shores become a more livable city. Ideas need to be tied to the comprehensive plan. • Some of the ideas discussed included: biking, walking, sidewalks, parking, a riverwalk park overlaying the existing Oyhut ditch, local yard waste disposal. Members of the Commission Reports • Commissioner Pease will send PC Food Truck summary to Mayor Martin this week. He also led the city council discussion regarding Overnight Rentals during last night's city council meeting. 9. Secretary for Next Meeting Chair Gary Pease appointed Commissioner Brunstad as secretary for the 7/26/2022 Meeting. 10. Future Meetings • Next meeting is at 2:00 p.m. on 7/26/2022. • Meeting will be held at the Ocean Shores Public Library meeting room located at 573 Point Brown Ave NW, Ocean Shores, WA. • Prior to attending, please confirm the meeting location on the official agenda. The agenda is easily accessed by clicking on the meeting posted on the city calendar at the bottom of the city website homepage at www.osgov.com. 11. Page 4 of 8  Ocean Shores Planning Commission Member Conduct and Discipline It is expected that all members of the Ocean Shores Planning commission will act professionally at all times and treat other members with dignity and respect. While it is acceptable to disagree with another member’s position or point of view on an item of discussion, it is not acceptable to personally attack another commissioner. This applies to verbal discussions during Commission meetings, phone calls regarding Commission business, or emails regarding Commission business. Commissioners should refrain from engaging in comments and discussions on social media regarding topics under consideration by the Planning Commission. Commissioners must recognize that as members of Planning Commission, statements they make may be considered “official” opinions of the Planning Commission. Should any commission member feel that they have not been treated professionally by another member, the perceived offended commissioner shall report the perceived offensive conduct to the Chair. In the event that the Chair is the perceived offending party, the offended commissioner shall report the perceived offensive conduct to the Vice-chair. The Chair (or Vice-chair) shall contact the perceived offending party and request that he or she cease in the behavior that was considered unprofessional. If the offending commissioner repeats the perceived offending behavior, the commission may vote, by a simple majority, to recommend to the Mayor of Ocean Shores that the offending member be removed from the Planning Commission. Should any commissioner refuse to minimize comments, yield the floor during discussion, or other wise engage in disruptive behavior during Commission meetings, the Chair will warn the offending commissioner that continued behavior in this manner could result in a vote to recommend removal from the Planning Commission. Should the disruptive behavior persist, or recur at a future meeting, the commission may vote, by a simple majority, to recommend to the Mayor of Ocean Shores that the offending member be removed from the Planning Commission. 2. Background and Discussion: The definition and description of what is a “livable” city and what characteristics make a city “livable” vary across a wide range of institutional and educational literature. Most publications are dealing with major urban areas and many of the topics are not applicable to a small city such as Ocean Shores. Additionally, many of the publication use vague and esoteric goals and characteristics that are of little value. A review of current literature on livable cities finds that a livable city is one where people want to live and are happy to live in. It is usually measured by factors such as: safety, health, comfort, community facilities, and freedom. Another, potentially applicable set of characteristics of a livable city are: • A safe, healthy and pleasant place to live. • A sustainable environment • A chance to earn a livable wage (or thrive on a fixed income) • Reliable infrastructure • Opportunities for social interaction Many of the above characteristics are beyond the purview of the Ocean Shores Planning Commission. Furthermore, the City of Ocean Shores has recently published its Comprehensive Plan, which outlines many similar goals and objectives. One function of the Ocean Shores Planning Commission Livable City Initiative is to take the some of the goals and policies of the City’s Comprehensive Plan and develop specific initiatives and projects programs that help institute the goals and policies of the Comprehensive Plan, all within the framework of the Livable City Initiative. Public involvement in the development of the Livable City Initiative is highly encouraged. Public involvement can be provided through comment at regularly scheduled Planning Commission meetings, City Council meetings, and public outreach events through the Mayor’s Office. Initiatives, projects, and programs developed under the Livable City Initiative will be provided to the Mayor through regular reporting. It is hoped that he City Staff, Mayor and City Council will use these recommendations as annual budgets are developed and implemented. Areas of Consideration 1 3. Livable City Initiative Led by: Planning Commission Chair, Gary Pease Page 6 of 8  The Planning Commission suggests the following broad areas of consideration for the development of initiatives, projects and programs under the Livable City Initiative: 1. Visual Landscape. Those initiatives, projects and programs that will improve and enhance the overall appearance of the City of Ocean Shores, thereby creating a more pleasant place to live. Specific sub areas are: a. Downtown Business District: i. Pursue programs that encourage and enable business owners in the central business districts to repair and maintain their facades, parking areas, and outdoor spaces in a pleasing aesthetic appearances. 1. Corresponding Comprehensive Plan Goals and Policies 2. Specific elements ii. Work with city staff to recommend changes to city code in the business district to prevent non-commercially attractive uses such as: storage of connex contaners, storage of construction materials and heavy equipment. 1. Derelict and Nuisance Properties: Work with city staff and other agencies to develop code recommendations and programs that will better enable city staff to encourage owners of derelict and nuisance properties to remediate issue on their property. i. Corresponding Comprehensive Plan Goals and Policies ii. Specific elements c. View-scape restoration and Maintenance. Work with city staff and other agencies to develop programs that will allow landowners the ability to restore and maintain view-scape lost to rampant growth on invasive and other species in the coastal and freshwater shoreline areas. i. Corresponding Comprehensive Plan Goals and Policies ii. Specific elements 2. Pedestrian and Bicycle Transportation: Those initiatives, projects and programs that will allow for safer pedestrian and bicycle traffic for residents and visitors to Ocean Shores. This will help create a safer and more sustainable place to live. Specific sub areas are: a. Sidewalks in the downtown area. Work with City Planner and Department of Public Works staff to develop a conceptual plan for sidewalks in the business districts that would enhance the safety and appearance of the area while responding to the parking concerns of business owners. b. Ensure year-round pedestrian access on beach approaches. Several of the most-used pedestrian accesses to the beach flood during the winter to the point that they are unusable. This forces residents to 2 3. Livable City Initiative Led by: Planning Commission Chair, Gary Pease Page 7 of 8  use the vehicle approaches for pedestrian access, creating potentially unsafe interactions with vehicles. The City should explore ways to raise and/or drain these pedestrian-only approaches to allow for year-round use. c. Mid-dune mixed use trail. Explore ways to construct a simple mixed use (hiking/walking, mountain biking) trail in the mid dune area that could also serve as a fire-fighting access road. d. Safe cycling. With the proliferation of e-bikes and other activities, the city has seen a rapid increase in the number of bicycles and e-bikes on the streets. The initiative would be to work with the city staff and citizens to explore options such as: marked bicycle routes, maps, signage, warning signage for motorists at critical areas, decreased motor vehicle speeds in critical danger zones. 3. Affordable Housing a. Relaxed rules on Additional Dwelling Units 4. Opportunities for Social Interaction a. Regular community gatherings b. Regular environmental education walks 3 3.
