Page 2 of 7 MINUTES Ocean Shores Planning Commission Regular Meeting Tuesday, 5/13/2025 – 2:00 p.m. Ocean Shores Public Library Meeting Room 573 Point Brown Ave NW, Ocean Shores, WA Minutes taken by Commissioner Lawlis 1. Call to Order Chair Mark Lawlis called the meeting to order at 2:00 p.m. 2. Roll Call Planning Commissioners present: Mark Lawlis, Tom Bies, Dan Bricker, Larry Johnston, Steve Kern and Dennis Petersen Planning Commissioners absent: Commissioner Thorn Ward • Commissioner Johnston Motioned to Approve Commissioner Ward’s absence. • Commissioner Bricker seconded the motion. The motion passed unanimously. City Staff present: Nicole Birch, City Clerk and Marshall Read, Lead Planner 3. Approval of Meeting Agenda • Commissioner Kern moved to approve the meeting agenda. • Commissioner Bies seconded the motion. The motion passed unanimously. 4. Approval of Minutes • Approval of our minutes from our meeting of January 14, 2025. • Commissioner Bricker moved to approve the minutes, • Johnston seconded the motion. The motion passed unanimously. 5. Public Comments None 6. Old Business: • Roofing and Metal Fasteners: OSMC 17.50.210 a. A thorough discussion was had about the wording in our proposed change to the OSMC. b. It was decided to bring this proposal back to our next meeting for a vote. • Update to OSMC 17.50.115, Section E a. A thorough discussion was had about the wording in our proposed change to the OSMC. b. It was decided to bring this proposal back to our next meeting for a vote. • Trapping in Ocean Shores OSMC 8.20.100 a. A change was proposed to Trapping in Ocean Shores OSMC 8.20.100. b. Discussions over several meetings were held, and the Commissioners decided to send the proposal to the City Council. c. Commissioner Johnston moved to approve the proposal. d. Page 4 of 7 OSMC 17.50.210 H. Roofing materials shall be wood shingle or shake, composition, asphalt laminate, clay, or architectural metal. 1. Membrane roofs comprised of torch down, polyvinyl chloride or hot tar as a primary roofing material in residential buildings are permitted provided the exposed facade is screened from street-level view. 2. Exposed fastener corrugated metal or corrugated fiberglass roofing is not permitted. 3. Exposed fastener ribbed or architectural metal roofing is not permitted for any structure larger than 200 square feet. (Approved 2-25-2025). 4. Exposed fastener ribbed or architectural metal roofing is allowed for both non-accessory structures and accessory structures, as well as permitted gazebos, canopies, and awnings. Fasteners must be designed for metal roofing, match its color, and be installed with uniform spacing per the manufacturer's recommendation. (Approved 2-11-2025) Roofing and fasteners must have a manufacturer’s guarantee of at least twenty years, in compliance with OSMC 17.26.060 D. (Approved 5-13-2025) I. Architectural elevations must meet the following: 1. The same architectural elevation shall be separated by a minimum of two other homes. Reversing/mirroring home does not change the architectural elevation. 2. An articulation is an architectural element such as a one-story porch or bay window. One such element shall be used on sides of the building that face toward a public street, shared access easement, or common green. The articulation shall be offset a minimum of twelve inches. A garage setback does not count as an articulation. 3. Both attached and detached garages All permitted structures on the property must be in keeping with the home’s architectural design and finishes. J. Exterior finishes must meet the following: 1. Wood, or wood-style, insulated lap, or other nonmetallic-appearing architectural metal siding is required on primary structures and permitted accessory structures. Page 5 of 7 outbuildings, unpermitted structures less than 200 square feet, permitted tubular canopies, carports/boat covers over 200 square feet and permitted accessory structures. a. The exterior of the home primary structures, outbuildings and permitted accessory structures must be finished with a minimum of two types of materials or variation in reveals. Window and door trim count as a second reveal. ; architectural metal siding is allowed as an accent only on up to 50 percent of any wall and not the primary siding material on the primary structure and/or detached garages over 200 square feet. b. Where exposed fastener architectural or ribbed metal siding is prohibited on residential buildings permitted. Fasteners must be specifically designed for metal siding, be the same color as the siding, and must be installed with uniform spacing as recommended by the manufacturer. Metal siding, roofing and fasteners approved for use, must carry a manufacturer’s guarantee of at least twenty years, consistent with OSMC 17.26.060 D. c. Exposed ends of stone and masonry facades must be finished with trim or end caps. d. All garage sides that are visible from streets or shared access easements shall provide architectural details and trim consistent with the design of the home. e. Attached garages or attached carports which provide a third bay or more of covered or enclosed space must be offset a minimum of two feet from the first two covered or enclosed spaces. f. On (For) gazebos, canopies, and awnings, no more than four feet of the upper section of the wall may be architectural or ribbed metal siding. 3. Page 6 of 7 The provisions of Section 17.16.060, General regulations, of the R-1 zone, shall also apply in the R-6B zone and the following: A. No home constructed before June 1976 (the effective date of the National Construction and Safety Standards Act) may be newly installed in this district; B. Skirting is required around the perimeter of the home within sixty days of occupancy. Skirting is not required if the home is sited on a conventional, wall-type perimeter foundation; C. No additions may be attached to mobile homes or manufactured homes less than thirty-five feet in length. Additions are allowed for mobile and manufactured homes thirty- five feet or longer with appropriate permits from Washington State Department of Labor and Industries; D. Metallic-appearing siding is allowed on primary structures, outbuildings, and accessory structures, as long as the exterior siding is protected with a manufacturer’s guarantee of at least twenty years.
