(unanimous) Public Communications: PJ (Peggy-Jo) Faria - Distributed letter and spoke to request to return as a KOSW DJ with regards to political views aka Point / Counter Point. Don Williams - Spoke about the livestream of the city council meeting regarding the budget and how poor the last meeting sounded over the radio. Complimented the quality of the DJ’s and replacement of the Tower. Gina Rawlings (via Phone) - Frustrated by the last transmission of the City Council Meeting. She gets interference and dropped audio. Would like to see improvements before the station grows. Susan Conniry - Supports what PJ Faria said and would like to see that show brought back. Would like opportunity to call in when the station interviews people like Mayor Martin. Also frustrated by the radio coverage of the past Council meeting. Page 1 of 3 1. Page 3 of 14  Chairmans Report: Marty Hadfield - Gave report about Spokane Non-Commercial Educational FM Radio station KMBI-FM (licensed to the Moody Bible Institute of Chicago) donating two Broadcast Studio audio consoles to KOSW. Expected to be available in January, 2023. Homeland security has released new Emergency Alert System (EAS) rules – some equipment manufacturer updates will be required. Technology Report: Trey Smith - Discussed the last broadcast was poor because it was taken off of the web feed from the city website, due to equipment failure on-site. We now have a new Red Barn style storage building at the Studio. Plan to insulate and drywall it. This will clear clutter from the station. We are having overages and problems with our web host. Recommending we switch from Papa to Go Daddy. Since we were hacked, we are getting daily notices regarding overages etc. Would like Board to consider switching web hosts. Marty asks for price information, to be supplied. Station Report Butch Larsen - Absent due to illness. Technology Report Marty Hadfield - City Council audio connection for KOSW on-air and streaming of meetings is complicated by the outdated Convention Center PA system, which is scheduled to be updated in 2023. Council Liaison Report Frank Elduen - Nothing to report. Board Member Reports Marty Hadfield - Reported that he is inquiring about a shorter Tower lease with American Tower per the request of the City Council. If they give us a two year lease the price will likely be considerably higher. Also looking to other tower companies in the North Beach area. We will look for sites with less expenses. Equipment orders are on hold. Thomas Gardner - Says he doesn’t understand some of the Jargon (Discussion) about rates, terms, 501(c)3 and budget regarding the City Council. Thomas may consider making a motion about seeking subscribers. Darrell Prowse - Pointed out that he cannot get KOSW coverage at some locations in Ocean Shores. Frank Elduen - Said the Council is working on a two-year budget and has concerns about a ten-year tower lease with American Tower. Page 2 of 3 1. Page 4 of 14  Mayor Martin attended meeting via Zoom - Has concern after listening to the above discussion and possible confusion. Believes the Board needs to clarify what the Board is looking for and what we recommend. Believes there may be a lack of clarity. Marty will work with Sara Logan on a presentation to City Council. Sara believes a timeline would be helpful. Thomas Gardner - Talked about using a Police/Fire/EMS Radio scanner for local News gathering, likes to listen to the coast guard. Suggest we follow up with school superintendents and community organizations summarize city council meetings. The KOSW Website needs to be improved. Discussion of website followed. Darrell Prowse - Will be meeting the High School coaches and teams later this week. He has also received press credential for the apple cut. Rosanna Santoro - No Report David Bunch - Thanked Marty for his FCC efforts. Agreed that a KOSW site lease for a period of less than 10-years would be more expensive, plus increases. Offered that a Southside Cell tower could provide better cellular coverage to the community, plus income to the City of Ocean Shores. Thanked Butch Larson for his efforts to establish 501(c)3 fund raising entity. Agreed with reaching out to local High School Sports and would like to see students involved in Broadcasting. Old Business Marty Hadfield - Received an e-mail from City Attorney Brent with guidance regarding request to investigate mileage reimbursement for KOSW Volunteers. City has no policy and is not required to pay mileage for Radio DJ travel to cover games or other events. New Business None Discussion Sara Logan – Reminded Board of need to change by-laws regarding financial reports – should be accomplished by July, 2023.
