Page 2 of 7  City of Ocean Shores Radio Board Mee�ng Minutes For Tuesday, November 28, 2023 At Ocean Shores Library, 573 Point Brown Ave. NW, Ocean Shores, WA 98569 Call to order: 10:30 am by Interim Radio Board Chair Marty Hadfield Roll Call: Present - Marty Hadfield, Darrel Prowse, and Marilyn Ferguson. Atending via Zoom – Johnny Gargano. Excused from atending – Rosanne Santoro Approval of the November 28, 2023, Agenda: Marty made a mo�on to amend the agenda to add a request for a Communica�ons Liaison from the Fire Department to be added to new business. *MSP as addended. Public Comment: 1. Don Williams via Zoom commented that he appreciates the recordings that KOSW keeps online so they can be reviewed at any �me. 2. Jane Shatuck in person discussed need for more Ocean Shores City department liaisons and ci�zens to keep the public informed of important things going on that can affect them. Reports: 1. Chair’s Report 1. Interim Radio Board Chair, Marty Hadfield – Update on the new tower. Very close to tes�ng. Having a pre-construc�on mee�ng on Thursday 11/30/23 to include American Tower and the tower crew, City project manager and Marty Hadfield and Butch Larson. Discussed how the tes�ng works. 2. Sta�on Managers Reports • Trey Smith – Third quarter report turned in. Ramping up with lots of new underwriters. Having to air the PSAs at the top and botom of the hour. 11/29/23 is Trey’s 10-year anniversary with KOSW. • Butch Larson – Two new volunteers have been added to the sta�on. KOSW will be broadcas�ng both the NB girls’ and boys’ basketball games. Jerry Knaack and Mike Price will be calling the girls’ games and Darrell Prowse and Noah Knaack will be calling the boys’ games. 3. Technology Report • Marty Hadfield – GH automa�c Emergency Alert tes�ng coming up on Wednesday 12/6/23 at 8:50 pm. 12/6/23 – 12/13/23 is the window for filing for FCC LP Licensing. 4. Council Liaison Report – No report. New liaison to be appointed. 5. Radio Sta�on Financials • Sara Logan provided handouts but was unable to atend so Marty Hadfield covered. 6. Board Member Reports • Marty Hadfield – Discussed cost of switching to 88.9 and need for a backup power supply for when power goes out. Possibility of dropping back to LP 91.3 for alerts if needed if power lost to tower. • Darrell Prowse – 19 home basketball games will be broadcast and simulcast with North Beach TV and will be replayed when there is a City Council Mee�ng that happens at the same �me as the game. • Rosanne Santoro – No report • Johnny Gargano – Has several fund-raising ideas and is happy to be on the board. • Marilyn Ferguson – Discussed how to let people new to the community know that we have a radio sta�on and what programming we have. Old Business – None New Business 7. Board Officer Elec�on - Chair – Johnny Gargano nominated – MSP 8. Board Officer Elec�on – Secretary - Marilyn Ferguson nominated – MSP 9. Request for Fire Department Communica�ons Liaison – Be able to take over the airways if there is an emergency to let the ci�zens know immediately what is happening and what they need to do to stay safe. 1. Elec�on Timeframe and Radio Opera�on Clarifica�on – informa�on from Marty Hadfield and Darrell Prowse on the �me-period when people are considered to be campaigning and not allowed to be on the radio at KOSW. It goes from the �me they file to run for an office and their applica�on is accepted to 12:01 am the next morning a�er the polls close. Future Mee�ng Date – MSP to skip December mee�ng on Tuesday 12/26/23.
