Page 2 of 5  City of Ocean Shores Radio Board Meeting Minutes For Tuesday, April 22, 2025 At Ocean Shores Library 573 Point Brown Ave. NW, Ocean Shores, WA 98569 Call to order: 10:30 am by Radio Board Chair, Patrick Wendlandt Roll Call: Present – Patrick Wendlandt, Marty Hadfield, Darrell Prowse, Rosanna Santoro and Marilyn Ferguson Approval of April 22, 2025, agenda. MSP. Minutes for March 25, 2025, meeting: Approved with addendum to New Business correcting from PSA to underwriting. MSP. Public Comment: 2 people in person and 2 via Zoom. No comments. Reports: 1. Chair’s Report – Patrick spoke to the mayor and can be a DJ and on the radio board. Per the bylaws it doesn’t say that a DJ can’t be on the radio board. He will start his new show on Saturday mornings 2. Station Report Managers Report Trey Smith – The reason DJs weren’t allowed to be on the radio board previously was because it can be seen as a conflict of interests. The Sound Exchange quarterly report is due May 15 and is currently being worked on. Have started on the quarterly public input report. Took apart the computer and tried to make an external drive into an internal drive to increase the music library but it wouldn’t fit so switched the external drive to be the F drive, but it wouldn’t allow things to be added to the F drive such as the weather from a thumb drive. It had a few hiccups where it would skip a word here and there when playing a song. Between Trey and Randall, they were able to find the issue and get it fixed. Trey would like to get a 4-terra byte solid state internal drive to fit the current computer. Everything got backed up to the new drive except for Ken’s folder which they were able to find on the old computer and move over. Butch Larson – Ordered a new larger tent for KOSW that is 10 ft by 20 ft to replace the tent that was destroyed at the Razor Clam festival. It should be arriving on Friday. Had to order a new spike for one of their flags. Got the new transmitter back from repair. Patrick is training for a new DJ spot. 3. Technology Report Marty Hadfield – Washington State Association of Broadcasters (WSAB) filed with the FCC under the FCC delete, delete, delete procedure urging the FCC to abandon paperwork intensive reports such as the public inspection file, the rule for hiring and recruiting and promoting broadcast 1. Approval of minutes for the Regular City of Ocean Shores Radio Board ... Page 3 of 5  employees, reporting of station contracts, and reporting of children’s television program episode information. Urging the FCC to eliminate the biennial ownership report at least the filing requirement and to provide greater flexibility to meet the growing political file obligations. AT&T has filed a 5th district lawsuit for $57 million dollars because the FCC can fine a company without there being a jury trial for the company to defend itself. 4. Council Liaison Report Richard Wills – Joined remotely via Zoom. No report but asked if there was anything he could take back to the council from the radio board. 5. Financials – The report supplied by Sara Logan was reviewed by Patrick. Questioning why the report shows the city budget allocation to be $144,600.00. Patrick will check on this. 6. Board Member Report • Marty Hadfield – Comrex system for Randall is working well. The backup transmitter is back from repair and paid for by NBIM. Marty to get it installed right after the meeting. Communicating with a company called Vertical Bridge that manages the tower owned by Quest/Century Link to check on possibly renting the tower by IGA to relocate from the tower owned by American Tower. Looking for cost effective alternatives to the current tower rental. Someday the city will have to replace the tower in the city yard because it is in bad condition. • Darrell Prowse – None • Rosanna Santoro – None • Marilyn Ferguson – None • Patrick Wendlandt – None Old Business – Have a new computer, a monitor and a console board to put up at the backup tower along with a headset with a mic so that the station can broadcast from the tower if needed. These still need to be installed. Decided to put the battery backup discussion on hold for now until a new tower is found and to spend the money for a backup battery for the new location. Lon is going to talk to the local churches and see if they would be interested in the pay to play for having their religious services or sermon aired on the radio on a Sunday morning during the 7:00 am to 10:00 am spot. Before moving forward with this we need to check with the lawyer, city council and get feedback from the public to see if it can be done legally or if there is interest in it being done. The Galilean church is buying an underwriting spot. NBIM is going to take over more of the cost of running the radio station. They will be selling the underwriting acknowledgements. Discussed prices to charge for underwriting. No bookkeeping is needed to report to the FCC on the money that is brought in and the number of acknowledgements sold. Butch would like to table the ARMU discussion because NBIM is currently working with the city. New Business – None 1. Approval of minutes for the Regular City of Ocean Shores Radio Board ... Page 4 of 5  Discussion – Marty’s and Rosanna’s time on the radio board terminates on June 30th unless they reapply. Public Communication – Comment on the radio station making money from broadcasting church services. Zoomer thought it was being done previously during COVID, no one from the station remembers religious services ever being done on KOSW. Century Link had coverage issues when using the tower by IGA so was wondering if the radio station would also have coverage issues if they used that tower. Thought the tower might be for sale.
