Call to order: 10:30 am by Radio Board Chair, Patrick Wendlandt
Roll Call: Present – Rosanna Santoro, Marilyn Ferguson, and Patrick Wendlandt. Darrell Prowse
joining via Zoom. Marty Hadfield absent.
Approval of March 25, 2025, agenda. MSP.
Minutes for February 25, 2025, meeting: Approved. MSP.
Public Comment: 2 people in person and 3 via Zoom. One person asked if we will be discussing
charging for putting religious services on the radio as well as possibly other organizations.
Reports:
1. Chair’s Report – Reached out to Quest/Century Link about getting a landline for the station
for when Coast Communications goes down and the station loses phone access along with
the computer access. A physical address and not just a PO box is needed. Waiting to talk to
them about the cost and what is involved with getting the landline. Approximately $100 per
month. Will be talking about the Pay to Play in discussion but also need to discuss how to
get word out to the community to see if there is interest before taking a vote on it.;
2. Station Report Managers Report
Butch Larson – Attended the Townhall meeting last night where they talked about trying to get fiber
to the station from the Public Works Yard so that the station can get their phone hooked up without
having to depend on Coast. Will be looking into that. Razor Clam festival was last weekend, and
Friday was a nice day, but the rain and wind came in and the KOSW tent was destroyed, and one
large speaker was knocked over on Saturday. George and Kelly let KOSW move inside on Sunday.
Promoter gave KOSW some hats to sell where KOSW would get 50% of the profits from the sale.
Only made about $40.00 from the sales. After the damage has been assessed KOSW may have lost
money from being at the festival. DJs would like a better location where it isn’t so cold and so far
away from everything. Station will discuss maybe not doing the Razor Clam Festival next year. City
Council tonight and Butch will be giving a PowerPoint presentation about how KOSW provides local
news, local interviews with Community leaders and Representatives from the state and county and
about how KOSW does sports broadcasts for the Hyaks. Talk about City Council retreats the station
broadcasts and how they archive the interviews. How the station provides music for outdoor
events. Will talking about current staff of 22 and about the website and how many visitors to the
site and how many followers on the Facebook page. 90 hours of live programming (Community
Hours) per week aired. Thanked all the Underwriters for their support.

3. Technology Report
Marty Hadfield – Presented by Patrick Wendlandt in his absence. Marty is going through Vertical
Bridge to get in contact with the owner of the Century Link tower near IGA to see about the station
using it.
4. Council Liaison Report
Richard Wills – Joined remotely via Zoom. No report.
5. Financials – The report supplied by Sara Logan was reviewed by Patrick.
6. Board Member Report

• Darrell Prowse – Was unable to attend the Washington Association broadcasting
legislative meeting in Olympia on the 13th of March. Discussed with Jerry Knack
about the upcoming Hyak baseball schedule. Because of having to schedule
games around the weather the TV station will probably not have games on TV but
possibly stream them.

Old Business – Still need backup power to the remote tower. Still checking to see if the money that
was previously allocated and requested for this back in November is still available. When the power
at the tower goes out and the local tower must be used the broadcasting area is only about a 1-mile
radius. Station should not be called “the” emergency broadcast station if it can’t even reach all of
the people in Ocean Shores during an emergency. If the tower by IGA can be used that will solve the
problem and the backup generator could be easily reached in case of a power outage. Using solar
panels to charge the back up batteries would be another possibility.
New Business – Pay to Play. Talked about having local churches pay to have a one-hour slot of time
on a Sunday morning for a sermon or religious music as a way to bring in money to support the
operation of the radio station. It will possibly be broadcast in the 8-9 o’clock morning time slot.
Need to figure out how much to charge. Need to get community feedback to see if there is interest
in a religious radio program. Also need to reach out to the local churches to see if any of them
would be interested in paying to broadcast before voting on this. If there is interest, then the station
can go forward with making it happen. Only organizations listed with the IRS would be allowed. A
disclaimer would have to be played ahead of time and no calls to action would be allowed. Price
should be set so that even the small churches can afford it if they are interested and not just the
one big church in the area. A survey can be created by the City to be run on the station website and
the City website. A PSA can be created and run several times a day so that people know about the
survey and where to go to fill it out. Can also be brought up at City Council during Public Comment

so that people have a chance to give feedback. A motion was made to get a survey out to the public
before moving forward with a vote. MSP.
KOSW North Beach Independent Media Agency Rate Memorandum of Understanding discussion –
Would like to look at the last 6 months logs, showing how many PSA spots sold and how much they
each paid in order to come up with an average price and make a plan. The businesses are struggling
in town and can’t afford higher PSA rates like the larger cities. Need to declare on paper the
relationship between KOSW and NBIM and how the time is sold. North Beach Independent Media
sells the time and then the money gets sent back to the city. Would like to figure out what that cost
is. Would like to have NBIM as the exclusive seller of Underwriting because the radio station
doesn’t have paid people to take in the money and be responsible for money. Should make NBIM
the exclusive purveyor and seller of our time. Would like to give NBIM the right to use the KOSW
logo and likeness and no one else would be allowed to use the KOSW logo or likeness. NBIM cannot
use the City’s logo. Discussion to be continued next month.
