City of Oconomowoc Architectural Commission Meeting Minutes July 12, 2017 Chairman Johnson called the meeting to order at 5:02 pm. Members Present: Paul Schultz, Jeremy Flint, Kent Johnson and Anne Krogstad (formerly Nelezen) Members Excused: Kurt Schrang Staff Present: Jason Gallo, Kristi Weber, Sarah Kitsembel, Ald. Kowieski and Chris Dehnert 2. Approve the May 10, 2017 Minutes: Motion by Flint to approve the May 10, 2017 minutes; second by Schultz. Motion carried 4-0. The applicant for Item 3. was not present so the members agreed to address Item 4 first. 4. St. Matthew’s Church and School – Consider/approve building plans at 1650 Brown Street: Weber explained the proposed building will be located in the northeast corner of the City where other projects will be developed including a future elementary school, regional park, residential subdivision and commercial along Brown Street. The building will be 47,000 sf, include a child care center, school and worship space with significant frontage along Brown Street. Staff worked with the applicant who has added cross gables, dormers and metal roof accents in an attempt to eliminate long rooflines. Materials include stone veneer, precast concrete, 2 different colors of lap siding, wood accents under the canopies, standing seam metal and dimensional shingle roofs. The lighting plan includes decorative lighting at the entry canopies, recessed can lights in the soffits and gooseneck lighting by the child care center. The applicant has included in the plans several areas for future expansions which will need to come back to the Architectural Commission for approval when they move forward. The trash enclosure will consist of composite siding and be located along the north elevation. The applicant also included a roof plan showing that most HVAC units will be hidden except two areas which will be screened. They also agreed to screen or blend all roof and side venting to match building materials. The applicant has not provided a signage plan yet but some signage and crosses have been included on the plans to give members a general idea of where they may be located. Overall there is a lot of architectural detail on the building and staff recommends approval. Paul Barribeau and Jeff Scray of Groth Design Group were present along with Mark Klug of St. Matthew’s Church. Barribeau reviewed the materials and provided samples. Members questioned the color of the windows and trim, and Scray clarified the windows will be a white fiberglass with off white trim board and storefront windows at the main entries with clear glass. Members suggested adding a vent or something similar to the gable end on the east elevation and lots of landscaping along the whole parking lot. Gallo suggested that the gable be changed to look the same as the gables on the north and west elevations which the members agreed. Scray explained the gables on those elevations have an indention, and Barribeau said they would consider that change. Overall the members liked the residential appearance of the proposed building. Motion by Schultz to approve the building plans for St. Matthew’s Church and School at 1650 Brown Street as presented; second by Krogstad. Motion carried 4-0. 3. Scentsory, Bath & Body Boutique – Consider/approve special exception for signage for 152 E. Wisconsin Avenue: Weber explained the applicant is requesting a special exception to be allowed to exceed the number of wall signs per City Code on the front façade of the building. Staff administratively approved a projecting sign to be centered between two carriage lights on the front façade, and the proposed wall sign would be centered above the main storefront window. The applicant does not want signage on her windows and intends to have sidewalk signage. Staff agrees with the request for a special exception and recommends approval. The applicant, Sophia Barry, wants the design to look visually pleasing. She said the projecting sign, which hasn’t been installed yet, can’t been read if you are standing directly in front of the business and the blank space above the window looks like something is missing. Members said the projecting sign is at the wrong height for pedestrians to see and suggested moving it to the center panel next to the proposed wall sign. Barry was concerned that the projecting sign would not be seen if it was moved down because of an awning next door which the members disagreed. Barry agreed to have the projecting sign moved as proposed but would still like the additional wall sign. Members questioned the sign’s material and whether it would lay flat, which Barry explained would be a similar material to LaBelle Legacy’s sign and be flat against the building. Ald. Kowieski asked if applicant would consider gooseneck lighting in place of the current lights. The members agreed and said gooseneck lighting will help illuminate both signs and the entry. Barry will talk to her landlord about making this change. Motion by Flint to approve the special exception for signage for Scentsory, Bath & Body Boutique at 152 E. Wisconsin Avenue as presented subject to the projecting sign being moved down to the center panel in the center band and allow the applicant to work with City staff directly for replacement of the lights with gooseneck lights; second by Krogstad. Reports and comments from the City Planner: Gallo is continuing to work with Guardian Software who now intends to raise the parapet on three sides of the roof by 18” instead of installing roof screening. Members noted raising the parapet height will impact the snow / drift load on the roof. Gallo will follow up with Guardian Software. 6. Reports and comments from the Architectural Commissioners: Members concerns included signage for Crafty Cow is located on the back of Fiesta Cancun’s building; the status of when the Fowler Lake Village project will be coming back for final approval; and where can they access plans for the Fowler Lake waterfront. Staff will follow through on the Crafty Cow signage. 7. Adjourn: Motion by Schultz to adjourn at 5:42 pm; second by Krogstad. Motion carried 4-0.
