City of Oconomowoc Architectural Commission Meeting Minutes July 11, 2018 Chairman Johnson called the meeting to order at 5:00 pm. Members Present: Paul Schultz, Kurt Schrang, Kent Johnson, Jeremy Flint and Anne Krogstad Staff Present: Jason Gallo, Kristi Weber, Sarah Kitsembel, Ron Buerger, Mark Frye, Ald. Shaw, Alderman-Elect Spiegelberg and Chris Dehnert 2. Approve the June 13, 2018 Minutes: Motion by Schrang to approve the June 13, 2018 minutes; second by Schultz. Motion carried 5-0. 3. Fowler Lake Village – Reconsider/reapprove Balcony and Rooftop Terrace Guardrails at 215 Pleasant Street: Weber explained the original plans for the Fowler Lake Village development were approved by AC in August 2017. There had been, however, discussion on whether to have wire mesh or glass guardrails on the balcony’s and rooftop terrace area, and ultimately members approved painted aluminum mesh. The applicant requested reconsideration of the aluminum wire mesh and replace it with glass panels. Staff asked for clarification if the guardrail system would be round as noted in the August meeting minutes. Jason Korb of Fowler Lake Village explained the railings are an important element and as the project moved forward questions were raised by future residents why the railings weren’t transparent. This change of railing material is a client-based issue. Korb added there really isn’t a top rail on the guardrail system but instead there is an aluminum edge which is used to cap the glass and minimal vertical edging which be a dark bronze. Members questioned the amount of gap between the bottom of the glass panel and the floor surface. Korb explained the gap would be about 2” wide. Members were concerned that if something slipped through the gap, it would cause a serious problem falling 4 stories to the ground, and safety is a big issue. They encouraged Korb to go all the way down with the glass to the bottom surface. Korb said anything that slipped through would fall on the 1st floor window awnings. Members suggested the placement of a slightly raised lip at the floor edge to prevent items from falling off and agreed the glass awnings were a great improvement. Staff reminded the applicant that the building would require a master sign plan due to multiple tenants and recommended approval of the request. Gallo said staff considered the railing change to be significant enough to require reapproval by AC. Motion by Flint to reapprove the balcony and rooftop terrace guardrails for Fowler Lake Village, 215 Pleasant Street, as submitted; second by Krogstad. Motion carried 5-0. 4. Oconomowoc High School East Campus – Consider / approve a Digital Reader Board at 915 E. Summit Avenue: Weber explained building renovation plans of the High School East Campus were reviewed by AC in November 2017, and staff recently administratively approved a wall sign for the building. This request is for approval of a digital reader board which requires review by AC. The proposed sign meets code requirements for height and square footage; will be constructed of cream colored brick; the reader board will have full color letters and images; and the applicant has provided a landscaping plan. Weber noted the sign appears to be set back 10’ though it is very close to a parking space. Gallo questioned what their intent is if the sign is not 10’ from the roadway. Members suggested making the parking space into green space so not to impede into the vision triangle. Gallo also pointed out code requires mono color, but staff will not enforce due to a recent court case, but the timing of the message is still enforceable as it is a safety issue. Zack Wenger of Lemberg Electric explained the software program which will control the timing and brightness of the sign. Motion by Schultz to approve the digital reader board for Oconomowoc High School East Campus at 915 E. Summit Avenue as submitted; second by Schrang. Motion carried 5-0. 5. Greenland Elementary School – Consider/approve exemption for rooftop screening at 440 Coolidge Street: This applicant is requesting approval of an exception for screening rooftop units at the Greenland School which is surrounded by multiple streets. Weber referred to City code which requires screening of rooftop units; however, in this case to properly screen the cooling tower it would be costly due to the size of the unit. Staff suggested options and the applicant decided to paint the unit instead. Staff cannot administratively waive the screening requirement and has concerns with the durability of paint on the metal unit. Keith Farley of Oliver Construction explained the cooling tower was replaced and turned out to be taller than anticipated. Proper screening of the unit would be quite large to allow air flow and very costly, so he suggested painting the unit instead. So far there have been no complaints from anyone in the neighborhood, noting Dixie Place is where the unit is the most visible. Roger Rhindo, Oconomowoc School Superintendent, requested the variance because of S:\Committees - Commissions\Architectural\Minutes\2018\7-11-18.doc Architectural Commission Meeting 2 July 11, 2018 the size of the structure on the roof. Financially it made the most sense to paint it, and they offered to follow a maintenance plan for painting the structure as directed by AC. Members noted there are other units on the roof which also stand out; believes an exception is in order which would not be precedent setting; every item being voted on is precedent setting, so they shouldn’t set separate standards depending upon the type of project or building owner; concerns with painting metal; the drawing of what the screening would look like looks terrible; and the other units on the roof should be left alone. Greg Maroo, Director of Buildings & Grounds for the School District, clarified they replaced an existing unit on the roof. Members wished the applicant was made aware ahead of time that all rooftop units require screening; should be noted that the screening visually looks worse than if the unit is painted; believe screening will look awkward; and any screening will not enhance the building. Motion by Krogstad to approve an exemption for rooftop screening at Greenland Elementary School and the applicant must maintain the paint on the new cooling tower; second by Schrang. Motion carried 5-0. 6. St. Matthew’s Lutheran Church and School – Consider/approve several special exceptions for signage at 1650 Brown Street: Weber announced the applicant pulled their request on Monday and met with staff today. They will resubmit their plans for approval at the August meeting. No action was taken. 7. City of Oconomowoc Police Station – Discuss Building Plans at 630 E. Wisconsin Avenue: Weber explained these are the proposed plans for the new police station, and it will be the first building reviewed in the new overlay design district. The applicant is requesting feedback on the preliminary plans and intends to come back in Fall for final approval. Louise Gruener Kowalczyk of FGM Architects explained their goal was to make the building not look like a grocery store, which it had been previously, but give it a more civic presence and welcoming appearance. The public entrance will be on Wisconsin Avenue, have a canopy, a large area for signage, a flag pole and landscape elements to keep vehicles away from the building yet soften up the exterior. Other elements include stone piers, painted block and corrugated metal siding. There will be new window openings on the west and east sides; secure police parking and separate entrance with a canopy for police operations located on the west side; and other elevations will be painted and include windows. Frye said they will be adding an overhead door on the north elevation to access indoor parking, and Buerger said they want to maintain the green space on the east elevation. Members asked what the inspiration of the building was; encouraged including 3 flag poles and make them prominent; make the entry a point of interest with a memorial or similar feature; like the use of materials; inquired of the condition of the block; it’s a great location and an opportunity to use a vacant building; and agreed the building design is heading in the right direction. Kowalczyk wants the building to look civic with a neutral palette. Frye said the building has a couple of cracks but overall is not in bad condition. No action was taken. 8. Reports and comments from the City Planner: None. 9. Reports and comments from the Architectural Commissioners: Members requested staff review previous direction in the minutes regarding the painting of the roof at Pizza Hut and follow through with the applicant. They also noted there appears to be more applicants who come through with plans for approval, then make changes to the plans and have to come back before AC for reapproval after-the-fact. Members agreed the only way to correct this is to turn down applicant’s request for reapproval in these types of situations. 10. Adjourn: Motion by Schultz to adjourn at 6:00 pm; second by Krogstad. Approve the May 9, 2018 Minutes: Motion by Schrang to approve the May 9, 2018 minutes; second by Schultz. Motion carried 5-0. 3. Mueller Square – Consider/approve a Master Sign Plan at 524 E. Wisconsin Avenue: Weber explained this is for approval of a master sign plan for a building with entrances on 3 different streets and contains multiple tenants. Photos of existing building signage were shown which includes a variety of types, colors, backgrounds and styles. Staff worked with the applicant to create a master sign plan to make all signage look more cohesive, bring signage into compliance with code and allow for individual branding. Weber noted the Cousin’s in the building is going through a branding change and plans to conform to the requirements of the master sign plan. Members were concerned because one section of the building has no fascia but no tenants currently have any signage there. If that changes, then the master sign plan will need to be adjusted to accommodate the request and back to AC for approval. Motion by Flint to approve the Master Sign Plan for Mueller Square, 524 E. Wisconsin Avenue, as submitted; second by Schultz. Motion carried 5-0. 4. Mill’s Fleet Farm Gas Station / Convenience Store / Car Wash – Reconsider / reapprove Building Plans at 1501 Pabst Farms Blvd: Weber explained this applicant is requesting approval of several changes they made to the gas station / convenience store / car wash which were different than previously approved by the Architectural Commission. Staff was displeased that the applicant went ahead with changes to the building without notifying the City and told the applicant that only staff has the authority to approve / deny any changes. Building changes included removal of one overhead door on the west elevation; removal of one overhead garage door and replacement of 2 doors painted to match wall panels on the east elevation; move one door further north on the east elevation; remove one double-door on the south elevation; added a second storefront entry door in the arched entry on the west side of the south elevation; added a second storefront entry door and glazing on the east side of the south elevation; removed “FF” building signage on the east side of the south elevation; and added a 6’ tall stained cedar board mechanical screen and access gate to hide the mechanicals on the northwest inside corner of the building. Staff suggested additional changes to give the building a more cohesive look which included: add a second window to the left of the door and add a large “FF” logo on the center of the large metal wall on the south elevation; and change the cedar board mechanical screen to match the building materials with a cedar board wood gate. Lastly, staff was at the site and noted that venting has been installed without staff’s knowledge which is contrary to the minutes of 4/12/17 when the original plans were approved. Adam Almquist of Stephen Perry Smith Architects explained construction was in process when Fleet Farm changed the design of the convenience store / car wash to remove one car wash bay and move the mechanical equipment there, and make the store larger. In order to keep the project moving they didn’t notify staff of the changes but agree that they should have. Almquist believes the design of the store has been improved on the south elevation with these changes and requested the window not be added as suggested by staff. They removed the overhead doors because they got rid of the car wash bay. In addition, they thought they were supposed to minimize the venting and match nearby materials. They are trying to keep venting off the north / south sides of the roof and intend to paint whatever venting is on the building. Almquist said they assumed that permits were being reviewed and that planning staff was informed. Members comments included to leave the entry as proposed without the addition of another window; at what point does changing the design become a serious issue; agree they should have pointed out the changes timely but they don’t wreck the original design; doesn’t think it’s a drastic change but it should have been brought to AC’s attention; and okay with changes but should include some additional concessions such as larger / more mature trees. Motion by Schultz to reapprove the changes to the building plans for the Mill’s Fleet Farm Gas Station / Convenience Store / Car Wash at 1501 Pabst Farms Blvd subject to the addition of the FF logo to be located in the middle of the precast ribbed wall area on the south elevation; approval of the trash enclosure and door changes on the south elevation as submitted; request an increase in the caliber of the landscaping 2-fold for the project with staff to administratively approve said landscaping; and any rooftop venting should be minimized and colored to blend into the building; second by Flint. Tower Ridge Apartments – Consider/approve Building Plans at 265 Thurow Drive: Weber explained this request is for approval of plans for two 18-unit apartment buildings to be located by the water tower on the east side of the City. This is the same site as a previously approved 48-unit complex. Materials include split face CMU block; smart siding; architectural shingles; stucco finish panels; engineered trim; painted steel railings; and a low profile roof pitch. Colors will be earth tones; a landscaping plan has been included; and the dumpsters will be located in the underground parking garage. HVAC units are shown as cream colored, and staff agrees their location helps break up the wall composition. Weber recommended approval contingent on that the lighting be individual unit based so that they can be turned off / on by each unit owner, and all mechanicals be minimized and painted to match adjacent building materials. Tim Seidel, architect and Dave Hoffman, building owner, provided material samples and colors. They intend for the building to have a prairie /craftsman style with earth tone colors. Seidel noted their intent is to have a more severe overhang for the roof and said other roof pitches they tried added bulk to the building. Members liked the colors, architectural detail and roofline on the building. The members asked that they reconsider steel railings and suggested white aluminum instead; consider adding detail to the smaller gable ends; add larger vent detail to the other larger gables; and raise the HVAC units (“Majic Paks”) on the second story so they are located above the white band. Seidel agreed to work with staff on the railings. Motion by Nelezen to approve the building plans for Tower Ridge Apartments at 265 Thurow Drive subject to raising the “Majic Paks” above the white continuous band around all sides of the building; the railings on the individual balconies are to be aluminum instead of steel; include decorative venting in the gable ends; and all rooftop units are to be screened and all rooftop and elevation venting should be minimized and colored to blend into the building; second by Schrang. Motion carried 5-0. 6. Silver Lake Street Senior Housing – Discuss Building Plans at 1101 Silver Lake Street: Weber explained this is an opportunity to review the building plans for an 80 unit senior complex to be located on Silver Lake Street. The applicant is requesting feedback on the design, colors, rooflines, massing and articulation. The applicant, Aaron Matter provided information on the site; building location; underground parking; central courtyard and building heights. Jeremy Bartlett of Thrive Architects said they are proposing a mix of Cheyenne masonry brick; a monumental masonry product for the base; rust red smart siding; terracotta roof shingles; and a parapet for screening the rooftop mechanicals. The average roof heights will be 45’ at the rear and 34’ at the street. The dumpsters will be located internally. Bartlett handed out photos of other buildings which they took inspirations from for their building. Members thought it was a good start; suggested they do not make their presentation next time as a flat drawing; they liked the 3rd floor layout on the handout and suggested a slightly different color of brick in this location; and suggested screening some of the corner units, particularly on the golf course side of the building. Staff requested that concept images be included in the next packet as they are helpful. No action was taken. 7. Reports and comments from the City Planner: Gallo explained at the last meeting members requested the vinyl windows of a proposed senior living project be a different color than white as presented. Nothing was submitted to staff for review since the last meeting, but the applicant was at the meeting with tan and brown samples of the windows for the members to review along with pictures of what each color would look like on the building. Members agreed the tan was acceptable, and staff will follow up with the applicant. 8. Reports and comments from the Architectural Commissioners: Members requested clarification on the color of Fleet Farm’s silo feature. 9. Chris Dehnert, Deputy City Clerk S:\Committees - Commissions\Architectural\Minutes\2018\6-13-18.doc Department of City Planning Kristi Weber | 262.569.2173 oconomowoc-wi.gov/planning Architectural Commission Background July 11th 2018 : 5:00 pm at City Hall in Conference Room #3 Item #3 – Fowler Lake Village; Balcony and Rooftop terrace Guardrails The applicant is requesting re-approval from the Architectural Commission for the balconies and rooftop terrace guardrails of Fowler Lake Village located at 215 Pleasant Street. The project received its initial approval at the August 9th 2017 meeting. Background Fowler Lake Village development was discussed by the Architectural Commission in April and May of 2017, prior to their approval on August 9th 2017. According to the May 2017 minutes, the applicant discussed potential options for the balconies and requested feedback on wire mesh or glass balcony systems. The August approval included painted woven aluminum mesh panels. Now the applicant is requesting to change the guardrail panels from the mesh to glass. Top Rail In the May 2017 minutes it noted that the ‘guardrails to be round, not flat.’ The application shows a top rail on the elevations but not on the renderings. Applicant to verify the top guardrail is round. Glass Guardrail System The application is requesting a glass guardrail system instead of a painted woven aluminum mesh. Planning Staff is okay with the glass system. Signage Per Section 17.609(3)(a) of the City’s Municipal Code, multi-tenant buildings are required to submit a coordinated master sign plan to the Architectural Commission for approval. Fowler Lake Village is a multi-tenant building with retail/office, and restaurants on the first floor, with residential units above. The applicant has shown signage on the building, but no application was submitted. At this time, there is no formal action needed by the Architectural Commissioners. This is a friendly reminder that when the applicant knows more information, they shall submit an application for approval by the Architectural Commission. Recommendation: Approve the balcony and rooftop terrace guardrails for Fowler Lake Village located 215 E. Pleasant Street, subject to the following considerations: • Top Rail – Applicant to verify top rail of the guardrail system, top rail is round. Architectural Commission Meeting Background July 11th, 2018 – Page 2 Item #4 – Oconomowoc High School East Campus; Digital Reader Board The applicant is requesting approval from the Architectural Commission for a digital reader board for the Oconomowoc High School East Campus building located at 915 E. Summit Avenue. The school district received building approval for the exterior changes during the November 8th 2017 meeting. The applicant has also recently received Administrative approval for wall signage on the building. Per Section §17.609(1)(i) of the City Code, “all electronic LED signs and changeable copy signs shall be approved by the Architectural Commission.” The application meets code: • For allowable overall height (8’) • The overall square footage of the sign (48.5 SF) • The allowable percentage of the electronic massaging center (24.7%) • The sign base is constructed of the same material and color of the principal structure (cream brick) • Address numbers were included • A landscaping plan was included Site Location Per Section §17.607(4)(d) of the City Code, “Monument signs …. shall be set a minimum of 10’ from the front lot line.” The application shows an aerial with approximate sign location on Sheet C101. Planning Staff is unsure of the dimension between the property line and the parking lot. Applicant to verify property line and sign location. Recommendation: Approve the digital reader board for the Oconomowoc High School East Campus located at 915 E. Summit Avenue with the following considerations: • Site Location – Applicant to verify property line and sign location. Item #5 – Greenland Elementary School; Rooftop Screening The applicant is requesting an exemption for rooftop screening from the Architectural Commission for Greenland Elementary located at 440 Coolidge Street. Background Per Section §17.206(1)(b) of the City Code, “All rooftop… mechanical equipment… shall be fully screened from view from any street or residential district as viewed from six (6) feet above ground level. Screening may consist of a building wall or fence and/or landscaping as approved by the Zoning Administrator. Screens shall be of durable, permanent materials that are compatible with the primary building materials. Screening for rooftop mechanical equipment shall incorporate similar architectural features of the building and/or constructed of a material and color compatible with other elements of the building. Exterior mechanical equipment, such as ductwork, shall not be located on primary building facades, unless approved by the City.” In late August 2017, the Oconomowoc Area School District (OASD) notified Planning Staff that large cooling towers had been installed on Greenland Elementary and Park Lawn Elementary. They requested staff meet on-site at both properties to discuss options. Staff reviewed City Code and determined that the Code only referred to Greenland Elementary as the cooling tower was visible from the following streets Dixie Place, Coolidge Street, N. Roosevelt Avenue and E. Harvard Street. Planning Staff also discussed alternative options other than screening with the OASD that also included relocating Greenland cooling tower to the ground, re- Architectural Commission Meeting Background July 11th, 2018 – Page 3 working the HVAC system, and changing the building elevation; which Staff was informed would cost too much. Staff was then provided with color samples for Greenland Elementary. In September, Planning Staff followed up and OASD responded that the screening quote came back much higher than anticipated. Staff connected OASD with the Utilities Department for assistance through WPPI, who in turn granted OASD with energy efficiency funds. As well has introduced them to additional funding programs for Meadow View Elementary and Summit Elementary. With the intent to screen the rooftop unit, a second quote came back very high. The property remains in non-compliance. Recently OASD reached out to Planning Staff noting that they would prefer not to screen the unit and have painted it. Planning Staff is concerned with the following: • Long-term maintenance of the paint on the cooling tower. • Setting a precedence of waiving the ordinance due to cost. Recommendation: Commissioners to determine if the efforts made are sufficient to wave the ordinance. Item #6 – St. Matthew’s Lutheran Church and School; Campus Signs The applicant is requesting several special exceptions from the Architectural Commission for signage plans for the St. Matthew’s Church and School located at 1650 Brown Street. The application includes (1) one ground sign with a digital reader board, (1) one directional sign, and (3) crosses. Per Section 17.609(3)(a) of the City’s Municipal Code, multi-tenant buildings are required to submit a coordinated master sign plan to the Architectural Commission for approval. This building has two (2) tenants; the St. Matthew’s Church and School and the First Steps Child Care Center. In addition, St. Matthew’s Church and School received building approval at the July 12th 2017 Architectural Commission. At that time they were informed that an electronic messaging center that they would need to return to Architectural Commission for additional approvals. Since then unfortunately the applicant did not meet with Planning Staff prior to submittal. This is not a master sign plan, rather a group of signs that exceed code requirements in several ways. The applicant is thus requesting approval of several special exceptions. Main Ground Sign – Adjacent to Brown Street • Overall Height: Per Section §17.609 (2)(c)(3) of the City Code, “maximum height is (8) eight feet” for a ground sign. The applicant is requesting approval for a 13.75’ sign. The sign exceeds the height requirements and Planning Staff does not support the special exception for this request. Applicant to reduce the height of the sign to meet code. o Side note: To put this sign in perspective, the recent approvals of signs ~14’ in height include Associated Bank, Waukesha State Bank, and Aldi’s. The maximum height allowed was 8’ plus the difference (delta) between the arterial road height and the existing grade elevation.  Planning Staff did a site visit and the grade of Brown Street and the grade of the proposed sign appears to be equivalent and does not warrant the special exception. Architectural Commission Meeting Background July 11th, 2018 – Page 4 • Overall Sign Area: Per Section §17.607(4)(c) of the City Code, “monument signs shall not exceed 50 SF in face area.” The applicant is requesting approval for 84.4 SF of signage. The sign area is oversized and does not support the special exception for this request. Applicant to reduce the size of the sign to meet code. o Side note: To put this sign in perspective, a recent stand-alone multi-tenant sign on an arterial was for Summit Center Marketplace at 79.1 SF for up to 10 (ten) tenants. • White Background: Due to the lack of lighting in the area, Staff highly recommends the white sign have an opaque background. Meaning, at night the letters would glow but not the white background. White backgrounds in dark areas cause an intense glare which prohibits legibility. • Electronic Messaging Center (EMC): Per Section §17.609(1)(a) of the City Code, the EMC “shall not exceed 25% of the total sign area…” The application is requesting approval of an EMC that is (95” x 38”/144 = 25 SF / 84.4 SF) 29.7% of the overall sign. Applicant to reduce sign to meet code. • Ground Base: The application states ‘Masonry base supplied by client.’ Per Section §17.607(4)(a) of the City Code “…monument base constructed of the same material and color… as the principal building.” Applicant to provide material specification for the monument base. • Vision Triangle: The application shows the main ground sign located at the private entrance to the campus at Brown Street. The sign is setback 33’ from the property line, outside of the utility easement. Planning Staff is comfortable with the placement of the sign. Child Care Directional Sign – Near Building Entrance Per Section §17.603(1)(p) of City Code the maximum logo square footage is 1 SF. The application requests approximately 2 SF. The applicant did not include rationale for a special exception for this sign. Applicant to reduce the logo to meet code. Crosses The application includes (3) crosses. Staff has no concerns with the crosses size and locations. Staff would like to know if and how the crosses are being illuminated. Applicant to provide additional information about the illumination for the crosses. Additional Signage Planning Staff had inquired with the applicant about the previously shown wall signage on the gym walls. The applicant noted that since the gym wall height was lowered, they would no longer be pursuing wall signs. The landscaping plan (Sheet L100) also shows a second ground sign on Schumacher Street. Per Section §17.609(2)(d) states “Large developments, including single or multiple buildings with a cumulative size of over 40,000 square feet, may have an additional ground or wall sign to identify the development, subject to an application being filed and approved by the Architectural Commission.” Planning Staff inquired, and the applicant said not at this time, but potentially in the future. Staff recommends all signs to be approved at the same time to create a more cohesive sign package. Final Note: Planning Staff does not support this application and feels the applicant should provide a cohesive master sign package to the Architectural Commission for review and approval. The applicant requested to the placed on the agenda because of the lead-time they need to make the signs; as they would like the signs installed at the end of August prior to the start of school. Wisconsin Avenue. This proposed project is located on the previous Sentry site and is located in the Downtown Design Overlay District. Since this is only a building remodel and not new construction, conformance to the overlay district requirements is not required. June 28, 2018 Fowler Lake Village – Architectural Building Review - resubmittal Dear Mr. Gallo, The submitted revised building renderings and elevations are to outline the revisions to the previously approved balcony and roof top terrace guardrails. The originally approved design included painted woven aluminum mesh panels with-in the guardrail frame system. Buyers approaching the project have had a consistent request to revise the mesh design to a glass guardrail system, so in keeping with market forces we are requesting the revision be reviewed. This will occur at the balcony locations from second floor to the roof deck at the north-west radius corner. The glass railing will have the same vertical support spacing as the previously planned mesh system had. We have reviewed this revision in elevation and perspective view (as presented in the submittal), and feel this is an enhancement to the experience for the owners. Thompson St. & E. Wisconsin Ave. in an adaptive reuse to the new home of the City of Oconomowoc Police Department. The existing façade will be modified to provide visual cues to the new Police Department, and remove the feel of the existing grocery store. The existing structure is a single wythe CMU masonry construction with aluminum storefront windows & doors and a monolithic veneer material cladding the upper portion of the CMU walls.
