City of Oconomowoc Architectural Commission Meeting Minutes November 14, 2018 Chairman Johnson called the meeting to order at 5:00 pm. Members Present: Anne Krogstad, Paul Schultz, Kurt Schrang, Kent Johnson and Jeremy Flint Staff Present: Jason Gallo, Kristi Weber, Robert Duffy, Ald. Charlie Shaw and Chris Dehnert 2. Approve the October 10, 2018 Minutes: Motion by Schrang to approve the October 10, 2018 minutes; second by Flint. Motion carried 5-0. 3. Cool Joyce Studio & The Doggy Bag – Consider/approve an amendment to the Master Sign Plan at 124 E. Wisconsin Avenue: Weber explained the Master Sign Plan for this location was approved in March 2018, and it includes hanging tenant signs under the front awning with black text and a white background but no logos or branding. Two tenants are requesting that the Master Sign Plan be amended to allow colored logo’s and an arrow on the hanging tenant signs. The signs would be the same size as previously approved, and drafts of the proposed signs were included in the agenda packet. Weber said the intent of the arrow is to provide direction to their location on the rear elevation of the building. Staff recommends approval of the request, noting the arrow isn’t necessary as part of the sign. Weber added the tenants are presenting on behalf of the owner, and the tenants are responsible for sharing any changes or direction given tonight by the Architectural Commission regarding this request. Erik Eck of The Doggy Bag and Joyce Foy of Cool Joyce Studio both agreed the arrow is not real important because local citizens know where they are located. However, the logo on the sign is important because their products (which have a logo) are in stores around Waukesha County. People who want to buy their products but haven’t been to their store here will be able to associate the logo with the store. The members noted the arrow would add cost and agreed to allow logos with color on the hanging tenant signs as requested. Motion by Schultz to approve the amendment to the Master Sign Plan as submitted (white background/black text/colored logo) without arrows for the building at 124 E. Wisconsin Avenue; second by Krogstad. Motion carried 5-0. 4. Moboevo – Consider/approve a Building Façade Amendment at 127 N. Main Street: Weber explained the applicant is proposing updates to the lake side of the building and will be applying for a downtown façade grant. The project includes changing out the window to a garage door; painting the second story “Bunglehouse Blue” (including the roof overhang), the center section of brick, all window trim and 1st floor door to the south “Alabaster” White, and the awning, door to the north and surrounding brick “Tricorn Black”; update the fence with shiplap; add a deck 8” above the ground; and reverse the stairs to face away (north) from the building for more privacy for the tenant. Mark Rowler of Moboevo, provided members with an explanation of his business, proposed building project and said there is existing lighting on the 2nd floor. Members questioned the floor height of the deck based on commercial code requirements; suggested that brackets be added to the roof overhang similar to the brackets on the 1st floor awning and painted white; concern over the relocation of the stairs; suggested that the door to the apartment should have a left swing (south); the other door to the 1st floor should also have a left swing; and concern over the condition of the 1st floor awning. Motion by Krogstad to approve the building façade amendment as submitted for Moboevo at 127 N. Main Street with the recommendation to add two additional brackets to the upper roof overhang and paint them “Alabaster” White along with the lower brackets; second by Schultz. Motion carried 5-0. 5. Moboevo – Consider/approve a Special Exception for Signage at 127 N. Main Street: Weber explained the applicant from the last item is also requesting approval of a Special Exception as he wants to add signage on the front and rear awnings which consists of white letters on a black background. Other signage on the building includes a hanging sign on the front elevation and a wall sign on the lake side (rear) elevation which have both received administrative approval. Staff agrees with this request and recommends approval with the condition that both awnings be the same black background with white letters. Rowler explain his projecting sign will be smaller than the sign for the business next door, and he intends to hang the sign by installing a bracket with a spacer. He has a temporary sign which he will use to help him with placement of the sign. Members were concerned about not seeing a drawing in the packet showing the exact placement of the sign on the building, noting without it is hard to make a real determination; and discussed what height is best for hanging the sign so that it is above the canopy. Motion by Schultz to approve the Special Exception for signage (black background with white S:\Committees - Commissions\Architectural\Minutes\2018\11-14-18.doc Architectural Commission Meeting 2 November 14, 2018 letters on both awnings) for Moboevo at 127 N. Main Street, with the projecting sign on the front elevation located so that the bottom of the sign is 4” above the top edge of the canopy; second by Krogstad. Motion carried 5-0. 6. Schulte Heating & Air Conditioning – Consider/approve a Building Façade Amendment at 131 N. Main Street: Weber explained the owner of this business intends to update the façade of their building by painting the currently green siding to a “Peppercorn” gray and all currently red trim to a “Pure White”. In addition, the side door will also be painted gray since they do not use that door as an entrance. Staff recommends approval of the façade amendment as requested. Members suggested since they do not use the side door that the trim around it should also be gray; requested better detail be included on all future applications; concern over rotted siding; and questioned why not change the direction of the siding to be horizontal during this façade change. Mark Rowler of Moboevo was present on behalf of the applicant. Motion by Kogstad to approve the building façade amendment as submitted for Schulte Heating & Air Conditioning at 131 N. Main Street with the condition that the entire building is to be painted #SW7674 “Peppercorn”; the trim is to be painted SW7005 “Pure White”; and the side door and trim is to be painted #SW7674 “Peppercorn”; second by Schultz. Motion carried 5-0. 7. Eagle’s Landing – Consider / approve an amendment to the Master Sign Plan at 126 - 130 W. Wisconsin Avenue: Weber explained the Master Sign Plan for this development was approved in September 2018, and she reviewed the signs which have already been installed including the address signage in the placeholder on the retaining wall. Additional signage being requested include a (non-illuminated) development wall sign with an eagle to identify the condominium entrance; wall signs over each tenant entrance on Wisconsin Avenue (American Legion and Lago Su Bella); a 18” x 30” (non-illuminated) tenant wall sign by the side entrance on the east elevation and a tenant wall sign on the lake elevation for Lago Su Bella. The applicant is also requesting to be allowed the use of the colors blue, red and teal in addition to bronze to help draw attention to the tenants. The main development residential wall sign will be bronze, and the tenants will add gooseneck lighting over their signs on the front and lakeside elevations. Staff reviewed these requests and recommend approval. Michael Bertrand, owner of Lago Su Bella, said he is assisting the American Legion with their signage. He believes the Master Sign Plan was submitted prematurely; noted the font on existing entrance signage is different than the submittal; a sign on the east elevation is necessary because otherwise people may consider the side entrance to be a service door; explained the arched sign holders over the tenants space consist of brick soldier course so there is less flexibility with sign placement; and he appreciated working with City staff on this request. Members liked the addition of color on the tenant signs; suggested stacking the “American Legion” to make it look better; and voiced concern that gooseneck lighting over the sign on the lake side will cause deep shadows on the signage. Motion by Flint to approve an amendment to the Master Sign Plan for Eagle’s Landing at 126 - 130 W. Wisconsin Avenue as follows: that the Tenant Business Sign above Establishment Entrance on Wisconsin Avenue be allowed with the colors blue and red on the tenant signs along with bronze; that the tenant business sign on the Lac La Belle façade be allowed with the colors blue, red and bronze; with a contingency to add lights to those signs not illuminated; that any sign arch is to match the arch of the building the sign is to be placed on; that the tenant sign is allowed on the east alley entrance with the colors blue, teal and red as illustrated; and staff is allowed to administratively approve the signage when it has been finalized by a sign company; second by Schrang. Motion carried 5-0. 8. Reports and comments from the City Planner: None. 9. Reports and comments from the Architectural Commissioners: Members noted there are a lot of fluttering flags at local businesses in the downtown again and requested staff to follow through with them. 10. Adjourn: Motion by Schultz to adjourn at 6:02 pm; second by Schrang. Motion carried 5-0. Chris Dehnert, Deputy City Clerk S:\Committees - Commissions\Architectural\Minutes\2018\11-14-18.doc

Agenda

City of Oconomowoc Architectural Commission Meeting Minutes October 10, 2018 Chairman Johnson called the meeting to order at 5:00 pm. Members Present: Jeremy Flint, Anne Krogstad, Paul Schultz, Kurt Schrang and Kent Johnson Staff Present: Jason Gallo, Kristi Weber, Ald. Shaw and Chris Dehnert 2. Approve the September 12, 2018 Minutes: Motion by Schultz to approve the September 12, 2018 minutes; second by Flint. Motion carried 5-0. 3. Prairie Creek Shoppes – Consider / approve a Master Sign Plan at the SW Corner of Brown St (CHP) and Lake Drive (CH Z) aka Tax Keys OCOC 0540.999.028, 0540.999.027 and 0540.999.023: Weber explained the property in this retail development consists of three tax keys and is owned by two different property owners who use the same leasing agent. There are two anchors, Piggly Wiggly and Tobin’s, with 12 tenants located in between. The owners of the parcels previously created their own unofficial sign plan which was never approved by the City. Recently a new tenant requested approval of their sign which brought forth the need for a formal City approved Master Sign Plan. Staff was impressed with how well the property owners worked together to update their current plan. It was also agreed to handle any signage issues for the anchors separately through the Architectural Commission due to their complexity. Proposed changes to the plan include 1) language under #3 Walls Signs that all wall signs shall have white text; 2) adding an item to allow for logo text which addresses corporate logos, crests or shields in conjunction with text when a logo is part of a corporate identity; and 3) under #10 Window/Door Signage, include text to include the City requirement to not exceed 25% of window/door coverage. Weber noted the sign plan of the development allows for projecting signs for each tenant which staff likes. Weber recommends approval of the Master Sign Plan with the three conditions as noted. She noted the new tenant will be coming in tomorrow with their sign request which may include blue letters, and Chad Schultz of Innovative Signs said this tenant will be coming in with white letters. Members questioned if the owners had provided a letter of agreement with the proposed sign plan. Weber said they worked together to create the plan, and former correspondence regarding current signage reflects their desire to have a cohesive Master Sign Plan. Motion by Schultz to approve the amendment to the overall Master Sign Plan for Prairie Creek Shoppes with the amendments as proposed; second by Schrang. Motion carried 5-0. 4. Reports and comments from the City Planner: None. 5. Reports and comments from the Architectural Commissioners: None. 6. Adjourn: Motion by Schrang to adjourn at 5:15 pm; second by Krogstad. Motion carried 5-0. Chris Dehnert, Deputy City Clerk S:\Committees - Commissions\Architectural\Minutes\2018\10-10-18.doc Department of City Planning Kristi Weber | 262.569.2173 oconomowoc-wi.gov/planning Architectural Commission Background November 14th 2018 : 5:00 pm at City Hall in Conference Room #3 Item #3 – Cool Joyce Studio & The Doggy Bag; Amendment to Master Sign Plan The applicant is requesting approval of an amendment to the Master Sign Plan from the Architectural Commission for 124 E. Wisconsin Avenue. The Master Sign Plan (§17.609(3)(a)) was previously approved in March 2018 by the Architectural Commission. Color and Logos The previously approved tenant signs were to have a white background, with black lettering on both sides in a variety of fonts and no logos. The tenants are asking for an amendment to the Master Sign Plan tenant signs to keep the white background and black text in a variety of fonts, but allow for colored logos. Planning Staff supports this request. Arrows The applicant is also requesting an arrow pointing towards the building to be allowed on the sign. Planning Staff feels that the sign location and text noting ‘Located behind Roots’ is sufficient and that by adding an arrow itwould take up valuable space on the sign and decrease legibility. Commissioners to determine the necessity for the use of arrows. Property Owners Approval The 124 E. Wisconsin building, currently has (4) tenants (The Roots Coffeebar & Café, Cool Joyce Studio, The Doggy Bag and Boards and More). Fowler Lake Properties LLC (The Roots Owners) is the leasing agent for all the tenants of the Master Sign Plan. The Property Owners have approved the submitted amendment Master Sign Plan. If any changes occur, the applicant must notify the property owner of the approved conditions and provide a new approval letter to the Planning Department agreeing to the approved conditions. Note Pending approval of the amendment to the Master Sign Plan, the applicant is required to apply for a sign permit from Building Inspection (262-569-2195) located on the second floor of City Hall. Each sign permit is $25. Recommendation: Approve the amendment to the Master Sign Plan for 124 E. Wisconsin Avenue, with the following considerations: • Arrows: Commissioners to determine the necessity for the use of arrows. Architectural Commission Meeting Background November 14th, 2018 – Page 2 Item #4 – Moboevo; Building Façade Amendment The applicant is requesting approval for a building façade amendment from the Architectural Commission for Moboevo located at 127 N. Main Street. The applicant will be applying for Downtown façade grant funding for the proposed rear/lakeside update. Building Color The existing color on the lakeside of 127 N. Main Street is faded yellow and is in need of new paint. The applicant is requesting “Tricorn Black (SW6258)” for the first floor, “Cyberspace (SW 7076)” blue on the second floor, with “Westhighland White (SW 7566)” for the second floor block and trim. Planning Staff feels supports the color selection. Garage Door The applicant is proposing to remove the rear window and install a garage door. In the past year, three (3) storefront garage doors have been approved by the Architectural Commission. Planning Staff supports the new garage door. Fence The applicant is going to enhance the north side of AJ’s fence with a shiplap look. Planning Staff supports finishing the backside of the fence. Second Floor Tenant Entrance Stair Currently the second floor tenant entry stair exits to the south. The application shows the second floor tenant extry exiting to the north. Planning Staff supports this change, as it will direct the upstairs resident to utilize an adjacent sidewalk instead of the Moboevo’s deck. First Floor Existing Rear Entrance The existing rear first floor entrance opens towards the fence. Due to the addition of the garage door and deck that Planning Staff suggests switching the door swing to open towards the new deck. Property Owners Approval The property owners have approved the submitted application. If any changes occur, the applicant must notify the property owner of the approved conditions and provide a new approval letter to the Planning Department agreeing to the approved conditions. Recommendation: Approve the building façade amendment for Moboevo located at 127 N. Main Street, with the following considerations: • First Floor Existing Rear Entrance: Switch the door swing. Architectural Commission Meeting Background November 14th, 2018 – Page 3 Item #5 – Moboevo; Special Exception for Signage The applicant is requesting approval for a signage special exception from the Architectural Commission for Moboevo located at 127 N. Main Street. The applicant has already received Administrative Sign approval for the projecting sign on N. Main Street and the wall sign on the rear/lakeside of the building (Per Section §17.608(2)(c)(2) of the City’s Municipal Code). Special Exception (§17.602(5)) The applicant is requesting a special exception for signage to be located on the awnings instead of on the windows. Their rationale includes “…to keep the windows as clean and minimalistic as possible,” thus the applicant is asking for awning signage is lieu of window signage. The Commissioners to determine is a special exception is warranted. Rear Awning The applicant has provided an option with black background with white text. Planning Staff supports the proposed color selection as it creates a cohesive look for the updated façade. Front Awning The applicant has provided two options: a white background with black text option as well as a black background with white text option. Planning Staff feels to keep a consistent look that the awnings should match on both sides of the buildings; thus, the front awning should be a black background with white lettering stating “Sales, Service, Rentals, ECO-Fun.” Staff does not support the additional business logo and text on the awning as there is already a business identification with the approved projecting sign on the N. Main Street elevation. Property Owners Approval The property owners have approved the submitted application. If any changes occur, the applicant must notify the property owner of the approved conditions and provide a new approval letter to the Planning Department agreeing to the approved conditions. Recommendation: Approve the signage special exception for 127 N. Main Street, with the following considerations: • Front Awning: Black background with white text “Sales, Service, Rentals, ECO-Fun.” Item #6 – Schulte Heating & Air Conditioning; Building Façade Amendment The applicant is requesting approval for a building façade amendment from the Architectural Commission for 131 N. Main Street. Building Color The existing color on the lakeside of 131N. Main Street is faded green with red trim and is in need of new paint. The applicant is requesting “Web Gray (SW7075),” with “Pure White (SW 7005)” trim. Planning Staff feels supports the color selection. Recommendation: Approve the building façade amendment for Schulte Heating & Air Conditioning located at 131 N. Main Street. Architectural Commission Meeting Background November 14th, 2018 – Page 4 Item #7 – Eagles Landing; An Amendment to the Master Sign Plan The applicant is requesting approval of an amendment to the Master Sign Plan from the Architectural Commission for Eagles Landing at 126-130 W. Wisconsin Avenue. This building has (2) commercial tenants (American Legion and a restaurant) with condominiums above. Eagles Landing had received building approval at the December 14th 2016 Architectural Commission and Master Sign Plan (§17.609(3)(a)) approval on September 12th 2018. The applicant is requesting to add the following to the previously approved Master Sign Plan: • Development Sign with Eagle over Residential Entrance Foyer o The text will match the previously approved development sign on the retaining wall as well as incorporate an eagle to the development name. The sign and eagle will be non- illuminated.  Planning Department Staff supports this addition. • Tenant Business Sign above Establishment Entrance on Wisconsin Avenue o The applicant is requesting non-internally illuminated red letters. The tenants will install gooseneck lighting above each sign.  Planning Department Staff prefers that the tenant signs be bronze color as previously approved, to create a cohesive look to the overall development. The Applicant and the Property Owner are now asking for new colors including the proposed colors, blue (pantone 295c), teal (pantone 7459c) and red (pantone 485c). Commissioners to confirm color selection. • Tenant Business Sign along Establishment Lakewalk/Boardwalk Entrance on Alleyway o The applicant is requesting non-internally illuminated 18”x30” wall sign.  Planning Department Staff supports this sign. • Tenant Business Sign on Lac La Belle Facade o The applicant is requesting non-internally illuminated red letters. The tenants will install gooseneck lighting above the sign.  Planning Department Staff does agree with the need for the signage on this façade, but suggests that the tenant sign be bronze as previously approved, to create a cohesive look to the overall development. The Applicant and the Property Owner are now asking for new colors including the proposed colors, blue (pantone 295c) and red (pantone 485c). Commissioners to confirm color selection.  Note The graphics that were submitted with this application were for representation only. The Applicant will need to work with a sign company to provide actual sign specifications to Planning Department prior to sign permit approval. Sign permits are available from Building Inspection (262-569- 2195) located on the second floor of City Hall. Each sign permit is $25. Property Owners Approval The Property Owner has approved the submitted application. If any changes occur, the applicant must notify the property owner of the approved conditions and provide a new approval letter to the Planning Department agreeing to the approved conditions. Recommendation: Approve the amendment to the Master Sign Plan for Eagles Landing located at 126-130 W. Wisconsin Avenue, with the following considerations: • Tenant Business Sign above Establishment Entrance on Wisconsin Avenue: Commissioners to confirm color selection. • Tenant Business Sign on Lac La Belle Facade: Commissioners to confirm color selection.
