Architectural Commission Meeting Minutes
December 12, 2018
Chairman Johnson called the meeting to order at 5:00 pm.

2. Approve the November 14, 2018 Minutes: Motion by Flint to approve the November 14, 2018 minutes; second by
Schultz. Motion carried 3-0.
3. Tower Ridge – Consider/approve Building Plans at 265 Thurow Drive: Weber provided past history of the site
which has been the subject of several reviews including the master plan of the whole site in 2004; changed the plan in 2016
to two 2-story 24-unit apartment buildings to be located to the east of the water tower; changed the plan in June, 2018 to two
2-story 18-unit apartment buildings; and now changed the building to one 3-story 36-unit building with a 180’ long single
story garage built into a berm. This recent change was brought forth by the applicant, noting the building materials, colors
and details are the same as approved earlier this year, except there will only be one building and it will be one story taller.
The applicant will be adding the berm and additional landscaping around the garage and property. Staff recommends adding
closed shutters to the backside of the garage. The applicant attempted to break up the long roofline with gables and hip
roofs. Weber recommends approval of the building plans with consideration given to adding closed shutters to the backside
of the garage. Dave Hoffman, owner, noted the only changes to the building is the density and the addition of the garage
and berm on the north side of the property to alleviate the site line of the building for the residents of the subdivision behind
the property. Tim Seidel, architect, said they have changed the window grids to be more in the prairie style. Hoffman prefers
no windows on the back side of the garage, noting the berm will be 4’ tall, and there will be landscaping and a path on top of
it. Members said the garage needs more detail and it’s too much mass. They suggested transom windows; adding a similar
detail to the roof as the top roofline of the proposed building; a color difference of some type; or articulation of the roof. The
members then discussed adding smaller gables, up to 5, to the rear roofline and consider including on the front roofline as
well. The owner worked with the members on the suggestions for the garage roofline. Motion by Schultz to approve the 3-
story building plans at 265 Thurow Drive as submitted and postpone approval of the detached garage; second by Flint.
Motion carried 4-0.
4. Reports and comments from the City Planner: Weber did a site visit at the request of the members to the locations
that had fluttering flags, and there were none present on that day. Staff will send a letter to the affected businesses and
send along a copy of City ordinance regarding fluttering flags.
5. Reports and comments from the Architectural Commissioners: None.
6. Adjourn: Motion by Schrang to adjourn at 5:30 pm; second by Schultz. Motion carried 4-0.

2. Approve the October 10, 2018 Minutes: Motion by Schrang to approve the October 10, 2018 minutes; second by
Flint. Motion carried 5-0.
3. Cool Joyce Studio & The Doggy Bag – Consider/approve an amendment to the Master Sign Plan at 124 E.
Wisconsin Avenue: Weber explained the Master Sign Plan for this location was approved in March 2018, and it includes
hanging tenant signs under the front awning with black text and a white background but no logos or branding. Two tenants
are requesting that the Master Sign Plan be amended to allow colored logo’s and an arrow on the hanging tenant signs.
The signs would be the same size as previously approved, and drafts of the proposed signs were included in the agenda
packet. Weber said the intent of the arrow is to provide direction to their location on the rear elevation of the building. Staff
recommends approval of the request, noting the arrow isn’t necessary as part of the sign. Weber added the tenants are
presenting on behalf of the owner, and the tenants are responsible for sharing any changes or direction given tonight by the
Architectural Commission regarding this request. Erik Eck of The Doggy Bag and Joyce Foy of Cool Joyce Studio both
agreed the arrow is not real important because local citizens know where they are located. However, the logo on the sign is
important because their products (which have a logo) are in stores around Waukesha County. People who want to buy their
products but haven’t been to their store here will be able to associate the logo with the store. The members noted the arrow
would add cost and agreed to allow logos with color on the hanging tenant signs as requested. Motion by Schultz to
approve the amendment to the Master Sign Plan as submitted (white background/black text/colored logo) without arrows for
the building at 124 E. Wisconsin Avenue; second by Krogstad. Motion carried 5-0.
4. Moboevo – Consider/approve a Building Façade Amendment at 127 N. Main Street: Weber explained the
applicant is proposing updates to the lake side of the building and will be applying for a downtown façade grant. The project
includes changing out the window to a garage door; painting the second story “Bunglehouse Blue” (including the roof
overhang), the center section of brick, all window trim and 1st floor door to the south “Alabaster” White, and the awning, door
to the north and surrounding brick “Tricorn Black”; update the fence with shiplap; add a deck 8” above the ground; and
reverse the stairs to face away (north) from the building for more privacy for the tenant. Mark Rowler of Moboevo, provided
members with an explanation of his business, proposed building project and said there is existing lighting on the 2nd floor.
Members questioned the floor height of the deck based on commercial code requirements; suggested that brackets be
added to the roof overhang similar to the brackets on the 1st floor awning and painted white; concern over the relocation of
the stairs; suggested that the door to the apartment should have a left swing (south); the other door to the 1st floor should
also have a left swing; and concern over the condition of the 1st floor awning. Motion by Krogstad to approve the building
façade amendment as submitted for Moboevo at 127 N. Main Street with the recommendation to add two additional brackets
to the upper roof overhang and paint them “Alabaster” White along with the lower brackets; second by Schultz. Motion
carried 5-0.
5. Moboevo – Consider/approve a Special Exception for Signage at 127 N. Main Street: Weber explained the
applicant from the last item is also requesting approval of a Special Exception as he wants to add signage on the front and
rear awnings which consists of white letters on a black background. Other signage on the building includes a hanging sign
on the front elevation and a wall sign on the lake side (rear) elevation which have both received administrative approval.
Staff agrees with this request and recommends approval with the condition that both awnings be the same black background
with white letters. Rowler explain his projecting sign will be smaller than the sign for the business next door, and he intends
to hang the sign by installing a bracket with a spacer. He has a temporary sign which he will use to help him with placement
of the sign. Members were concerned about not seeing a drawing in the packet showing the exact placement of the sign on
the building, noting without it is hard to make a real determination; and discussed what height is best for hanging the sign so
that it is above the canopy. Motion by Schultz to approve the Special Exception for signage (black background with white

letters on both awnings) for Moboevo at 127 N. Main Street, with the projecting sign on the front elevation located so that the
bottom of the sign is 4” above the top edge of the canopy; second by Krogstad. Motion carried 5-0.
6. Schulte Heating & Air Conditioning – Consider/approve a Building Façade Amendment at 131 N. Main Street:
Weber explained the owner of this business intends to update the façade of their building by painting the currently green
siding to a “Peppercorn” gray and all currently red trim to a “Pure White”. In addition, the side door will also be painted gray
since they do not use that door as an entrance. Staff recommends approval of the façade amendment as requested.
Members suggested since they do not use the side door that the trim around it should also be gray; requested better detail
be included on all future applications; concern over rotted siding; and questioned why not change the direction of the siding
to be horizontal during this façade change. Mark Rowler of Moboevo was present on behalf of the applicant. Motion by
Kogstad to approve the building façade amendment as submitted for Schulte Heating & Air Conditioning at 131 N. Main
Street with the condition that the entire building is to be painted #SW7674 “Peppercorn”; the trim is to be painted SW7005
“Pure White”; and the side door and trim is to be painted #SW7674 “Peppercorn”; second by Schultz. Motion carried 5-0.
7. Eagle’s Landing – Consider / approve an amendment to the Master Sign Plan at 126 - 130 W. Wisconsin
Avenue: Weber explained the Master Sign Plan for this development was approved in September 2018, and she reviewed
the signs which have already been installed including the address signage in the placeholder on the retaining wall.
Additional signage being requested include a (non-illuminated) development wall sign with an eagle to identify the
condominium entrance; wall signs over each tenant entrance on Wisconsin Avenue (American Legion and Lago Su Bella); a
18” x 30” (non-illuminated) tenant wall sign by the side entrance on the east elevation and a tenant wall sign on the lake
elevation for Lago Su Bella. The applicant is also requesting to be allowed the use of the colors blue, red and teal in addition
to bronze to help draw attention to the tenants. The main development residential wall sign will be bronze, and the tenants
will add gooseneck lighting over their signs on the front and lakeside elevations. Staff reviewed these requests and
recommend approval. Michael Bertrand, owner of Lago Su Bella, said he is assisting the American Legion with their
signage. He believes the Master Sign Plan was submitted prematurely; noted the font on existing entrance signage is
different than the submittal; a sign on the east elevation is necessary because otherwise people may consider the side
entrance to be a service door; explained the arched sign holders over the tenants space consist of brick soldier course so
there is less flexibility with sign placement; and he appreciated working with City staff on this request. Members liked the
addition of color on the tenant signs; suggested stacking the “American Legion” to make it look better; and voiced concern
that gooseneck lighting over the sign on the lake side will cause deep shadows on the signage. Motion by Flint to approve
an amendment to the Master Sign Plan for Eagle’s Landing at 126 - 130 W. Wisconsin Avenue as follows: that the Tenant
Business Sign above Establishment Entrance on Wisconsin Avenue be allowed with the colors blue and red on the tenant
signs along with bronze; that the tenant business sign on the Lac La Belle façade be allowed with the colors blue, red and
bronze; with a contingency to add lights to those signs not illuminated; that any sign arch is to match the arch of the building
the sign is to be placed on; that the tenant sign is allowed on the east alley entrance with the colors blue, teal and red as
illustrated; and staff is allowed to administratively approve the signage when it has been finalized by a sign company;
second by Schrang. Motion carried 5-0.
8. Reports and comments from the City Planner: None.
9. Reports and comments from the Architectural Commissioners: Members noted there are a lot of fluttering flags at
local businesses in the downtown again and requested staff to follow through with them.

Architectural Commission Background
December 12th 2018 : 5:00 pm at City Hall in Conference Room #3
Item #3 – Tower Ridge; Building Plans
The applicant is requesting approval of building plans from the Architectural Commission for
for 265 Thurow Drive. The Architectural Commission has reviewed (3) three sets of building
plans previously for this site;
• In 2004, Pioneer Ridge was approved.
o (2) two – (3) three story buildings, 36 units, ~ 52’ building ridge height.
• In 2016, Pioneer Ridge was re-approved.
o (2) two – (2) two story buildings, 48 total units, ~ 35’-11” building ridge height.
• In June 2018, Tower Ridge was approved.
o (2) two – (2) two story buildings, 36 total units, 41’-6” building ridge height.
The applicant is requesting to amend the plans again and obtain approval of (1) one – (3) three
story building, with 27 units, with ~ 46’-11” building ridge height and (1) one detached
garage building, approximately 13’-6” in height. The residential building will be located on the
same footprint as the previous approved building closest to the hill and City water tower, and
the new detached garages will back up to the existing residential neighborhood.
Building Height Note: Per code for gable and hip roofs, building height is determined by the
“average distance between the ridge and eave.” See diagram. The development is zoned RMH –
Multi-Unit High Residential and the maximum building height is 45’ and accessory structures
(detached garages) are 18’. Both buildings proposed for this application meet City Code for
building height.
Garage
The newly proposed detached building is 180’-0” long by 25’ deep and includes (15) fifteen
individual garages. The renderings and landscaping plans show the building set into a berm
with some landscaping. Planning Staff appreciates the applicant’s efforts to minimize the
building, break up the long elevations with a berm, use different wall planes, and include hip
roofs. Staff also suggests adding several ‘closed shutters’ that are framed to give the
appearance of faux windows along the back side. This feature will provide another way to break
up the blank wall.
Recommendation:
Approve the building plans for Tower Ridge located at 265 Thurow Drive, with the
following considerations:
• Garage: Add closed shutters with framing.

CONTRACTOR TO REMOVE ALL ACCUMULATED SEDIMENT FROM TEMPORARY SEDIMENT TRAP AND
RESTORE AREA TO FINAL INFILTRATION BASIN DESIGN. CONTRACTOR TO REPAIR ANY DAMAGE TO SITE
AND/OR BASIN(S) DURING SUCH ACTIVITY.
EROSION CONTROL:
1. CONSTRUCT AND MAINTAIN ALL EROSION AND SEDIMENT CONTROL MEASURES IN ACCORDANCE WITH THE "WISCONSIN
STORMWATER CONSTRUCTION AND POST-CONSTRUCTION TECHNICAL STANDARDS".
2. SEDIMENT CONTROL MEASURES MAY NEED TO BE ADJUSTED TO MEET FIELD CONDITIONS AND / OR METHODS OF CONSTRUCTION,
AND AS REQUIRED BY THE CITY.
3. PROVIDE INSPECTION AND MAINTENANCE OF ALL SEDIMENT CONTROL STRUCTURES AFTER EVERY RUNOFF PRODUCING RAINFALL
AND SNOW MELT OR WINTER THAW EVENT TO ENSURE INTENDED PURPOSE IS ACCOMPLISHED. SEDIMENT CONTROL MEASURES ARE
TO BE IN WORKING CONDITION AT THE END OF EACH DAY.
4. INSPECT SEDIMENT CONTROL STRUCTURES FOR INTEGRITY AFTER ANY SIGNIFICANT RAINFALL OF 1/2" OR MORE. CORRECT ANY
DAMAGED STRUCTURES IMMEDIATELY.
5. DO NOT REMOVE ANY SEDIMENT CONTROL MEASURES UNTIL THE AREAS SERVED HAVE 80% OR MORE ESTABLISHED VEGETATIVE
COVER.
6. ALL TRACKED SOIL ON ADJACENT STREETS FROM THIS PROJECT MUST BE CLEANED ON A DAILY BASIS, MINIMUM. CONTRACTORS ARE
REQUIRED TO USE THE TRACKING DRIVE ONLY FOR ACCESS TO THE SITE.
7. PROTECT STORM SEWER COLLECTION INLETS FROM RUN-OFF BY USING THE APPROPRIATE INLET PROTECTION. PROVIDE PROTECTION

GENERAL NOTES:
