City of Oconomowoc Architectural Commission Meeting Minutes May 8, 2019 Chairman Johnson called the meeting to order at 5:00 pm. Members Present: Kent Johnson, Anne Krogstad and Kurt Schrang Members Excused: Paul Schultz and Jeremy Flint Staff Present: Jason Gallo, Robert Duffy, Ald. Charlie Shaw and Chris Dehnert 2. Approve the April 10, 2019 Minutes: Motion by Schrang to approve the April 10, 2019 minutes; second by Krogstad. Motion carried 3-0. 3. Blink Retail Store – Consider/approve a Façade Update at 165 E. Wisconsin Avenue: Gallo explained this request is for approval of a façade update on a building in the downtown. Updates include a new larger window, add new wood panels and paint all new & existing panels “White Dove”, and widen the door opening to the west to make both doorways even. On the second floor the existing brick will be cleaned, the guardrail will be replaced, and the wood above the windows and panels along the roof edge will be painted “White Dove”. Staff is concerned there is not enough contrast between the proposed color and the brick. Laurel Whelan, building owner, plans to have the brick cleaned, remove the purple along the roof edge, and paint the building in a light color similar to another building in the downtown. Gallo will check to see if the other building was ever approved for the building color as painted. Whalen clarified the window will have a bronze frame and the railing will be a dark brown. She said it is a simple building and wants to showcase the brick and clean lines. Members agreed with the proposed colors and questioned what the plans are for the water table and gutter system. Whelan said they plan to have the water table repaired, gutters cleaned up and all bracketing painted with “White Dove”. She added the new tenant intends to have a projecting sign, and Gallo noted signage is not part of this request as staff may be able to administratively approve it if it complies with the sign code. Motion by Schrang to approve the façade update for Blink retail building at 165 E. Wisconsin Avenue as submitted; second by Krogstad. Motion carried 3-0. 4. JDJ Properties of Oconomowoc – Consider/approve Exterior Façade Renovations for 357 W. Wisconsin Avenue: Gallo explained this request is also for approval of a façade update to a building. The owner intends to paint the building a dark gray “Fieldstone”, replace the shingles on the roof with pre-finished metal panels in a lighter gray (“Ash Gray”), box in the pillars with an LP wrapping material, and add a 8’ x 12’ vestibule with a gable roof onto the front entrance. Staff recommends approval of this request. Mark Jurczuk, building owner, said he will be adding a fence around the dumpster located next to the building consisting of smart siding to match the building color. He also plans to paint the brick on his building. Members suggested that he not paint the brick due to maintenance concerns; suggested that the columns and end gable on the vestibule should be painted white; and questioned what code requirements were for the depth of the vestibule and how it will impact parking stalls. Jurczuk does not want to lose the handicap stalls so he may have to reduce the size of the vestibule. Motion by Krogstad to approve the exterior façade update for JDJ Properties of Oconomowoc at 357 W. Wisconsin Avenue as proposed with the following building colors: the main building and the walls of the vestibule will be painted “Fieldstone” (dark gray); the metal roof panels will be “Ash Gray” (light gray); the columns and gable end of the vestibule will be painted white; the roof will be black shingles and the existing stone will remain as is; second by Schrang. Motion carried 3-0. 5. Vespera II – Consider/approve Building Plans for Condominium Units to be located on St. Andrews Drive: Gallo explained this request is to approve the plans of 3 different types of condominium units to be built on St. Andrews Drive and the streets behind. This area was developed in 2006 as a Planned Development with 36 condominium units consisting of single family, duplexes and one commercial unit. Seven units were built (3 S:Clerk\Committees-Commissions\Architectural\2019\ACMin 5-8-19 duplexes and 1 single-family home) and then development stopped due to the economic downturn. All the current homes in this development have frontage on St. Andrews Drive. The new proposal includes 6 duplexes with frontage on St. Andrews Drive and 7 duplexes on the streets behind it. The existing duplexes have two stories and the proposal consists of duplex ranches. The existing buildings have unique features and characteristics and were built with a Tuscan Mediterranean style which was originally approved by the Architectural Commission. Gallo recommends approval of the units that do not abut St. Andrews Drive and postpone approval of the design for the units on St. Andrews Drive. The applicant, Craig Caliendo, said he can design and build something that can blend with the other units nicely but does not intend to have tile roofs or stucco exteriors. He would include architectural features like pergolas and half walls, shingled roofs in a terra cotta color, dark brown gutters, stone window sills and a wood-look garage door. Caliendo indicated he would be willing to incorporate other modifications to make these units look similar to the current buildings in the development and was looking for direction from the members. He was willing to come back with updated plans that include more masonry and details but they will not be 2-story buildings. The members requested Ken Ulickey, President of the Homeowners Assn for the development, to give input on the proposed building plans. Ulickey said Caliendo has attempted to work with them and appreciated his efforts to include more Mediterranean details but the buildings will still be different than the existing homes. He said the emails/letters that were sent to the members indicate people want more questions answered before these buildings are approved. Ulickey said there are concerns that if the buildings are approved now, they will not be able to change anything. Gallo noted this is a unique situation as the existing buildings are part of Vespera, and the new buildings will be part of Vespera II. There will also be separate plans and documents which will govern the Vespera II development. Members noted Mediterranean architecture does not have to be 2- story buildings but instead is included in the details and colors, such as window trim, window style, trellis’, landscaping, columns, stone accents, etc. The proposed garage doors are acceptable and stone chimneys are not necessary. Members said Caliendo should consider their suggestions and come back with more details; the developer should work with the current owners; trying to duplicate what has already been built can be expensive but some things can be done to make them similar; not enough detail has been presented; this is a perfect example of what happens when the economy takes a turn; and it is nice when an applicant works out the details and then presents the plan to the Architectural Commission. Caliendo doesn’t agree that his plans were premature; he has reached out to the current homeowners and it is hard to design around the desires of 7 owners. He agreed to look at rubber (tile) roofs, believes he has been given enough direction and is willing to work with the homeowners. Motion by Krogstad to table the building plans for Vespera II condominium units on St. Andrews Drive until the applicant is ready to return; second by Schrang. Motion carried 3-0. 6. Approve the March 13, 2019 Minutes: Motion by Schultz to approve the March 13, 2019 minutes; second by Johnson. Motion carried 4-0. 3. Twisted Fire – Consider/approve a Patio Structure at 515 E. Wisconsin Avenue: Gallo explained the applicant wants to install a permanent patio structure along the front elevation of his business on Wisconsin Avenue. A previous business had an outdoor patio at this location, but the proposed patio will be a permanent structure consisting of 16” gauge black steel columns, a corrugated roof and outdoor rope lighting. Currently there is a handicapped parking stall in this space which Gallo suggested could be relocated along the east or west elevations near the entry. He added the Plan Commission normally reviews the number and location of parking stalls; however, this item is not going to the Plan Commission so the Architectural Commission should consider the parking when reviewing this request. There is room for 16 tables with 4 chairs each under the patio structure and seat a total of 64 patrons. The roof edge of the structure will be setback 7’ from the front property line and no taller than the roof of the restaurant. The applicant is also requesting approval to replace the existing sign structure with a new two-sided sign on top of the patio roof panels facing perpendicular to Wisconsin Avenue. Each side will be 24 sf, which is smaller than their previous sign and within code requirements. The sign will be illuminated by gooseneck lighting. Gallo recommended approval though he had concerns with the overall number of parking stalls due to the additional patio seating. He added staff had concerns with the front wall structure and vehicular traffic on Wisconsin Avenue. Terry Boyle of Flux Design said the roof will consist of heavier gauge translucent clear fiber panels, the only hard pipe lighting will be for the gooseneck lights, and the string lighting will be on a heavier cable with 40 watt 2-1/2” tall Edison bulbs. The intent of the string lighting is that it will weave back & forth from steel posts on the front edge of the patio to the roof along the whole end of the patio structure to create a canopy of lights. Dimitri Glavas, property owner, showed a picture to the members from his phone of what the lighting will look like. Members asked if he would consider adding black painted bollards along the front edge or shorter bollards in between the taller posts of the structure along Wisconsin Avenue for additional safety. Glavas said the previous owner didn’t have to take any special precautions for the patio which the members agreed. Overall the members liked the look of the proposed structure. Motion by Schultz to approve the patio structure as submitted for Twisted Fire at 515 E. Wisconsin Avenue; second by Krogstad. Motion carried 4-0. Commissioner Krogstad recused herself to present the next item. 4. Cornerstone Pub – Consider/approve Exterior Façade Renovations for 24 S. Main Street: Gallo explained the owner of this building in the downtown is requesting approval to renovate the east, south and part of the west elevations of his building to bring more visibility to his business on South Main Street. Currently a part of the west elevation has already been renovated to reflect a cream color brick with gray & brown accents, and the applicant intends to mirror the same color and accents on the remaining elevations. Plans also include incorporating more windows; outdoor seating surrounded by a railing on the east elevation; concrete planters; and a railing around the outdoor tables and chairs with an awning on the south elevation. The only signage shown on the plans is a single wall sign on the south elevation illuminated with gooseneck lighting. Gallo requested clarification of any signage for existing tenants in the building. The applicant also intends to move the dumpster S:Clerk\Committees-Commissions\Architectural\2019\ACMin 4-10-19 currently placed on the south elevation to a new enclosure on the southwest corner of the building. The applicant, John Suttner, was present along with Ben Freeland and Anne Krogstad of MSI General. Krogstad explained the old façade around the building will be removed and the brick under it will be painted to match the west elevation. Some new windows will be installed which will match existing with black aluminum frames. The new façade will also include accent striping and metal coping on the rooftop, both to match the existing west elevation. The fire escape and other items will be removed from the south elevation, and a new masonry elevator shaft will be added on the corner. The driveway to the south is currently used for parking post office trucks but will be closed off to allow for the outdoor seating. Suttner intends to add a curb to close off the alley, and any mail trucks that park in this area will have to back out of the driveway. Members said the building will have a modern look and asked if the applicant would consider arched windows on the front of the building to add interest. Suttner said while arched windows may look nice, he intends to mirror the existing windows on the building which are square. He added there will only be one tenant left on the 3rd floor so there will be no additional signage on the building. Freeland noted the dumpster will be chain link and slats, and the catch system and gutters will be painted to blend into the building. Motion by Schrang to approve the exterior façade renovations for the Cornerstone at 24 S. Main Street as presented; second by Schultz. Motion carried 3-0-1 (Krogstad abstained). 5. Reports and comments from the City Planner: Gallo reported that assistant Planner Kristi Weber had a healthy baby boy and is doing well. She will be off the remainder of April, all of May and June. 6. Reports and comments from the Architectural Commissioners: None. 7. Wisconsin Avenue The applicant is request ing approval of a façade update to the soon-to-be former Blink Art isan Bout ique building located at 165 E. Wisconsin Avenue. The owner will be replacing the windows, new wood panels, new guardrail, paint ing the wood in front of the building and enlarging the door opening. The second story glass windows will contain similar mullions of the current windows. Staff is support ive of this applicat ion as another Downtown Business façade is gett ing a facelift. The one item that should be discussed is the proposed color of the lower half of the building will be “White Dove”. Currently there is a light colored brick beneath the windows, with yellow siding on either side of the windows. The lower half of the building is currently light, but the change is going even lighter. In addit ion, the roof cornice detail currently is painted purple and grey. This decorat ive element will be re-painted the “Dove White” color. One color sample of the “Dove White” was submitted to Planning and will be shared during the meet ing. Planning will leave the color approval up to the members of the Architectural Commission. The building sides are shared with Whalen’s Coffee & Ice Cream to the west and Old Theatre Mall to the east with neither wall being exposed. No changes are being proposed for the backside of the building. Administrative Approval & Sign Permit Required: For future business tenants, signage must be applied for per the Administrat ive Approval process from the Planning Department, and then a sign permit from Building Inspect ion located on the second floor of City Hall for $25 per sign. Recommendation: Approve the Façade Update Plans for Blink Building located at 165 E. Wisconsin Avenue, as presented, subject to the AC members agreeing with the proposed color scheme. Item #4 – JDJ Properties of Ocon; Façade Renovations, 357 E. Wis. Ave. The applicant is request ing approval of new façade for the exist ing building. The changes include replacing the blue colored shingles with new grey pre-finished metal panels, box out the exist ing columns with a decorat ive wrapping, paint the ent ire building Fieldstone color and add a vest ibule at the front entrance. Signage Approval & Permit Required: If this is a mult i-tenant building, the City will require a master signage plan prior to approval of any new signs. Once the master sign plan is approved, Architectural Commission Meeting Background May 8th, 2019 – Page 2 the tenants can apply for Administrat ive Approval from the Planning Department, and then a sign permit from Building Inspect ion located on the second floor of City Hall for $25 per sign. Recommendation: Approve the Façade Plan Amendment for 357 E. Wisconsin Avenue as submitted. Item #5 – Vespera Condominiums II; Building Plan Approval, St. Andrews Dr. The applicant is interested in finishing the Vespera Condominium project. The exist ing development was approved in 2006 with 36 total condominiums, consist ing of single-family and duplex units. Since that t ime, seven units were constructed. Of the 29 remaining units, the developer would like to change the site plan and is asking for approval of 26 units, a decrease from the original count by three less units. Their plan is to construct 13 buildings, all duplex units. There will be a mix of three different unit types, including the B-B, the C-C and the D-E. The previous development was approved as a Planned Development (PD) and all the architecture of all units required approval by the Architectural Commission. This will cont inue as the case, the units will need review and approval by the Architectural Commission. The exist ing seven resident ial units were built with Tuscan Mediterranean style architecture. This style and the cost associated with the development was not successful at this locat ion. Staff realizes that the level of detail and amenities (finishes, intricate patterns, textured walls, t ile roofs) will not be incorporated into the final units. Now the developer is asking to remove the t ile roofs and replace with dimensional asphalt shingles. There are other details in the construct ion that are being scaled back. Staff will allow the applicant to walk you through the changes. Staff reviewed the applicat ion and not iced the colored renderings were not included. Staff reached out to the applicant and asked that those be presented at the meet ing. Staff also asked the applicant to increase the exterior details for the units along St. Andrews Drive, to be more consistent with the exist ing units. As the units feather back from the roadway, the amount of gingerbread details could then be reduced. Staff feels the presented architecture is sat isfactory for the units not abutt ing St. Andrews Drive, but the six buildings with frontage on St. Andrews Drive should ramp up the level of detail to be more consistent with the exist ing units. The applicant has reached out and had meet ings with the exist ing owners. At this t ime, the exist ing owners have not made a formal statement regarding this request. Although not required, it would be beneficial to have the support of the exist ing owners. Recommendation: Approve the proposed architecture for the units not abutting St. Andrews Drive and postpone the architectural design for the buildings directly on St. Andrews Drive.
