Architectural Commission Meeting Minutes
June 12, 2019
The meeting was called to order by the Deputy Clerk at 5:01 pm.
Members Present: Jeremy Flint, Anne Krogstad, Paul Schultz and Kurt Schrang

Due to the excused absence of Chairman Johnson, motion by Flint to nominate Krogstad as Chairman pro-tem;
second by Schultz. Motion carried 4-0.
2. Approve the May 8, 2019 Minutes: Motion by Krogstad to approve the May 8, 2019 minutes; second by
Schrang. Motion carried 2-0-2 (Flint and Schultz abstained).
3. Herr’s Mobil Service – Consider/approve Canopy and Digital Reader Board at 402 E. Wisconsin
Avenue: Weber explained the applicant will be doing several updates at their gas station and is requesting
approval of a new canopy and ground sign which includes a digital reader board. They plan to replace the current
canopy (33.5’ x 62’) with a larger canopy (45’ x 50’) and add brick on the columns from the ground up 48” which
will match the brick on the front of the convenience store. The canopy will have two signs similar to what it has
now and contain an “eyebrow” light bar which will light up the canopy. The applicant also plans to replace the
current ground sign with a new sign with a brick base, white face with logo and a digital reader board. Weber said
the applicant was granted an exception in 2004 to allow the sign to be located within the setback due to the
construction of the roundabout. Staff recommends approval of the proposed canopy and monument sign with the
exception that the white sign face have an opaque background. Joan Herr, owner, supplied the members with a
sample of the proposed brick. Dan Battist of Northern Equipment Company provided an explanation of the new
gasoline pumps with the Synergy Wave signage and said lighting under the canopy will be new LED flush mount
fixtures. Gallo added staff has approved the canopy photometric plan. Motion by Schrang to approve the
proposed canopy and digital reader board as submitted for Herr’s Mobil Service at 402 E. Wisconsin Avenue,
subject to the ‘Mobil’ white sign face having an opaque background; second by Flint. Motion carried 4-0.
4. Grill 164 – Consider/approve Façade Update at 164 E. Wisconsin Avenue: Weber explained the
applicant is requesting approval of an update on the east and north (rear) elevations of his building located in the
downtown in the same colors as the front elevation which was approved and completed in 2015. On the east
elevation he plans to replace the windows and paint the wall “Montana Suede” and the trim “Rugged Canyon”;
and on the rear elevation he plans to replace the existing garbage enclosure with treated wood posts and new LP
board covered by fencing in the same colors. Weber noted the plans show signage which has not been submitted
to staff yet for review. Overall staff believes this is a nice improvement and recommends approval of the façade
update. Todd Heppe, owner, provided samples of the two paint colors, said the colors will match the front of the
building and intends to paint around the Cooney mural on the east elevation. Members liked the proposed
improvements but suggested that he consider adding a man door to the side of the dumpster enclosure which
would make it easier to get at. Motion by Schultz to approve the façade update as submitted for Grill 164 at 164 E.
Wisconsin Avenue subject to the inclusion of a man door on the east side of the dumpster enclosure; second by
Schrang. Motion carried 4-0.
5. Vespera II – Consider/approve Building Plans for Condominium Units to be located on St. Andrews
Drive: Weber explained action on the proposed building plans was postponed at last month’s meeting. She then
distributed photos of the updated building plans next to existing homes from the original development, noting the

units abutting St. Andrews Drive would have panel stucco and the back units would have lap siding. Weber said
the new plans indicate the applicant has included suggestions from last month’s meeting as well as input from the
homeowner’s association and recommends approval of the updated plans for Vespera II. Gallo provided
background on the development for the members who were not at last month’s meeting. He said Ken Ulickey,
President of the HOA was present at last month’s meeting and since then the applicant and members of the HOA
have held several meetings and have come up with a recommendation. Gallo pointed out the existing buildings
have a tile roof and the new plans include shingled roofs. The applicant, Craig Caliendo, said he has had several
discussions with members of the HOA, held an open house and had a favorable response to the building plans.
The buildings off the main road will have lap siding but he may end up doing stucco panels anyway and believes
the proposed building design blends well with the existing properties. The roof shingles will be a terra cotta
duration shingle, and the existing roofs are a simulated rubber tile which Caliendo researched. He said this
product is expensive, and he has no personal experience with it so he doesn’t want to use it on these buildings.
The plans also include thin cut stone and half walls on the buildings to help tie into the existing homes. Members
questioned how long the roof tiles on the existing homes have been in place and if there have been issues.
Ulickey said the oldest property was built in 2007, and there have been no issues with the rubber tiles. He said
they have had quite a few interactions with Caliendo, and most of the homeowners in the development are happy
to support the updated building plans. Members comments included there is a big difference in materials and
architectural features between existing homes and the proposed; doesn’t support lap siding or shingled roofs; the
new buildings will be spaced around the existing to create variations in design; if no one in this development
objects to the design, then is it better to develop the area than leave it undeveloped; this decision will set
precedence with other developments in similar circumstances; the attempt to blend into the existing is very good;
and adds nice variety with 1 and 2 story buildings. Caliendo said he came in with a design that he knew he could
sell and looks like it will blend well with the existing, so it doesn’t make sense to build something that won’t sell.
Gallo added that Caliendo will also have to rebuild the side streets in the development, and there has been a lot of
cooperation between the current owners and the applicant. Motion by Schultz to approve the building plans as
submitted for condominium units for Vespera II on St. Andrews Drive; second by Krogstad. Motion carried 3-1-0
(Flint voted no).
6. Reports and comments from the City Planner: Gallo welcomed Weber back to work and said she will be
part-time through June and back full-time in July. He also reported the Renner appeal of the Decision in the
WaterView project will be heard by the Plan Commission this evening.
7. Reports and comments from the Architectural Commissioners: Members noted there have been a lot of
fluttering flags at businesses in the City as well as a blow up “fan man” at Sport Clips. Gallo said he sent 12 letters
to businesses relating to the fluttering flags, and some of them have been removed.

Chairman Johnson called the meeting to order at 5:00 pm.

2. Approve the April 10, 2019 Minutes: Motion by Schrang to approve the April 10, 2019 minutes; second by
Krogstad. Motion carried 3-0.
3. Blink Retail Store – Consider/approve a Façade Update at 165 E. Wisconsin Avenue: Gallo explained
this request is for approval of a façade update on a building in the downtown. Updates include a new larger
window, add new wood panels and paint all new & existing panels “White Dove”, and widen the door opening to
the west to make both doorways even. On the second floor the existing brick will be cleaned, the guardrail will be
replaced, and the wood above the windows and panels along the roof edge will be painted “White Dove”. Staff is
concerned there is not enough contrast between the proposed color and the brick. Laurel Whelan, building owner,
plans to have the brick cleaned, remove the purple along the roof edge, and paint the building in a light color
similar to another building in the downtown. Gallo will check to see if the other building was ever approved for the
building color as painted. Whalen clarified the window will have a bronze frame and the railing will be a dark
brown. She said it is a simple building and wants to showcase the brick and clean lines. Members agreed with the
proposed colors and questioned what the plans are for the water table and gutter system. Whelan said they plan
to have the water table repaired, gutters cleaned up and all bracketing painted with “White Dove”. She added the
new tenant intends to have a projecting sign, and Gallo noted signage is not part of this request as staff may be
able to administratively approve it if it complies with the sign code. Motion by Schrang to approve the façade
update for Blink retail building at 165 E. Wisconsin Avenue as submitted; second by Krogstad. Motion carried 3-0.
4. JDJ Properties of Oconomowoc – Consider/approve Exterior Façade Renovations for 357 W.
Wisconsin Avenue: Gallo explained this request is also for approval of a façade update to a building. The owner
intends to paint the building a dark gray “Fieldstone”, replace the shingles on the roof with pre-finished metal
panels in a lighter gray (“Ash Gray”), box in the pillars with an LP wrapping material, and add a 8’ x 12’ vestibule
with a gable roof onto the front entrance. Staff recommends approval of this request. Mark Jurczuk, building
owner, said he will be adding a fence around the dumpster located next to the building consisting of smart siding
to match the building color. He also plans to paint the brick on his building. Members suggested that he not paint
the brick due to maintenance concerns; suggested that the columns and end gable on the vestibule should be
painted white; and questioned what code requirements were for the depth of the vestibule and how it will impact
parking stalls. Jurczuk does not want to lose the handicap stalls so he may have to reduce the size of the
vestibule. Motion by Krogstad to approve the exterior façade update for JDJ Properties of Oconomowoc at 357 W.
Wisconsin Avenue as proposed with the following building colors: the main building and the walls of the vestibule
will be painted “Fieldstone” (dark gray); the metal roof panels will be “Ash Gray” (light gray); the columns and
gable end of the vestibule will be painted white; the roof will be black shingles and the existing stone will remain
as is; second by Schrang. Motion carried 3-0.
5. Vespera II – Consider/approve Building Plans for Condominium Units to be located on St. Andrews
Drive: Gallo explained this request is to approve the plans of 3 different types of condominium units to be built on
St. Andrews Drive and the streets behind. This area was developed in 2006 as a Planned Development with 36
condominium units consisting of single family, duplexes and one commercial unit. Seven units were built (3

duplexes and 1 single-family home) and then development stopped due to the economic downturn. All the current
homes in this development have frontage on St. Andrews Drive. The new proposal includes 6 duplexes with
frontage on St. Andrews Drive and 7 duplexes on the streets behind it. The existing duplexes have two stories and
the proposal consists of duplex ranches. The existing buildings have unique features and characteristics and were
built with a Tuscan Mediterranean style which was originally approved by the Architectural Commission. Gallo
recommends approval of the units that do not abut St. Andrews Drive and postpone approval of the design for the
units on St. Andrews Drive. The applicant, Craig Caliendo, said he can design and build something that can blend
with the other units nicely but does not intend to have tile roofs or stucco exteriors. He would include architectural
features like pergolas and half walls, shingled roofs in a terra cotta color, dark brown gutters, stone window sills
and a wood-look garage door. Caliendo indicated he would be willing to incorporate other modifications to make
these units look similar to the current buildings in the development and was looking for direction from the
members. He was willing to come back with updated plans that include more masonry and details but they will not
be 2-story buildings. The members requested Ken Ulickey, President of the Homeowners Assn for the
development, to give input on the proposed building plans. Ulickey said Caliendo has attempted to work with them
and appreciated his efforts to include more Mediterranean details but the buildings will still be different than the
existing homes. He said the emails/letters that were sent to the members indicate people want more questions
answered before these buildings are approved. Ulickey said there are concerns that if the buildings are approved
now, they will not be able to change anything. Gallo noted this is a unique situation as the existing buildings are
part of Vespera, and the new buildings will be part of Vespera II. There will also be separate plans and documents
which will govern the Vespera II development. Members noted Mediterranean architecture does not have to be 2-
story buildings but instead is included in the details and colors, such as window trim, window style, trellis’,
landscaping, columns, stone accents, etc. The proposed garage doors are acceptable and stone chimneys are
not necessary. Members said Caliendo should consider their suggestions and come back with more details; the
developer should work with the current owners; trying to duplicate what has already been built can be expensive
but some things can be done to make them similar; not enough detail has been presented; this is a perfect
example of what happens when the economy takes a turn; and it is nice when an applicant works out the details
and then presents the plan to the Architectural Commission. Caliendo doesn’t agree that his plans were
premature; he has reached out to the current homeowners and it is hard to design around the desires of 7 owners.
He agreed to look at rubber (tile) roofs, believes he has been given enough direction and is willing to work with the
homeowners. Motion by Krogstad to table the building plans for Vespera II condominium units on St. Andrews
Drive until the applicant is ready to return; second by Schrang. Motion carried 3-0.

Architectural Commission Background - June 12th 2019:

Item #3 – Herr’s Mobil Service; Canopy & Digital Reader Board
The applicant is requesting approval for a variety of site improvements to the Mobil Gas Station at
402 E. Wisconsin Avenue. They plan on removing the existing canopy, tearing up the concrete,
replacing the underground fuel tanks, installing new gas pump dispensers, relaying concrete,
replacing the canopy, installing new canopy lighting, replacing the ground sign with digital reader
board and doing interior renovations to the store. The Architectural Commission is reviewing only
the canopy and digital ground sign.
Canopy
The existing canopy is 33.5’ x 62’ and the proposed canopy is 45’ x 50’ with an overall height of 18’.
The new canopy will have brick on each column 48” from grade, to match the building. The existing
canopy does not have brick. The canopy will also have two signs, similar in location and size to what
they have now. The fascia of the canopy will have a “eye brow” light bar on the top to accent the
Mobil graphics. Staff has no concerns with these proposals.
Ground Sign / Digital Reader Board (EMC)
The existing ground sign will be removed and replaced. A prior special exception was approved in
2004 for the location of the ground sign. The new sign will be the same size and location as the
existing.
The applicant is also requesting a digital reader board. Per Section §17.609(1)(a) of the City Code,
the EMC “shall not exceed 25% of the total sign area…” The application is requesting approval of an
EMC that is (24’ x 48”/144 = 8 SF) Total Sign Area is 61”x85”/144=36 SF, so the EMC is 22.2% of the
overall sign and meets code. Planning Staff supports the size of the EMC.
White Background
To keep consistency with white signage in the Downtown, Staff highly recommends the “Mobil”
white sign have an opaque background. Meaning, at night the letters would glow but not the white
background.
Building & Sign Permits Required: A building permit is required for the canopy. A sign permit is
required for each sign from Building Inspection located on the second floor of City Hall for $25 per
sign.
Recommendation:
Approve the Canopy and Signage Plans for Herr’s Mobil Gas Station located at 402 E.
Wisconsin Avenue, with the following considerations:
• White Background: ‘Mobil’ white sign to be opaque

Item #4 – Grill 164; Façade Update
The applicant is requesting approval of façade renovations for the existing building at 164 E. Wisconsin
Avenue. The changes include replacing three windows on the east side of the building, painting the
building and trim, and the back dumpster area is requesting to be re-built. The building will be painted
mountain suede, and the trim color to be rugged canyon.
Building Color
The applicant is proposing ‘rugged canyon’ and ‘mountain suede’ paint colors. The applicant’s painter
informed Staff that he took a sample of the front façade to the paint store and had the exact color
replicated. Planning Staff is comfortable with the color palette and feels it is complimentary to the
previous updates. Applicant to provide the color samples at the meeting.
Wall Signs
The applicant does not request any signage approvals at this time. The renderings show a text on the
east elevation identified, a sign on the east and north elevation of the dumpster enclosure. No formal
action is needed regarding signage by the Architectural Commissioners. When the applicant knows
more information, they shall submit an application to the Planning Department for review. The approval
process will be determined at that time for the signage.
Recommendation:
Approve the Façade Renovations Plan for 164 E. Wisconsin Avenue as submitted.
Item #6 – Vespera Condominiums II; Building Plans
The applicant is interested in finishing the Vespera Condominium project. The existing development
was approved in 2006 with 36 total condominiums, consisting of single-family and duplex units. Since
that time, seven units were constructed. Of the 29 remaining units, the developer would like to change
the site plan and is asking for approval of 26 units, a decrease from the original count by three less units.
Their plan is to construct 13 buildings, all duplex units. There will be a mix of several different unit types.
The previous development was approved as a Planned Development (PD) and all the architecture of all
units required approval by the Architectural Commission. This will continue as the case, the units will
need review and approval by the Architectural Commission.
This project was discussed and postponed by the Architectural Commission on May 8th 2019. During
that meeting, there was good discussion by both the applicant, as well as feedback from the existing
homeowner’s association representative. Since that meeting, the applicant and homeowner’s have
continued discussions. The applicant have brought in new renderings with stucco material for the
buildings abutting St. Andrews Drive. Hardiplank siding will be the main material for the units not
abutting St. Andrews Drive. Staff will allow the applicant to walk you through the updated changes.
The existing owners have made a formal statement regarding this request, which has been included in
your packet.
Staff reviewed the application and feels the applicant took the prior discussions and recommendation
of Staff to heart and has increased the level of detail for the units abutting St. Andrews Drive.
Recommendation:
Approve the proposed architecture for Vespera II Condominiums on St. Andrews Drive.
