City of Oconomowoc Architectural Commission Meeting Minutes July 10, 2019 Chairman Johnson called the meeting to order at 5:00 pm. Members Present: Anne Krogstad, Paul Schultz, Kurt Schrang and Kent Johnson Members Excused: Jeremy Flint Staff Present: Jason Gallo, Kristi Weber, Sarah Kitsembel, Ron Buerger, Mark Frye and Chris Dehnert 2. Approve the June 12, 2019 Minutes: Motion by Krogstad to approve the June 12, 2019 minutes; second by Schultz. Motion carried 3-0-1 (Johnson abstained). 3. KPI – Consider/approve a Façade Update at 139 E. Wisconsin Avenue: Weber explained this request is for approval of a garage door to be installed on the south (rear) elevation of a building in the downtown. The applicant has had their business in the front half of the building and plan to expand into the rest of the first floor and use it as a garage. Staff noted several other garage doors have been approved for businesses in the downtown. The applicant intends to remove the existing door and window and paint the rear elevation in “SW 7051 Analytical Gray” to match the rest of the building. The garage door will be a carriage style with decorative hardware and gooseneck lighting. They also will be installing (5) black bollards along the west elevation to define the property line and create a safe walkway to the rear entrance. Staff recommends approval. The applicant Kathleen Papa explained how she hopes to be able to park up to 3 vehicles in the new garage. Josh Davison from Oliver Construction provided a paint color sample and said the new garage door will be in a dark contrasting color. Members questioned the door height and Davison said it will be 8’3”. Motion by Schultz to approve the façade update for KPI at 139 E. Wisconsin Avenue as presented; second by Schrang. Motion carried 4-0. 4. 110 - 114 W. Wisconsin Avenue – Consider/approve Façade Update at 110 - 114 W. Wisconsin Avenue: Weber explained this request is also for approval of a façade update to a building in the downtown. The owner has primed the front facade and intends to paint the first floor “V150 Santa’s Beard / PPG 1001-1 Delicate White” and the second floor “T607 Devon Green / PPG13-30 Sea Glass”. He suggested either black or white for the color of the cornice, and staff requested the members indicate their preference. The building owner, Mark Justmann, pointed out there are details on the cornice which he would like to paint a different color to help them stand out. He is also considering a panel system on the west elevation and similar lights to those on the Mann Building next door and asked the members for feedback. Justmann explained there are exposed wires along the west elevation wall which he intends to clean up. He asked what color to paint the west elevation and members preferred to keep both elevations the same as Option 1, with the first floor painted white, the second floor painted green and the cornice painted black. Justmann pointed out if he goes with the panels it would make the west elevation look better since the wires would be covered. Members said panels are acceptable but suggested adding some details from the front façade to them; the old black awnings on the west elevation should be removed; and the window trim should be painted white like the front elevation. Motion by Krogstad to approve the façade update at 110 - 114 W. Wisconsin Avenue with the paint colors shown as Option 1 with the first floor painted white, the second floor painted green, a black roof and black cornice and the window trim to be painted white, with the west elevation to match the same paint scheme on both the first and second floors, and to remove the black awnings on the west elevation; second by Schultz. Motion carried 4 – 0. Members inquired when Justmann expects to do the work on the building, and he said he intends to paint the first floor on the front façade over the next couple of weeks but he will have to wait to finish the rest of the building until he can hire someone to do it. Justmann expects the front elevation to be completed in 4 to 6 weeks but doesn’t think the west elevation will be done until September. Motion by Schultz that the plans for the west elevation of 110 - 114 W. Wisconsin Avenue are to come back which should show the panels on the west elevation with added detail from the front elevation and the windows, awnings and paint colors should match the front elevation of the building; second by Krogstad. Wisconsin Avenue: Weber explained the initial plans for the City’s Public Safety building were reviewed a year ago and the proposed plans update the façade of the building. Staff feels the architect took the input given by the Architectural Commission members and the building now reflects a civic presence and no longer looks like a grocery store. Materials include Zinc Gray metal panel rainscreen; aluminum storefront windows; existing EIFS and CMU to be painted “SW 7017 Dorian Gray”; metal accents; and wrapped steel structural columns. Staff noted the application indicated the HVAC will not be visible from the road, and Weber requested that if the units are visible, that any HVAC units be properly screened and any venting be painted to match. Andrew Mayo and Louise Gruener Kowalczyk of FGM Architects explained it has been their goal to have the building not look like a grocery store. Updates to the building include relocating the entry doors to now face Wisconsin Avenue; bump outs; flag poles to the right of the entry and easily identifiable signage above the front entrance. Members questioned running the EIFS along the east elevation; said the building has a nice civic presence; and it doesn’t look like a grocery store anymore. Mayo explained the east side of the building won’t be as visible so they did not include EIFS on that elevation. Kowalczyk said the proposed wall sign will consist of the same type of metal and lit from the top with letters consisting of a white face with an opaque background. Weber noted that signage shown on the building drawings is not part of this request, and the applicant should contact staff when their sign plan is ready as staff may be able to administratively approve it if it complies with the sign code. Motion by Krogstad to approve the façade update for the City of Oconomowoc Police Station at 630 E. Wisconsin. Avenue, as presented; second by Schrang. Motion carried 4-0. 6.
