Architectural Commission Meeting Minutes
August 14, 2019
Chairman Johnson called the meeting to order at 5:00 pm.

2. Approve the July 10, 2019 Minutes: Motion by Schrang to approve the July 10, 2019 minutes; second by
Krogstad. Motion carried 3-0-1 (Flint abstained).
3. 137 S. Cross Street – Consider/approve a Master Sign Plan for 137 S. Cross Street: This request is for
approval of a master sign plan for a multi-tenant building. The site is unique as the building is located on a corner
and includes a shared parking lot with the property next door (Winger’s). The new owner of the building has
created a very detailed and cohesive master sign plan which includes (3) wall directory signs, vinyl signage on the
door of the main entrance and wayfinding signage in the parking lot. Staff preferred upper and lower case on the
directories but after working with the applicant, is flexible on the letters and recommends approval as presented.
Mike Michelson, owner, said there are up to 9 units in the building and the proposed signs will give visibility and
generate awareness of the businesses in the building. There will be 2 directory wall signs on the pillars on the
front elevation and 1 on the rear elevation listing all tenants. The names on the directories will be in black lettering
on a white background and can easily be removed and replaced. Michelson explained going with upper and
lowercase on the directories took up extra spacing so they went with all uppercase. The wall signs will not be
illuminated but they will consider lighting if necessary. The members agreed the proposed signs make sense for
this building located on a corner lot. Motion by Flint to approve the Master Sign Plan at 137 S. Cross Street as
submitted; second by Schultz. Motion carried 5-0.
4. 1195 Summit Avenue – Consider/approve Master Sign Plan at 1195 Summit Avenue: This request is for
approval of a master sign plan on a multi-tenant building located on Summit Avenue. Weber explained the
applicant is requesting to be allowed to exceed sign requirements for its tenant wall signs; include services as part
of the wall signage; permit multi-colors on all wall signs; allow up to 2 wall signs on the end elevations; and a
secondary ground sign with multi-colored text to be located in a vision triangle and near 2 retention basins. Staff
recommends approval of the wall signs with changes as proposed in the background to bring the signage within
code requirements and postpone action on the monument sign to allow time for City staff to review its proposed
location. Jeff Kilburg of Apex, along with Brad Hubbard of Innovative Signs, explained the “M” and sign listing
services are all part of the Meridian logo and they would like it to remain. They agreed that as tenants rotate out,
all wall signage could go to a white text. The proposed ground sign will be 6’ tall, set back from the stormwater
pond with landscaping around it if required. The current ground sign doesn’t have any tenant information on it and
if required, they will remove it. Hubbard said they will do whatever is allowed per code, and Weber explained sign
code requirements. Members agreed with staff’s comments and requests; only want one monument sign on the
site; the additional wall signage listing services is redundant and excessive; the proposed monument sign should
serve them well as designed; and two separate wall signs on the end unit would be allowed if each complied with
maximum size requirements. Gallo suggested moving the proposed ground sign away from the vision corner and
staying as far away as possible from the retention ponds. Weber added logos are currently not allowed in the
proposed sign plan. She believes allowing logos with white text could be a great addition to their sign plan as it
would provide some color on the wall signs. Kilburg, Hubbard and the members agreed with staff’s suggestions.
Motion by Schultz to approve a Master Sign Plan at 1195 Summit Avenue as recommended by staff in the
background; postpone action on the ground sign to a later date; add language to the master sign plan to allow
color logos in wall signage; recommend removal of the current ground sign; and allow only one ground sign;
second by Krogstad. Motion carried 5-0.

5. Lake Country Car Wash – Discuss Building Plans to be located on the SE corner of WIS 67 and
Oconomowoc Parkway, south of Kwik Trip: Commissioner Krogstad excused herself in order to present the
proposed project. Weber explained this applicant is requesting feedback on the building design, color and
materials for their tunnel car wash to be located on Summit Avenue. They took architecture, colors, materials and
roofline ideas from the Market Square and Firestone buildings and included a tower with a gable and bumped out
walls to create interest. Weber said the area is very visible and the location of the tower is critical. Materials
include split-faced CMU, masonry, LP clapboard siding and trim, wood brackets, dimensional architectural
shingles and standing seam metal roof overhangs. Stu LaRose of MSI explained the tower will be located closest
to HWY 67 and materials used are similar to the buildings in Pabst Farms. The car wash will consist of 3 lanes
which funnel into the building and exit out the elevation with the tower. They are still working on the design of the
POS and intend on 3 canopies with lighting. A single lane will be provided in case someone needs to get out of
the line for the car wash. An updated drawing (Perspective 2) was distributed and Krogstad explained the update
includes a faux window on both ends of the gable, the trees were removed from the drawing and the middle
building reflects 4 windows instead of 3. She said the updated drawing reflects more glass and the north
elevation will be the same. The windows will be spandrel or translucent to let light in but not able to see inside.
The parapet on the buildings will be tall enough to hide the mechanicals, and the dumpster will be the same
materials as the building. Gallo noted the building is not bumped out as far on the north elevation. Members
suggested awnings over the windows to help soften the building; no gable is necessary on the east elevation;
there are issues with having windows in a car wash; and the windows help the design of the building. Property
owner, William Loepfe, explained the proposed tunnel car wash concept, noting there will be no convenience
store and minimal employees. LaRose will make the changes and plan to come back to the members next month.
6. Reports and comments from the City Planner: Weber explained the building at 118 N. Main has new
tenants who plan to renovate the building and give it a new look while maintaining its historical features. They will
come to the Architectural Commission some time in Fall for review and plan to apply to the façade grant program
and downtown loan pool. Weber noted they may apply for 2 façade grants since the building has a front and rear
elevation; however, each elevation would have to be renovated and an application made in different years.
7. Reports and comments from the Architectural Commissioners: A member mentioned the building next
to the Cornerstone is being renovated and should be reviewed by AC before the renovation gets too far.

2. Approve the June 12, 2019 Minutes: Motion by Krogstad to approve the June 12, 2019 minutes; second by
Schultz. Motion carried 3-0-1 (Johnson abstained).
3. KPI – Consider/approve a Façade Update at 139 E. Wisconsin Avenue: Weber explained this request is
for approval of a garage door to be installed on the south (rear) elevation of a building in the downtown. The
applicant has had their business in the front half of the building and plan to expand into the rest of the first floor
and use it as a garage. Staff noted several other garage doors have been approved for businesses in the
downtown. The applicant intends to remove the existing door and window and paint the rear elevation in “SW
7051 Analytical Gray” to match the rest of the building. The garage door will be a carriage style with decorative
hardware and gooseneck lighting. They also will be installing (5) black bollards along the west elevation to define
the property line and create a safe walkway to the rear entrance. Staff recommends approval. The applicant
Kathleen Papa explained how she hopes to be able to park up to 3 vehicles in the new garage. Josh Davison from
Oliver Construction provided a paint color sample and said the new garage door will be in a dark contrasting color.
Members questioned the door height and Davison said it will be 8’3”. Motion by Schultz to approve the façade
update for KPI at 139 E. Wisconsin Avenue as presented; second by Schrang. Motion carried 4-0.
4. 110 - 114 W. Wisconsin Avenue – Consider/approve Façade Update at 110 - 114 W. Wisconsin Avenue:
Weber explained this request is also for approval of a façade update to a building in the downtown. The owner
has primed the front facade and intends to paint the first floor “V150 Santa’s Beard / PPG 1001-1 Delicate White”
and the second floor “T607 Devon Green / PPG13-30 Sea Glass”. He suggested either black or white for the color
of the cornice, and staff requested the members indicate their preference. The building owner, Mark Justmann,
pointed out there are details on the cornice which he would like to paint a different color to help them stand out.
He is also considering a panel system on the west elevation and similar lights to those on the Mann Building next
door and asked the members for feedback. Justmann explained there are exposed wires along the west elevation
wall which he intends to clean up. He asked what color to paint the west elevation and members preferred to keep
both elevations the same as Option 1, with the first floor painted white, the second floor painted green and the
cornice painted black. Justmann pointed out if he goes with the panels it would make the west elevation look
better since the wires would be covered. Members said panels are acceptable but suggested adding some details
from the front façade to them; the old black awnings on the west elevation should be removed; and the window
trim should be painted white like the front elevation. Motion by Krogstad to approve the façade update at 110 -
114 W. Wisconsin Avenue with the paint colors shown as Option 1 with the first floor painted white, the second
floor painted green, a black roof and black cornice and the window trim to be painted white, with the west
elevation to match the same paint scheme on both the first and second floors, and to remove the black awnings
on the west elevation; second by Schultz. Motion carried 4 – 0. Members inquired when Justmann expects to do
the work on the building, and he said he intends to paint the first floor on the front façade over the next couple of
weeks but he will have to wait to finish the rest of the building until he can hire someone to do it. Justmann
expects the front elevation to be completed in 4 to 6 weeks but doesn’t think the west elevation will be done until
September. Motion by Schultz that the plans for the west elevation of 110 - 114 W. Wisconsin Avenue are to
come back which should show the panels on the west elevation with added detail from the front elevation and the
windows, awnings and paint colors should match the front elevation of the building; second by Krogstad. Motion
carried 4-0.

5. City of Oconomowoc Police Station – Consider/approve Façade Update at 630 E. Wisconsin Avenue:
Weber explained the initial plans for the City’s Public Safety building were reviewed a year ago and the proposed
plans update the façade of the building. Staff feels the architect took the input given by the Architectural
Commission members and the building now reflects a civic presence and no longer looks like a grocery store.
Materials include Zinc Gray metal panel rainscreen; aluminum storefront windows; existing EIFS and CMU to be
painted “SW 7017 Dorian Gray”; metal accents; and wrapped steel structural columns. Staff noted the application
indicated the HVAC will not be visible from the road, and Weber requested that if the units are visible, that any
HVAC units be properly screened and any venting be painted to match. Andrew Mayo and Louise Gruener
Kowalczyk of FGM Architects explained it has been their goal to have the building not look like a grocery store.
Updates to the building include relocating the entry doors to now face Wisconsin Avenue; bump outs; flag poles to
the right of the entry and easily identifiable signage above the front entrance. Members questioned running the
EIFS along the east elevation; said the building has a nice civic presence; and it doesn’t look like a grocery store
anymore. Mayo explained the east side of the building won’t be as visible so they did not include EIFS on that
elevation. Kowalczyk said the proposed wall sign will consist of the same type of metal and lit from the top with
letters consisting of a white face with an opaque background. Weber noted that signage shown on the building
drawings is not part of this request, and the applicant should contact staff when their sign plan is ready as staff
may be able to administratively approve it if it complies with the sign code. Motion by Krogstad to approve the
façade update for the City of Oconomowoc Police Station at 630 E. Wisconsin. Avenue, as presented; second by
Schrang. Motion carried 4-0.

Architectural Commission Background – August 14th 2019:

Item #3 – 137 S. Cross Street; Master Sign Plan
The applicant is requesting approval of a Master Sign Plan from the Architectural Commission for 137 S.
Cross Street. Per Section §17.609(3)(a) of the City’s Municipal Code, multi-tenant buildings are required
to submit a coordinated master sign plan to the Architectural Commission for approval.
This is a tight corner lot with high visibility on both Cross and Collins Streets. Planning Staff has worked
with numerous tenants on signage proposals but nothing was previously submitted for approval.
Recently the property has a new owner who has moved his business into the building and is proposing
a comprehensive Master Sign Plan.
Staff’s only comment, that we had share with the applicant, was to utilize upper and lower case letters
for the directory signage, for quicker legibility. Nevertheless, it is up to the applicant to determine if
they desire to regulate font type or not. In this case, the applicant has noted a specific font for the entire
master plan to maintain clarity and consistency. Planning Staff supports this decision.
Note: Staff would like to state that this application was the MOST comprehensive and complete Master
Sign Plan the Planning Department has reviewed. Ever. Planning Staff appreciates the Applicant’s effort
to creating a reputable sign plan for this unique property.
Recommendation:
Approve the Master Sign Plan for 137 S. Cross Street as submitted.
Additional Logistics:
• If any changes occur to the Master Sign Plan: The applicant must provide an updated copy of the
approved MSP, prior to Zoning Approval on the sign permit.
• Sign Permit Required: Pending approval of the Master Sign Plan, the applicant can apply for (3)
sign permits from the Building Inspection Department located on the second floor of City Hall for $25.
Item #4 – 1195 Summit Avenue; Master Sign Plan
The applicant is requesting approval of a Master Sign Plan from the Architectural Commission for 1195
Summit Avenue. Per Section §17.609(3)(a) of the City’s Municipal Code, multi-tenant buildings are
required to submit a coordinated master sign plan to the Architectural Commission for approval.
There is currently array of signage on the building. Per Section §17.609(3) of the City’s Municipal Code,
the intent of a master sign plan is to “set forth a theme for placement, lettering, style, color, construction,
material and related design considerations of signs, while at the same time minimizing sign confusion and
clutter.” Once this Master Sign Plan is approved, some of the tenant’s signage could become classified
as non-conforming. These signs would be allowed to remain. Then as tenants turn over, they will need
to comply with the requirements within the new Master Sign Plan.

Planning Staff has the following concerns about the building/wall signs Master Sign Plan (MSP):
• Sign Size:
o Typical MSP in the City limit the building/wall signage to a maximum of 50 sq. ft. per
tenant. They are requesting, 100 sq. ft. per tenant (conditions #5 and #17).
• Sign Type:
o Typical MSP in the City allows only the business name. They are requesting business
name and specific services and/or product signage.
• Sign Coverage:
o Typical MSP in the City have “Maximum overall length of signage not to exceed 80% of
lineal lease frontage.” They are requesting signage that can exceed lease area (100 sq. ft.)
and overlap frontages.
• Sign Color:
o Typical MSP has a consistent color (i.e. white/ivory) or limited colors allowed. They are
requesting that all colors be allowed for signage.
• End Unit:
o Typical MSP for end units allow for one (1) sign per elevation. They are requesting two
(2) signs per elevation (condition #10).
Recommendation:
Planning Staff is going to request review of the Master Sign Plan building/wall signs only, and
request to postpone action on the ground sign due to the following reasons:
• No rationale provided for second ground sign §17.602(5), as the property has an existing ground
sign on the south side of Culver’s driveway easement.
• Proposed ground sign is in vision triangle §17.302(1)(b).
• Upon site visit, two major retention basins are not identified on the site plan. Site location must
be reviewed and approved by the Assistant Director of Public Works, prior to AC review.
• Applicant to consider a consistent background, text and logo color, similar to the submittal.
Staff recommends the following considerations for the building/wall signage:
• Sign Size: Limit the building/wall signage to a maximum of 50 sq. ft.
• Sign Type: Only have the business name.
• Sign Coverage: Maximum overall length of signage not to exceed 80% of lineal lease frontage.

Item #5 – Lake Country Car Wash; Discussion on Building Plans
This is a discussion item for a car wash to be located on the SE corner of WIS 67 and Oconomowoc
Parkway, south of Kwik Trip.
The applicant is seeking feedback on the architectural design including:
• four-sided architecture, articulation, massing, colors, materials, rooflines and mechanicals.

All tenants will utilize this information as a requirement for signage at 137 South Cross
Street, Oconomowoc, Wisconsin 53066.
Property Details:
137 S. Cross Street is a multi-tenant building that has as many as 9 rentable office suites
ranging in size from 125 to 190 square feet. Each business that is renting a space will
ideally have its own representation as presented below. This will better help the
marketability of the office building.
Proposed Signage Located in the Front of the Building (3 total signs):
Two identical signs that will mount to the brick pillars that are located in the front part of
the building. Signs are not freestanding and will be securely attached to the brick
columns. Tenant panel signs will be attached and are designed to allow for easy exchange
as tenants move in and out of the building. Specifications for these two identical signs are
as follows:

Front Door Signage:
One window vinyl sign to be located on the glass of the front door of the building, which
will feature the logo of the tenant (building owner – Mike Michelson). This tenant is
located on this side of the building. Verbiage “MAIN ENTENCE AT BACK” is intended
to push foot traffic for other tenants to the rear of the building.

Proposed Signage Located in Rear of the Building (3 total signs):
1 Back Wall Directory Sign:
One directory sign that will be attached the side of the building in the back. This is
intended to be the primary directional sign by the back door and parking area which will
feature all of the tenants located in the building.
1. Wall directory is a non-lit single sided sign with removable tenant panels to allow
for updates as tenants leave or arrive.
2. Tenants to have one panel per office space.
3. Tenant names will be uniform font to match existing font style.
4. Font Type: “Teko”
5. Panels are attached to main panel using appropriate hardware with plastic covers.
6. Individual panel size if 25.0”W x 3.0”H.
7. Maximum height of copy on tenant panels for single line copy is 1.2”; for two-
line copy is 0.9”.

1 Pole Mounted Parking Sign:
One pole mounted sign that will put into the ground on the edge of the property line. This
sign is intended to keep tenants and their respective visitors parked on 137 S. Cross Street
property. Currently, visitors to the building are using parking space not owned by Cross
Commercial Properties. This sign is intended to mitigate that and keep the Winger’s
parking lot available only for their patrons.

One wall mounted sign that will be securely attached to the wood pillars located at the

All signs are subject to the criteria in the Master Sign Plan and all sign designs must be
approved by the landlord prior to fabrication and installation. Any needed sign permits
are to be obtained through the City of Oconomowoc. The more stringent of requirements
will take precedent.
