City of Oconomowoc Architectural Commission Meeting Minutes September 11, 2019 Chairman Johnson called the meeting to order at 5:00 pm. Members Present: Kurt Schrang, Kent Johnson, Jeremy Flint, Anne Krogstad and Paul Schultz Staff Present: Jason Gallo, Kristi Weber and Chris Dehnert 2. Approve the August 14, 2019 Minutes: Motion by Flint to approve the August 14, 2019 minutes; second by Schrang. Motion carried 5-0. 3. 1195 Summit Avenue – Consider/approve a Ground Sign for 1195 Summit Avenue: Weber explained the members approved the master sign plan for this applicant at the Architectural Commission meeting last month but postponed action on the ground sign. She worked with the applicant and personally located the ground sign on the site with the Asst Director of Public Works. The applicant also updated their master sign plan to incorporate all changes proposed at last month’s meeting including black text on a white background for the ground sign. Weber noted the ground sign may appear positioned incorrectly on the site plan but it has been located correctly on the property. She recommended approval of the ground sign as proposed. Justin Silva of Innovative Signs said the black text and white background will help make the signage consistent in the development. He added they got rid of the tag line on the end unit so now the wall sign meets code requirements. Members suggested if the ground sign is on a slope that the finished base material should go into the ground so that the sign appears level. Motion by Schultz to approve the ground sign at 1195 Summit Avenue as submitted; second by Schrang. Motion carried 5-0. 4. Mantra Indian Bistro – Consider/approve a Façade Update for 511 E. Wisconsin Avenue: Weber explained this applicant is relocating to this building from a different location in the downtown. The applicant wants to paint the building gray with cobalt blue trim. Staff recommends approval of the proposed color change. The applicant, Govindarajan Navaneetham, distributed samples of the two paint colors and said he will not be making any other changes to the building. Motion by Krogstad to approve the façade update for Mantra Indian Bistro at 511 E. Wisconsin Avenue; second by Schultz. Motion carried 5-0. 5. 20 S. Main Street – Consider/approve a Façade Update for 20 S. Main Street: Weber explained this applicant has begun to remove the façade of this building in the downtown and plans to keep some of the original elements and add architectural interest. Changes include updating the cantilever areas on the 2nd story to be exterior balconies, installing glass garage doors, new doors, round windows, LP siding and gooseneck lighting on both front & rear elevations; and update the rear elevation with stamped concrete in a brick pattern and outdoor seating. The applicant plans to have multiple tenants in the building so a master sign plan will be required. Staff recommends approval of the façade update as proposed. Dave Byczek, owner, said the building colors will be white LP siding, natural finish doors, silver garage doors and black gooseneck lights. He also plans to clean up the brick and add new vinyl windows on the north elevation. Motion by Flint to approve the façade update for 20 S. Main Street as submitted; second by Schultz. Motion carried 5-0. 6. Fowler Lake Village – Consider/approve a Master Sign Plan for 215 Pleasant Street: Gallo explained the applicant is requesting approval of a master sign plan for the new Fowler Lake Village development. They are planning on 9 projecting blade signs for the commercial tenants on the 1st floor (4 on Pleasant/ 3 on St. Paul) and the tenant on the corner will have a projecting sign on both St. Paul and Pleasant Streets. Each projecting sign will be 2’x 3’ and consist of fire treated wood lap siding which has been stained with a cedar finish, with a routed aluminum overlay panel for the tenant’s name and attached to a 2”x2” black aluminum tube. Each commercial tenant will also be allowed a panel sign directly above their corresponding doorway. The panel wall signs will be S:Clerk\Committees-Commissions\Architectural\2019\ACMin 9-11-19 15” tall and 12.5’ long and consist of the same background material as the projecting signs. Gallo noted the projecting signs will not be located above the sidewalk so they will not interfere with pedestrian traffic. There will also a projecting and panel sign on Pleasant Street which identifies the entrance for the residential units. There are no plans for a ground sign in this master sign plan. All signs will be illuminated with a cylinder spot lamp. All frames and sign backgrounds will be the same to create continuity, and each tenant will be allowed to have their own color, logo and font size on their sign panel. Gallo said once the master sign plan has been approved, new tenants will only need approval by the landlord and Planning staff as long as they comply to the master sign plan. Members questioned where addresses will be located; if the Fowler Lake Village sign will be lit; were concerned with the lack of lighting by the residential entrance; and suggested including language in the master sign plan to allow 2 signs for the corner tenant. Josh Brown of Sign Effectz Inc said there will be lighting around the residential entrance; the corner tenant wants signage in the windows instead and they also offered two signs for them and they didn’t want them. Motion by Schultz to approve the Master Sign Plan for Fowler Lake Village, 215 Pleasant Street, as submitted; second by Krogstad. Motion carried 5-0. Anne Krogstad excused herself to present the next item to the members. 7. Lake Country Car Wash – Consider/approve Building Plans to be located on the SE corner of WIS 67 and Oconomowoc Parkway, south of Kwik Trip: Weber explained this item came before the Architectural Commission last month for discussion, and the applicant made updates based on recommendations from the members. Weber said the applicant intends on using colors from the Firestone development and cautioned that the roof shingle color should be “cottage red”. She also requested the members decide if they agree with the use of wall pack lighting and suggested that the wall packs be located under the awnings and include gooseneck lighting on the walls. She also pointed out on the plans there is no landscaping shown on the north elevation. Weber recommended approval with the considerations on lighting and landscaping. Stu LaRose and Anne Krogstad of MSI General said they have been working on the landscaping plan which includes trees on the north elevation similar to what is already shown on the south elevation. They also presented colors (red and tan) and samples of the Quik-Brik product. The base will be a split-face CMU block to match the brick; bronze windows; galvanized aluminum standing seam canopies; brackets like the Firestone building; gooseneck lighting; and wall packs around the building. Members had no issue with the wall packs; suggested a darker color for the canopies (similar to the window color); and overall liked the proposed colors and materials on the building. Staff requested a final spec sheet with the brands and colors used. Motion by Flint to approve the building plans for Lake Country Car Wash as presented, not as shown in the submittal but with the color palette from the boards that were presented and to allow the option for the standing seam metal canopies to be a darker bronze; second by Schultz. Motion carried 4-0-1 (Krogstad abstained). 8. Reports and comments from the City Planner: Weber explained planning staff administratively approved a change to the Cornerstone building (24 S. Main St). The plans showed the area south of the building with an awning over the outdoor seating area, and the building owner requested to build an outdoor balcony on the second floor instead which staff approved. She noted it will make a great addition to the building. A member suggested rounded railings be used on the 2nd floor balcony. 9. Reports and comments from the Architectural Commissioners: None. 10.
